Lupo’s future remains uncertain as president says split will not affect legislative support
Businessman and National Unity (UN) leader Samuel Doria Medina formally ended his alliance with President Rodrigo Paz on Wednesday, bringing to a close an eight-month partnership that had included legislative backing, advisory support and the appointment of allies to positions within the executive branch.
Following the announcement, Paz called for political leaders to put personal interests aside and focus on the country. He also confirmed that he is preparing another cabinet reshuffle. However, he stopped short of guaranteeing the future of José Luis Lupo, who remains Minister of the Presidency. Paz insisted the changes should not be interpreted as a sign of crisis but as part of the normal course of government management. If carried out, it would mark his seventh cabinet shake-up in eight months.
Doria Medina said he no longer considers himself an ally of the administration and warned that any future support would depend on stronger action against corruption and changes within the president’s team.
“If corruption continues, we certainly will not support the government; we will not be accomplices,” he said.
In response, Paz reiterated his call to prioritize the national interest over political considerations. He again declined to confirm whether Lupo would remain in office and stressed that ministerial changes are a routine aspect of governing rather than evidence of instability.
Since taking office, Paz has already made six cabinet changes. The first came in November 2025, when he abolished the Ministry of Justice and Institutional Transparency following controversy over the appointment of Freddy Vidovic, a figure close to Vice President Edmand Lara.
On April 22, 2026, Paz replaced Mauricio Medinaceli with Marcelo Blanco as hydrocarbons minister. On May 21, Édgar Morales was replaced by Williams Bascopé at the Labor Ministry. During the 53-day crisis in June, Marcelo Salinas left the Defense Ministry and was succeeded by Ernesto Justiniano, while Beatriz García departed the Education Ministry, making way for Ricardo Erick Sanjinés.
On July 8, Tourism Minister Cinthya Yáñez, considered close to Doria Medina, resigned from her post. Foreign Minister Fernando Aramayo is currently serving in the role on an interim basis.
Lawmakers in the Legislative Assembly from both the Christian Democratic Party (PDC) and Libre argued that Doria Medina’s departure from the government’s orbit is unlikely to significantly alter the balance of power. They noted that the current legislature has shown less strict party discipline than was common during the MAS era.
“Regardless of party lines, each legislator is motivated by what is best for the country. If a proposal is good, lawmakers will support it. In some ways, Doria Medina may even have hurt the government by placing his people in certain ministries,” Senator Freddy Castillo told EL DEBER.
Libre Senator Tomasa Yarhui said she would continue to support constructive initiatives regardless of the political split.

Samuel Doria Medina, el empresario y líder de Unidad Nacional (UN), ayer le puso un punto final a la alianza con el presidente Rodrigo Paz. Apenas ocho meses duró el acuerdo que se había materializado en respaldos desde la Asamblea Legislativa, asesoramientos y la participación de determinados cuadros en la estructura del Órgano Ejecutivo.
Tras el anuncio, el mandatario pidió dejar a un lado los intereses personales y trabajar por el país; anunció también que prepara un ajuste en su gabinete de ministros. Eso sí, no garantizó la permanencia de José Luis Lupo, quien aún estaba a cargo del portafolio de la Presidencia. Dijo que esos ajustes no responden a una “crisis” sino a cambios como parte de la gestión; en todo caso, sería el séptimo en ocho meses.
Doria Medina dijo que ya no se considera aliado del Gobierno y condicionó cualquier respaldo futuro a que Paz fortalezca la lucha contra la corrupción y realice cambios en su equipo.
“Si sigue la corrupción, desde luego que no vamos a apoyar; no vamos a ser cómplices”, señaló el político.
En respuesta, Paz hizo un llamado a dejar de lado los intereses particulares y trabajar por el país. Asimismo, no garantizó la permanencia de Lupo en el Gobierno y confirmó que continuará realizando cambios ministeriales. El presidente subrayó que esas modificaciones deben entenderse como parte normal de la gestión y no como una crisis.
Hasta la fecha, Paz hizo seis ajustes a su gabinete de ministros. El primero fue en noviembre de 2025, cuando Paz anuló el Ministerio de Justicia y Transparencia Institucional, tras la polémica por la designación de Freddy Vidovic, un profesional cercano al vicepresidente Edmand Lara.
El 22 de abril de 2026, el presidente reemplazó a Mauricio Medinaceli por Marcelo Blanco en el Ministerio de Hidrocarburos; el 21 de mayo reemplazó a Édgar Morales del Ministerio de Trabajo por Williams Bascopé. En junio, en medio de la crisis de los 53 días; luego Marcelo Salinas dejó Defensa y fue reemplazado por Ernesto Justiniano, mientras Beatriz García salió de Educación y asumió Ricardo Erick Sanjinés.
El 8 de julio, Cinthya Yáñez, del entorno de Doria Medina renunció al ministerio de Turismo. Por el momento, el canciller Fernando Aramayo asumió el cargo de forma interina.
Desde la Asamblea Legislativa, parlamentarios del Partido Demócrata Cristiano (PDC) y Libre, ven que el alejamiento de Doria Medina del entorno palaciego no afectará en gran medida la correlación de fuerzas puesto que la actual gestión ha demostrado que los nuevos asambleístas no responden a una línea política e ideológica estricta como en la era del MAS. “Independientemente de la línea hay un interés por el bien del país de cada legislador. Si algo está bien, cada parlamentario apoyará. Y en cierta forma, Doria Medina le hizo daño al Gobierno colocando a su gente a ciertos ministerios”, dijo a EL DEBER el senador Freddy Castillo.
Desde Libre, la senadora Tomasa Yarhui aseguró que apoyará las propuestas constructivas.
