Edgar Villegas, who uncovered electoral fraud in 2019, said on Monday, “I am a political target,” recalling that an audit by the Organization of American States (OAS) concluded there was “deliberate manipulation” in the elections of October 20 of that year, altering “the expressed will of the voters.”

“I am a political target,” Villegas denounced, asserting, “I simply conducted a technical study, presented it publicly, and well, the irregularities, all of that, were not only observed by me; let’s remember that in the end, the OAS audit concluded that there was ‘deliberate manipulation’ of the elections” of October 2019.

On Sunday, November 11, 2019, Evo Morales resigned from the Presidency. Hours earlier, the Organization of American States (OAS) concluded in the audit, which the same coca leader requested, that there were “fraudulent operations” in the elections of October 20, 2019, which altered “the expressed will of the voters.”

After several days of counting, Evo Morales was declared the winner of the elections by a margin of 10.57% of votes over his rival Carlos Mesa, with only a 0.57% difference to avoid a runoff between them.

“The manipulations and irregularities mentioned do not allow certainty about the margin of victory of candidate (Evo) Morales over candidate (Carlos) Mesa,” the final OAS report on the audit of the elections states.

Among the “deliberate actions that sought to manipulate the election result,” the document mentions the “intentional and arbitrary paralysis, without technical grounds, of the Preliminary Results Transmission System (TREP),” known as quick counting.

Villegas stated on Radio Panamericana that the study that uncovered electoral fraud was ratified by the OAS audit, requested by Evo Morales himself. “Everything is confirmed, and no one can change that (audit results); so what happened in 2019 is very clear, I refer to the OAS, they have concluded that there was manipulation (fraud) in the elections.”

Evo’s party lawmaker Renán Cabezas, who filed the complaint against Villegas in October 2023, called for jail for the systems expert who uncovered the electoral fraud. The expert is being investigated for “exacerbating” public sentiment, presenting evidence of alleged fraud, resulting in “the disruption and affecting several Departmental Electoral Courts,” among other things.

In response, Villegas said he is innocent of Cabezas’s accusations and will defend himself with the support of Bolivians. “All I can say is that I am innocent, everyone knows what happened in 2019; well, I will defend myself, and the people will be on my side, and I know that people will support me.”

The criminal proceedings against Villegas are being pursued based on a complaint by Evo’s party lawmaker Cabezas, who blames the expert for instigating the country’s turmoil. He announced that he would seek preventive detention of Villegas to ensure that he submits to the process because he considers there is a risk of flight.

The Prosecutor’s Office presented the formal indictment against engineer Villegas for the alleged crime of incitement to commit a crime. “Due to the existence of sufficient elements of conviction that establish legal certainty about the existence of the investigated fact and the involvement of the defendant as the probable author of the crimes of public incitement to commit crimes, as provided and sanctioned in Art. 230 of the Penal Code, since it is the responsibility of the Public Ministry to prosecute him, as there are sufficient factual elements for its verification,” reads the formal indictment resolution No FIS-LPZ-MVBH 007/2024.
