During Sunday’s elections, coca grower from the Yungas region, Armin Lluta, was elected as single-member deputy for constituency 16 in the department of La Paz, representing the Libre alliance, which nominated Jorge Tuto Quiroga.

Lluta was born in the community of Nogalani, in the municipality of Coripata. He is the fourth child of Maximo Lluta and Primitiva Chuquimia, and is married to Sonia Ortiz, with whom he has two children. He studied Educational Sciences at Salesian University.

He served as General Secretary of Nogalani and later held the same position in the municipality of Coripata. After that, he became president of the Departmental Association of Coca Producers (Adepcoca).

“Later, I assumed the responsibility of being executive of Coripata as General Secretary and then as president of Adepcoca, where we showed our struggle. I didn’t finish my studies in Educational Sciences at Salesian University because I had to take care of my mother’s health,” he said.

In an interview with Brújula Digital, Lluta explained that, among his many legislative proposals, is the repeal of the coca law and the guarantee of a single market for the sale of this product.

“The first thing is to defend the sacred leaf of the Yungas alliance. We were very humiliated in recent times and we want to guarantee a market in which we are the owners. Likewise, we will propose the repeal of the General Law of the Coca Leaf 906, which legalizes and recognizes excess-growing areas that only favor Chapare in Cochabamba,” Lluta said.

In addition to those proposals, he stated that with the Libre caucus they will carry out oversight “of all the projects that the Government of Luis Arce has not completed or executed.” He also said they will monitor coca leaf production in the Chapare region.

He added that the caucus intends to repeal the Avelino Siñani law, because it is a regulation “that only indoctrinates” and is improvised. He also intends to legalize smuggled cars in the Yungas region, so that they can contribute taxes.

“We are going to work without revenge, but for the unity of the coca growers”

During 2021 and 2022, the sector clashed with the Bolivian Police and with other coca growers who opened a parallel market aligned with Arce’s MAS.

These confrontations even led to Lluta’s kidnapping; he was found in September 2021. Between July and September, the clashes left coca growers and police officers injured. However, the situation did not end there. After the violent events, Arce’s government launched a persecution against Adepcoca’s grassroots leaders.

Regarding the division caused by these confrontations, Lluta said that as a deputy he will work to resolve the differences that arose during MAS’s administration under Luis Arce.

“We are not going to go against our coca leaf products. We will not act with hatred, with revenge. We will not act with vengeance. What matters to us here is advancing the development of our sector,” said Lluta.
