Faced with the collapse of the institutional order in Bolivia, some Bolivians will begin asking themselves: with whom is it worth signing the new social contract? An entrepreneur, for example, may rightly conclude that the taxes paid to the State—which are supposed to guarantee the production, transportation, and trade of goods—are being poorly spent, since the State fails to provide protection despite its extortionate behavior toward those who work and faithfully fulfill their obligations.

Hiring the COB and other organizations that control the highways and are feared by the government and the military may prove far more convenient. For an amount similar to the taxes currently paid in exchange for nothing, the COB boys would offer free transit year-round and, on top of that, would be willing to provide additional services, such as kicking out the abusive Internal Revenue officials, keeping regulations, controls, and state-imposed restrictions in check, and ensuring that no company has to endure the hardships of a highly interventionist system.

It sounds like a joke, but it is the reality of a failed state.
