WHAT DOES PRESIDENT PAZ WANT TO DIALOGUE ABOUT? | ¿DE QUE QUIERE DIALOGAR EL PRESIDENTE PAZ?

By Oscar Antezana:

More than once I have stated that this government was born with two cardinal sins: the lack of a government plan and Lara as vice president. The current unrest is a direct consequence of both sins.

Paz wants dialogue. Dialogue about what? He has no proposal or concrete plan. How can reforms and policies be negotiated without knowing what results they are supposed to achieve? More investment? For what? So that Bolivia grows? So that it grows, and then what? What kind of Bolivia do we want, how do we want to transform it? Policies and reforms without a clear destination are not enough. Everyone will want to know who would benefit, how, and when. It is not enough to simply say, “everyone.”

Does he want dialogue to create an atmosphere of calm? Is that what we have come to? Yes, it is a basic and essential issue. Discussing policy matters and reforms seems to be beyond this government’s reach; they are becoming a fantasy. The President talks about hearts of the same color, about patience, about not abandoning Bolivia. But those hearts carry different feelings, and patience runs out quickly when innocent people die in ambulances. It seems that the President has abandoned Bolivia to its fate; he does nothing, does not dare, does not govern. It is a shame.

Does he want dialogue to unite a population that has been divided for twenty years? Practically nothing would be achieved with a dialogue that everyone knows is merely an attempt to escape the predicament into which the President has led us. People are not united with endless talk. They are united by pursuing common goals and showing results that benefit everyone. But what goals can there be if there is no plan and no direction? There are simpler and more effective ways to bring people together.

In the end, what does the President want? Why does he not assume his responsibility, which is to GOVERN? The Royal Spanish Academy defines governing as: “to rule with authority or direct something… to govern a country or political community… to conduct oneself according to a norm, rule, or idea…” This government does none of that. Other definitions state: “governing is the act of exercising authority, leadership, and control over a state, territory, or institution. It involves establishing and administering laws, directing public policies, providing essential services to the community, and guaranteeing order and well-being.” Another definition is: “to lead a society or a country toward the achievement of certain objectives, establishing the laws and provisions necessary to attain them.”

After seven months in office, the President seems just as lost as he was during the election campaign. He should have known that he would inherit a country divided and devastated by the MAS, that there would be lingering aftershocks from the past, yet it seems he has only now realized it. Naivety? Incompetence? Speaking of aftershocks, as the Anglo-Saxons would say: “something fishy is going on.”
