This cartoon is from La Razon, August 27, 2011. You can see Quintana, carving a “Gringo go Home” in the TIPNIS. Quintana is a public official who criticized indigenous TIPNIS leaders talking with US Embassy personnel and advocating that USAID should be expelled from Bolivia.
This protest walk is in its 13th day; yesterday the group walked 17 kilometers and arrived to Santa Ana de Moseruma town. The march intends to arrive to the Beni Biological Station, around 50 km. from San Borja. Among the marching group there are 15 pregnant women and around 20 children under 10 years old.

The following links are from articles that question the illegal phone tampering, analyze what Quintana said in reference to USAID and mention from the Constitution: articles 30, 31 and 32 that give the right of the indigenous groups to manage their territories with autonomy. Also makes reference to articles 342, 343, 344, 345, 346 and 347 which refer to natural resources conservation and environmental protection.
Here, there is analysis of how much ground and prestige is loosing current Bolivian president with the way this government is handling the TIPNIS road issue. After portraying an image of the protector of Mother Nature and appointing himself as the paladin of the indigenous groups, the actions of this government, show exactly the opposite.
