The 4th Multiparty and Interinstitutional Summit for Democracy, convened by the Supreme Electoral Tribunal (TSE), concluded by calling for pacification of the country and providing guarantees for the consolidation of the electoral process, which has August 17 as a key date, when citizens will go to the polls.

The meeting brought together the presidential tickets and representatives of the four branches of the State, including President Luis Arce and Vice President David Choquehuanca, who agreed on the need to make the electoral process viable in a context of crisis and escalating violence due to blockades by sectors aligned with “evismo”.

At the end of the meeting, Gustavo Ávila, a TSE member, read out the conclusions of this gathering held in the capital of Santa Cruz, emphasizing that differences should not lead to confrontation, but rather to building common solutions.

Summit conclusions

1.- The participants commit to respecting the rule of law to provide certainty and security to the electoral process, guaranteeing and reaffirming that national elections will be held on August 17, 2025.

2.- The TSE commits to ensuring the proper execution of the 2025 electoral calendar within the framework of co-responsibility established by law with the other branches of public power, the Constitutional Court, the Public Prosecutor’s Office, political organizations, and the general public.

3.- The branches of public power, the Plurinational Constitutional Court (TCP), political organizations, and all actors of national life commit to seeking pacification as a principle and as a path, promoting dialogue and social peace.

4.- The Executive Branch, within the scope of its constitutional powers and responsibilities, commits to guaranteeing public order and citizen security in the country, providing adequate conditions for carrying out the 2025 electoral calendar activities.

5.- The Executive Branch commits to providing sufficient financial resources in a timely manner for the normal development of the electoral process.

6.- The Legislative Branch, within the scope of its powers and responsibilities, commits to approving the necessary and pertinent laws to ensure financial resources for the electoral process and for the vote of Bolivians abroad.

A commission will be immediately formed between the Executive and Legislative Branches to consider credits that ensure the necessary resources for voting abroad.

7.- The Legislative Branch commits to continuing work on a law that guarantees special legal proceedings for TSE members.

8.- The Judicial Branch and the TCP commit to ensuring that political and participation rights are respected during the electoral processes, including protecting the rights of voters, candidates, political parties, electoral authorities, and democracy for the elections scheduled for August 17.

9.- The Public Prosecutor’s Office, within its responsibilities, commits institutionally to exercising public criminal action against those who attempt to obstruct the electoral process.

10.- Political organizations commit to supporting all efforts and actions carried out by the Electoral Branch to ensure the 2025 national elections.

11.- Political organizations commit to participating in public debates organized by the TSE and to contributing to the transparency of the electoral process.

12.- Political organizations commit to accrediting technical delegates to the TSE for the review of the electoral roll and the Preliminary Results Transmission System (TREP).

13.- The Supreme Electoral Tribunal will periodically report on the progress of the commitments made at this meeting.
