Edgar Villegas, who uncovered electoral fraud in 2019, said on Monday, “I am a political target,” recalling that an audit by the Organization of American States (OAS) concluded there was “deliberate manipulation” in the elections of October 20 of that year, altering “the expressed will of the voters.”
“I am a political target,” Villegas denounced, asserting, “I simply conducted a technical study, presented it publicly, and well, the irregularities, all of that, were not only observed by me; let’s remember that in the end, the OAS audit concluded that there was ‘deliberate manipulation’ of the elections” of October 2019.
On Sunday, November 11, 2019, Evo Morales resigned from the Presidency. Hours earlier, the Organization of American States (OAS) concluded in the audit, which the same coca leader requested, that there were “fraudulent operations” in the elections of October 20, 2019, which altered “the expressed will of the voters.”
After several days of counting, Evo Morales was declared the winner of the elections by a margin of 10.57% of votes over his rival Carlos Mesa, with only a 0.57% difference to avoid a runoff between them.
“The manipulations and irregularities mentioned do not allow certainty about the margin of victory of candidate (Evo) Morales over candidate (Carlos) Mesa,” the final OAS report on the audit of the elections states.
Among the “deliberate actions that sought to manipulate the election result,” the document mentions the “intentional and arbitrary paralysis, without technical grounds, of the Preliminary Results Transmission System (TREP),” known as quick counting.
Villegas stated on Radio Panamericana that the study that uncovered electoral fraud was ratified by the OAS audit, requested by Evo Morales himself. “Everything is confirmed, and no one can change that (audit results); so what happened in 2019 is very clear, I refer to the OAS, they have concluded that there was manipulation (fraud) in the elections.”
Evo’s party lawmaker Renán Cabezas, who filed the complaint against Villegas in October 2023, called for jail for the systems expert who uncovered the electoral fraud. The expert is being investigated for “exacerbating” public sentiment, presenting evidence of alleged fraud, resulting in “the disruption and affecting several Departmental Electoral Courts,” among other things.
In response, Villegas said he is innocent of Cabezas’s accusations and will defend himself with the support of Bolivians. “All I can say is that I am innocent, everyone knows what happened in 2019; well, I will defend myself, and the people will be on my side, and I know that people will support me.”
The criminal proceedings against Villegas are being pursued based on a complaint by Evo’s party lawmaker Cabezas, who blames the expert for instigating the country’s turmoil. He announced that he would seek preventive detention of Villegas to ensure that he submits to the process because he considers there is a risk of flight.
The Prosecutor’s Office presented the formal indictment against engineer Villegas for the alleged crime of incitement to commit a crime. “Due to the existence of sufficient elements of conviction that establish legal certainty about the existence of the investigated fact and the involvement of the defendant as the probable author of the crimes of public incitement to commit crimes, as provided and sanctioned in Art. 230 of the Penal Code, since it is the responsibility of the Public Ministry to prosecute him, as there are sufficient factual elements for its verification,” reads the formal indictment resolution No FIS-LPZ-MVBH 007/2024.

El ingeniero Edgar Villegas, quien destapó fraude electoral en 2019, aseguró este lunes que “soy un perseguido político” y recordó que una auditoría de la Organización de Estados Americanos (OEA) concluyó que entonces hubo “manipulación dolosa” en las elecciones del 20 de octubre de ese año y que se alteró “la voluntad expresada en las urnas”.
“Soy un perseguido político”, denunció Villegas y aseguró que: “yo simplemente hice un estudio técnico, lo mostré públicamente y bueno las irregularidades, todo eso no solamente, fueron observadas por mí; recordemos que al final la auditoría de la OEA llegó a la conclusión de que hubo una ‘manipulación dolosa’ de las elecciones” de octubre de 2019.

Horas antes la Organización de Estados Americanos (OEA) concluyó en la auditoría, que el mismo líder cocalero pidió, que hubo “operaciones dolosas” en las elecciones del 20 de octubre de 2019 que alteraron “la voluntad expresada en las urnas”.
Tras varios días de conteo, Evo Morales fue proclamado vencedor de las elecciones por un margen del 10,57% de votos sobre su rival Carlos Mesa, con solo un 0,57% de diferencia para evitar una segunda vuelta entre ambos.
“Las manipulaciones e irregularidades señaladas no permiten tener certeza sobre el margen de victoria del candidato (Evo) Morales sobre el candidato (Carlos) Mesa”, apunta el informe final de la OEA sobre la auditoría de los comicios.
Entre las “acciones deliberadas que buscaron manipular el resultado de la elección”, el documento menciona la “paralización intencional y arbitraria, sin fundamentos técnicos, del Sistema de Transmisión de Resultados Preliminares (TREP)”, conocido como conteo rápido.
Villegas afirmó en radio Panamericana que el estudio que destapó fraude electoral fue ratificado por la auditoría de la OEA, solicitada por el mismo Evo Morales. “Todo está confirmado y no hay nadie que pueda cambiar eso (resultados de la auditoría); entonces lo que ha sucedido en 2019 es muy claro, yo me remito a la OEA que ellos han concluido que había una manipulación (dolosa) en las elecciones”.
El diputado evista Renán Cabezas, que presentó la denuncia contra Villegas en octubre de 2023, pidió cárcel para el experto en sistemas y que destapó el fraude electoral. El experto es investigado por “exacerbar” los ánimos de la población, presentar pruebas de un supuesto fraude, lo que resultó “en la irrupción y afectación de varios Tribunales Departamentales Electorales”, entre otros.
En respuesta, Villegas dijo que es inocente de las acusaciones de Cabezas y que se defenderá con el apoyo de los bolivianos. “Lo que lo que puedo decir es que yo soy inocente, toda la gente sabe que es lo que ha sucedido en 2019; bueno yo me voy a defender y va a estar de mi lado y yo sé que la gente me va a apoyar”.
El proceso penal contra Villegas se realiza a denuncia del diputado evista Cabezas, quien culpa al experto de haber instigado la convulsión del país. Anunció que pedirá la prisión preventiva de Villegas, para asegurar que se someta al proceso, porque considera que existe peligro de fuga.
La Fiscalía presentó la imputación formal contra el ingeniero Villegas, por el presunto delito de instigación a delinquir. “Por existir suficientes elementos de convicción que sientan certeza jurídica sobre la existencia del hecho investigado y la participación del imputado de ser con probabilidad autor de los delitos de instigación pública a delinquir previsto y sancionado en el Art. 230 del Código Penal, por cuanto le corresponde al Ministerio Público su persecución penal al existir los suficientes elementos fácticos para su verificación”, se lee en la resolución de imputación formal No FIS-LPZ-MVBH 007/2024.
