The Minister of Government, Marco Antonio Oviedo, stated that former president Luis Arce is burdened with five crimes: economic misconduct, dereliction of duty, favoring illicit enrichment, resolutions contrary to the Constitution and the laws, and improper use of influence. Therefore, he must be criminally prosecuted as part of the investigations into the Indigenous Development Fund case. Oviedo asserted that the former president is the main person responsible for the embezzlement at this institution when he served as Minister of Economy and that he is being investigated for economic damage amounting to Bs 360 million.

“Given that he is the main party responsible for this million-boliviano community loss, former president Luis Arce Catacora must be criminally prosecuted. The events under investigation date back to when the gentleman was Minister of Economy. Therefore, in accordance with the Political Constitution of the State, he is not entitled to trials of responsibility,” Oviedo said at a press conference Wednesday night.

Oviedo recalled that, as Minister of Economy and Finance, Arce Catacora served as president of this fund and therefore had direct responsibilities. He also reported that the financial damage to the State amounts to 360 million bolivianos.

“There are other criminal acts that, according to estimates we are still receiving, would reach a sum of approximately 700 million dollars, or even more,” he said.

The Minister of Government also stated that several people are involved in the process. Among them, he mentioned former deputy Lidia Patty, arrested last week and currently under a preventive detention order. “Surely all the members who at that time authorized these types of projects, in addition to the beneficiaries of the delivery of Bolivian State money to private individuals, will have to defend themselves before the courts and return that money,” he said.

The authority added that investigations continue and that, little by little, more details will be revealed, both regarding the Fondioc case and other irregularities.
