Analyst warns that the COB lost legitimacy and support from social sectors due to its ties to the MAS

The leader of the Urban Teachers’ Union of La Paz, Felipe Loza, admitted that the image of the COB is in tatters and blamed bad leaders who aligned themselves with the blue party.

Six days after the mobilizations against Supreme Decree 5503, the Bolivian Workers’ Center (COB) failed to bring its affiliates together to strengthen its pressure measures. Political analyst Germán Gutiérrez stated that this is due to the loss of legitimacy stemming from its links with the Movement Toward Socialism (MAS).

Speaking to ANF, the expert recalled that union leaders co-governed with the MAS for 20 years and received handouts, whether assets or positions in ministries and decentralized entities. In his view, Juan Carlos Huarachi is one of the individuals who did the most damage to the institution.

“The COB has been debased to such an extent that today it represents nothing and no one; it is a shadow, a kind of caricature of what it once was in the past, when it led massive rallies. Therefore, any demand raised by the COB is undermined by these very particular, very sectoral interests, and they do not realize that history has changed and that they are no longer in power,” he said.

After the elimination of fuel subsidies, the umbrella organization called for a mobilization demanding the repeal of DS 5503, and since Monday it has been marching in the city of La Paz. However, the protest was rejected by the public because during 20 years of MAS government it did not defend workers.

In this regard, the leader of the Urban Teachers’ Union of La Paz, Felipe Loza, admitted that the image of the COB is at rock bottom and blamed bad leaders who aligned themselves with the blue party.

“Now you have to clean up the image of the Bolivian Workers’ Center; unfortunately, they associate it with Juan Carlos Guarachi and with masismo. For that reason, we say that all those who prostituted this institution must be sanctioned by the appropriate bodies. What is required is not to fight among ourselves; among workers we must unify the struggle,” he said.

The analyst said that the mobilizations against the decree will not succeed due to these factors, and that some sectors affiliated with the COB repeat the evismo slogan calling for the resignation of President Rodrigo Paz if their demands are not met.

“The fact that they link the mobilizations with people from Chapare, that their slogan is: if the regulation is not repealed the government of Rodrigo Paz will be brought down, they assume an anti-democratic position, and the Bolivian Workers’ Center has always defended democracy and been against dictatorships,” he maintained.

Condemned to disappear

On the other hand, Gutiérrez believes that the umbrella organization is condemned to disappear for three reasons: it lost credibility and legitimacy, it was linked to acts of corruption, and the number of salaried workers is steadily declining. He argued that it is necessary to propose the creation of an entity that brings together wage earners and the self-employed.

“Historically it is condemned to disappear for having broken a fundamental principle of party independence, generating distrust within the organizations themselves. Therefore, a restructuring would be to prolong the agony it is experiencing; perhaps the most appropriate course is the founding of a workers’ center that unifies the salaried and non-salaried sectors,” he concluded.
