Is Bolivia turning into a CONTINENTAL DUMP?

This cartoon is from El Diario ( Aug 2, 2011). It shows how few people get rich thorough illegal imports and basically recycled, trash goods. While both of them are seating in front of a big pile of money, they are counting lots of money.

The first person says “… we already converted the country as a major ‘CONTINENTAL DUMP’ by bringing used, illegal cars, used clothing, Chinese clothes, stolen illegal merchandise, washed stuffed animals, cheap materials and without quality control…” The second one says “…also falsified medicines and beverages! Now we need to bring cheap Chinese bus-type cars and sell them cheap.”

Sad reality in a country where there is too much piracy, contraband, corruption and growing pollution. An excuse that is often heard is that we are a poor country and can only afford this… I say, WRONG!! if there would be sensible and realistic taxes and controls, we could import legal goods which we cannot produce by ourselves. If other countries overcame this, why can’t we??! what does it take??
