Zombie Companies and the ‘Industrialization Scam’ Wasted US$2.595 Billion

The government presented on Monday the figures of what it called the “great waste” and “corruption” of MAS governments in initiatives such as the creation of state-owned companies that ended up bankrupt, becoming “zombies,” and the “scam” of the industrialization promised by the blue party.
Minister José Luis Lupo said that the total amount of this waste calculated so far is US$2.595 billion, of which US$1.463 billion corresponds to unviable or bankrupt public companies, while US$1.132 billion are losses from industrial plants that never operated.
He explained that this corruption accounts for part of the depletion of the Central Bank’s International Reserves, since the institution financed projects that ultimately resulted in losses.
Lupo said that with the squandered resources it would have been possible to build 30 fourth-level hospitals, around four to five thousand kilometers of highways, 700 to 900 mega educational units, or 30 gas exploration wells.
According to Lupo, MAS governments increased the number of state-owned companies to 67, but only three are profitable: YPFB, ENDE, and Comibol. He noted that these three were inherited by MAS from previous administrations.
Damage to Companies
Lupo detailed that in state-owned companies that have already closed, such as the Ecebol cement company, the Army construction company, Enatex, and Boltur, losses of US$122 million have already been recorded.
As for the “zombie” companies, damage totaling US$1.294 billion has been calculated in ventures such as the San Buenaventura Sugar Mill, Lithium Yacimientos, the Hydrocarbons Industrialization Company, Yacana, and Quipus.
In addition, the previous government invested US$91.5 million in initiatives related to chemistry, pharmaceuticals, coca, and ecological oils.
The total in this area amounts to US$1.463 billion.
Damage from Industrialization
The government denounced that the “industrialization scam” caused US$1.132 billion in economic damage due to 60 unviable plants.
“What are these plants? They are in biofuels, construction and manufacturing, fertilizers and agro-inputs, pharmaceutical industry, lithium, mining, basic chemistry, and food. A large part of these activities can be carried out by the private sector, but the State created a narrative to be able to loot the country. These are issues such as potato chip plants, soy, quinoa, rice, cereals, and so on,” he stated.
What Will Be Done?
Lupo announced that the “tap” on these economic losses will be shut off and that every cent spent will be audited.
“For this, a fiscal reengineering is necessary to stop the hemorrhaging of these resources, restructure public companies, guarantee fiscal viability, and obviously carry out an absolutely responsible and serious audit in order to launch a rigorous investigation and determine who authorized these investments without any feasibility,” he explained.

El Gobierno presentó este lunes las cifras de lo que denominó “gran despilfarro” y “corrupción” de los gobiernos del MAS en iniciativas como la creación de empresas estatales, que terminaron en la quiebra constituyéndose en “zombies” y la “estafa” de la industrialización que había ofrecido el partido azul.
El ministro José Luis Lupo indicó que el monto total, calculado hasta ahora, de este despilfarro, es de 2.595 millones de dólares, de los cuales 1.463 corresponden a empresas públicas inviables o quebradas, mientras que 1.132 millones son pérdidas por plantas industriales que no funcionaron.
Explicó que esta corrupción explica parte de la licuación de las Reservas Internacionales del Banco Central, entidad que financió los proyectos que terminaron en pérdidas.
Lupo explicó que con los recursos dilapidados se podrían haber construido 30 hospitales de cuarto nivel, unos cuatro o cinco mil kilómetros de carreteras, 700 a 900 mega unidades educativas o 30 pozos exploratorios de gas.
Según Lupo, los Gobiernos del MAS elevaron a 67 el número de empresas estatales, pero sólo tres son rentable: YPFB, ENDE y Comibol. Comentó que estas tres fueron heredadas por el MAS de anteriores gestiones.
Daño en empresas
Lupo detalló que en empresas cerradas estatales que ya cerraron, como la cementera Ecebol, la constructora del Ejército, Enatex y Boltur, ya se perdieron 122 millones de dólares.
En cuanto a las empresas “zombie”, se contabiliza un daño de 1.294 millones de dólares, en emprendimientos como la Azucarera San Buenaventura, Yacimientos de Litio, la Empresa de Industrialización de Hidrocarburos, Yacana y Quipus.
A eso se suma que el anterior Gobierno ya invirtió 91,5 millones de dólares en iniciativas relacionadas a la química, farmacéutica, coca y aceites ecológicos.
La suma es de 1.463 millones de dólares en este ámbito.
Daño con industrialización
El Gobierno denunció que la “estafa de la industrialización” dejó 1.132 millones de dólares de daño económico, debido a 60 plantas inviables.
“¿Qué son estas plantas? Están en biocombustibles construcción y manufactura, fertilizantes y agroinsumos, industria farmacéutica, litio, minería, química básica y alimentos. Gran parte de estas actividades que el sector privado las puede realizar y que el Estado creó una historia para poder saquear al país. Son temas como la planta de papa frita, de soya, de quinua, arroz, cereales, etcétera”, afirmó.
¿Qué se hará?
Lupo anunció que se cerrará el “grifo” de estos daños económicos y se auditará cada centavo que se ha gastado.
“Para esto es necesario una reingeniería fiscal para el desangrado de estos recursos, reestructurar las empresas públicas, garantizar la viabilidad fiscal y obviamente hay que hacer una auditoría absolutamente responsable y seria para poder iniciar una investigación rigurosa y determinar quién autorizó estas inversiones sin ninguna factibilidad”, detalló.
