Tuto proposes AI center in Orinoca using Meta’s LLM and Nvidia chips

As part of his tech plan, Jorge “Tuto” Quiroga proposed during ERBOL’s El Ánfora program the creation of an artificial intelligence center in Orinoca, a highland town in the Oruro department, citing its favorable climate conditions for such equipment. His proposal involves using Meta’s open-source language model along with Nvidia chips.

Orinoca is known as the birthplace of former president Evo Morales and the location of a museum dedicated to him, which has seen little use.

Quiroga explained that the region’s altitude, dryness, and cold temperatures are well-suited for technological infrastructure, including AI and even lithium battery complexes.

He expressed a preference for Meta’s language model because it is open-source and also because it’s named “LLaMA,” like the iconic animal of the Bolivian highlands.

“You can bring the source code, set it up in AI centers in Orinoca—a beautiful place, high, cold, dry. We fill it with Nvidia chips, build an AI center with natural cooling to serve healthcare, education, justice, and productivity in Bolivia,” Quiroga said.

He emphasized the global importance of AI, warning that those who don’t adopt it will fall behind.

“The coming revolution in healthcare, education, justice, and commerce through artificial intelligence is tremendous. It’s going to change absolutely everything,” he added.
