The report that former President Jorge “Tuto” Quiroga has presented after testifying before the Public Ministry in the “Coup I” case, which consists of 14 pages with incontrovertible evidence, has the virtue of establishing that in November 2019 there was no “coup of State”, as ex-president and coca grower chief Evo Morales and his followers maintain, but rather a constitutional succession that saved the democratic system, which in these dramatic circumstances was at risk due to a deliberate power vacuum created precisely by Morales and his supporters.

With solid arguments based on facts, Quiroga reconstructs the essential milestones of that transcendental negotiation, which arose after the electoral fraud perpetrated by Morales and which was denounced and described in the reports of the OAS and the European Union (EU). Those meetings to reach a constitutional transition were mediated, as the Quiroga document maintains, by the Catholic Church and the facilitation of the EU, the delegate of the Government of Spain and the special envoy of the United Nations, but above all the of all parliamentarians, in particular of the MAS.

What Quiroga highlights, in his report, is that “Bolivia found a constitutional succession, built a transition to new elections, and the command of the country was handed over to President Luis Arce”, in such a way that, in a sentence that synthesizes the reasoning of the aforementioned document, “if the transition had been unconstitutional, President Arce would today be the son of unconstitutionality and his parliamentary grandsons of it.”

The text also presents the chats that Quiroga had with the then MAS legislators Adriana Salvatierra and Susana Rivero, who were aware of all the conversations and who accepted Áñez’s succession. The document shows them more concerned about ensuring the departure of Morales’ plane to Mexico and that they were not willing to assume the presidency. The masistas had decapitated the Executive, Legislative and Electoral bodies, in order to create a power vacuum; the calculation was that the unbridled violence, at the charge, not by chance, of masista shock groups, would lead to the request for Morales’ return as “savior”, but neither he nor his unconditional minions counted on the fact that the succession would come through the jurisdiction constitutional, which remained intact in that crisis and materialized the constitutional succession of former president Jeanine Áñez, today sentenced to 10 years in prison in an unconstitutional and illegal trial. In fleeing from him, Morales vacated the first magistracy and gave rise to the constitutional mechanism of succession. Already in power, Áñez took care of restoring the democratic order, which Evo and his unconditional supporters do not forgive her for.

Interestingly, Tuto’s report cites an essential passage from George Orwell’s 1984 dystopian novel about totalitarianism: “To enforce the lies of the present, it is necessary to erase the truths of the past.” This phrase contains the MAS purpose of replacing Morales’ fraud with a non-existent “coup d’état”. The good news is that, despite the Prosecutor’s Office and the submissive justice system, this objective cannot be achieved so easily in a country that has a memory and is not willing to accept grotesque lies.

El informe que ha presentado el expresidente Jorge “Tuto” Quiroga tras declarar ante el Ministerio Público en el caso “Golpe I”, que consta de 14 páginas con evidencias incontrastables, tiene la virtud de establecer que en noviembre de 2019 no hubo un “golpe de Estado”, como sostienen el expresidente y jefe cocalero Evo Morales y sus seguidores, sino una sucesión constitucional que salvó el sistema democrático, que en esas dramáticas circunstancias estuvo en riesgo a causa de un deliberado vacío de poder creado precisamente por Morales y sus partidarios. 

Con sólidos argumentos fundamentados en hechos, Quiroga reconstruye los hitos esenciales de aquella trascendental negociación, que surgió tras el fraude electoral perpetrado por Morales y que fue denunciado y descrito en los informes de la OEA y de la Unión Europea (UE). Esas reuniones para llegar a una transición constitucional contaron con la mediación, como sostiene el documento de Quiroga, de la Iglesia católica y la facilitación de la UE, del delegado del Gobierno de España y del enviado especial de Naciones Unidas, pero sobre todo el concurso de todos los parlamentarios, en particular del MAS.

Lo que destaca Quiroga, en su informe, es que “Bolivia encontró una sucesión constitucional, construyó una transición a nuevas elecciones, y se entregó el mando del país al presidente Luis Arce”, de tal modo que, en una frase que sintetiza los razonamientos del referido documento, “si la transición hubiese sido inconstitucional, el presidente Arce sería hoy hijo de la inconstitucionalidad y sus parlamentarios nietos de la misma”.

El texto presenta, además, los chats que mantuvo Quiroga con las entonces legisladoras masistas Adriana Salvatierra y Susana Rivero, quienes estaban al tanto de todas las conversaciones y que aceptaron la sucesión de Áñez. El documento las muestra más preocupadas por asegurar la salida del avión de Morales a México y que no estaban dispuestas a asumir la presidencia. Los masistas habían descabezado los órganos Ejecutivo, Legislativo y Electoral, con el fin de crear un vacío de poder; el cálculo fue que la violencia desbocada, a cargo, no por casualidad, de grupos de choque masistas, haría que se pidiera el retorno de Morales como “salvador”, pero ni él ni sus adláteres incondicionales contaban con que la sucesión llegaría mediante la jurisdicción constitucional, que quedó intacta en aquella crisis y que materializó la sucesión constitucional de la expresidenta Jeanine Áñez, hoy condenada a 10 años de cárcel en un juicio inconstitucional e ilegal. En su huida, Morales dejó vacante la primera magistratura y dio lugar al mecanismo constitucional de la sucesión. Ya en el poder, Áñez se ocupó de restablecer el orden democrático, lo cual no le perdonan Evo y sus incondicionales. 

Resulta interesante que el informe de Tuto cite un pasaje esencial de 1984, la novela distópica de George Orwell sobre el totalitarismo: “Para hacer cumplir las mentiras del presente, es necesario borrar las verdades del pasado”. Esta frase encierra el propósito masista de sustituir el fraude de Morales por un inexistente “golpe de Estado”. La buena noticia es que, pese a la Fiscalía y a la justicia sumisa, ese objetivo no se podrá lograr tan fácilmente en un país que tiene memoria y que no está dispuesto a aceptar grotescas mentiras.
