Vaccinated with horror

“The third wave surpasses two previous peaks,” “UTIs are saturated,” “hospital chaos and funeral crisis,” “the Brazilian strain kills in two or three days,” “not only the elderly are ill, but also young people and children,” “doctors work without receiving salaries,” “Seven regions without oxygen,” “without distancing in planes and buses”…

Arce Catacora started limping and blaming the cobblestones. That is what I wrote on December 12 in the article titled “The Lame One.” Almost six months have passed and Arce continues to act as if he lived in a parallel world where the smoothies that surround him isolate him from the Bolivian news.

Before the subnational elections, he blackmailed the citizens: he would not give them vaccines if they did not vote for the MAS. He made contracts with a secret clause so that we do not know the price, as if the cost came out of his pocket. The President “of all Bolivians” turned into a vulgar MAS propagandist. He still lost because nobody swallowed the finger-pointing. Not even the MAS.

Because Arce is desperate to fabricate an image of himself that is different from that of the older chief, he increased the propaganda budget instead of buying vaccines on time. Now that they are arriving, the “communication” money is wasted in exalting the figure of the grayer President in our history -that plump anonymous guitarist, instead of being used in educational messages that promote health and the urgency of getting vaccinated. Every time a batch arrives, the President is there for the photo with his fist raised, as if the vaccines were paid for by the MAS. The use of state resources to continue the proselytizing campaign is outrageous.

Arce waited until May 24 to get vaccinated: what exemplary president, what leadership. In the photo they are measuring his saturation and pressure, things to which ordinary mortals in this country have no right to. In addition, he chose a safe vaccine, instead of submitting to the Chinese Sinopharm vaccine (the least effective) that he has prescribed for the majority of Bolivians and that has not been approved by the European Medicines Agency, nor by the FDA. from the United States. Nothing is known about the Vice President, he surely has a chuño [dried potato] in his pocket for any emergency.

Bolivia is the most lagging country in the region to identify new coronavirus variants, but Arce continues to raise a triumphant fist. Without a plan to contain the virus, the central government leaves the responsibility to the governors and these to the mayors. As a result, only 10% (1,185,725) of Bolivians received one dose of vaccine and less than 3% both doses. The Government mentions a “target population” of 7 million, but we are 11 million and now we know that young people and children also die in the third wave. The only one who doesn’t know is Arce.

While the corpses are piled up in unhealthy warehouses, because the crematoria no longer provide enough, and people are dying due to lack of oxygen and medicines indicated for the Covid, the Government holds press conferences saying that nothing is missing, that everything is fine.

Some mayors take measures to contain the third wave but the mayor of La Paz, from whom more was expected, delays decision-making because he wants to please transporters and unions, with whom he agreed to get where he is. The COED only prohibits parties in public places and the sale of alcohol from 10 at night for a week, which is useless. They are timorous measures in a time of emergency. Despite the daily increase in infections and deaths, El Negro Arias plays Swedish and says that he trusts in citizen “self-care”. Does he believe that minibus drivers/users and street vendors respect distancing and biosecurity measures? Make us laugh a little more, Mayor.

There are deaths, there are tears, there is poverty, there is despair, but none of this seems to affect the national and local authorities, who do not make the decisions they should make. They pontificate on the necessary “balance” between the economy and health, and say that without work people “starve to death.” What they don’t understand is that if people get sick there won’t be anyone who can work. From now on, look at the public institutions: in the ministries, half of the civil servants are contagious, there is no one who attends.

Vacunados de espanto

“La tercera ola supera dos picos previos”, “UTI están saturadas”, “caos hospitalario y crisis funeraria”, “la cepa brasileña mata en dos o tres días”, “no sólo enferman ancianos sino jóvenes y niños”, “médicos trabajan sin percibir salarios”, “Siete regiones sin oxígeno”, “sin distanciamiento en aviones y flotas”…

Arce Catacora empezó cojeando y echándole la culpa al empedrado. Eso escribí el 12 de diciembre en el artículo titulado “El cojo”. Han pasado casi seis meses y Arce sigue obrando como si viviera en un mundo paralelo donde los zalameros que lo rodean lo aíslan de las noticias bolivianas.

Antes de las elecciones subnacionales chantajeó a la ciudadanía: no les daría vacunas si no votaban por el MAS. Hizo contratos con cláusula secreta para que no conozcamos el precio, como si el costo saliera de su bolsillo. El Presidente “de todos los bolivianos” convertido en un vulgar propagandista del MAS. Igual perdió porque el dedazo no se lo tragó nadie. Ni el MAS. 

Como Arce está desesperado por fabricar una imagen propia que sea distinta a la del cacique mayor, aumentó el presupuesto de propaganda en lugar de comprar vacunas a tiempo. Ahora que ya están llegando, el dinero de “comunicación” es malgastado en enaltecer la figura del Presidente más gris de nuestra historia —ese rellenito guitarrista anónimo, en lugar de utilizarse en mensajes educativos que promuevan la salud y la urgencia de vacunarse. Cada vez que llega un lote, está el Presidente para la foto con el puño en alto, como si las vacunas las pagara el MAS. El uso de recursos del Estado para seguir en campaña proselitista es indignante.

Arce esperó hasta el 24 de mayo para vacunarse: qué ejemplar mandatario, qué liderazgo. En la foto le están midiendo la saturación y la presión, cosas a las que los comunes mortales de este país no tienen derecho. Además, escogió una vacuna segura, en lugar de someterse a la vacuna china Sinopharm  (la de menor efectividad) que él ha recetado para la mayoría de los bolivianos y que no ha sido aprobada ni por la Agencia Europea de Medicamentos, ni por la FDA de Estados Unidos. Del Vicepresidente nada se sabe, seguramente tiene un chuño en el bolsillo para cualquier emergencia. 

Bolivia es el país más retrasado de la región en identificar las nuevas variantes de coronavirus, pero Arce sigue levantando un puño triunfante. Sin plan para contener el virus, el gobierno central deja la responsabilidad a los gobernadores y éstos a los alcaldes. Como resultado, tan sólo el 10% (1.185.725) de los bolivianos recibieron una dosis de vacuna y menos del 3% las dos dosis. El Gobierno menciona una “población meta” de 7 millones, pero somos 11 millones y ahora sabemos que en la tercera ola mueren también jóvenes y niños. El único que no lo sabe es Arce.

Mientras se apilan los cadáveres en depósitos insalubres, porque los crematorios ya no dan abasto, y la gente se muere por falta de oxígeno y medicinas indicadas para el Covid, el Gobierno hace conferencias de prensa diciendo que no falta nada, que todo anda bien. 

Algunos alcaldes toman medidas para contener la tercera ola pero el alcalde de La Paz, de quien se esperaba más, retrasa la toma de decisiones porque quiere complacer a transportistas y a gremiales, con los que pactó para llegar donde está. El COED sólo prohíbe las fiestas en lugares públicos y el expendio de alcohol desde las 10 de la noche durante una semana, lo cual no sirve para nada. Son medidas timoratas en un momento de emergencia. A pesar del aumento diario de contagios y de muertes, El Negro Arias se hace el sueco y dice que confía en el “autocuidado” ciudadano. ¿Cree que los minibuseros y vendedores de la calle respetan medidas de distanciamiento y bioseguridad? Háganos reír un poco más, alcalde.

Hay muertos, hay llanto, hay pobreza, hay desesperación, pero nada de esto parece afectar a las autoridades nacionales y locales, que no toman las decisiones que deben tomar. Pontifican sobre el “equilibrio” necesario entre la economía y la salud, y dicen que sin trabajo la gente “se muere de hambre”. Lo que no entienden es que si la gente se enferma no habrá quién pueda trabajar. Desde ya, vean las instituciones públicas: en los ministerios la mitad de los funcionarios está con contagio, no hay quién atienda.
