The Potosí authorities decided to protect their heritage by submitting Ch’utillos to Unesco in the category of Intangible Heritage of Humanity.
The controversy over the origin of the morenada had a positive effect: without political distinctions, the authorities of Potosí decided to postulate the Ch’utillos festival, including its dances, to the category of Intangible Heritage of Humanity.
“Promote the application of the festival of San Bartolomé to be registered in the list of the Intangible Heritage of Humanity according to the rules of the 2003 Paris Convention, to achieve the same recognition that in its day received the Oruro Carnival and the festivity of Jesus of the Great Power,” says the fifth point of the “Declaration of Potosí,” which yesterday was signed by the mayor of Potosí, Jhonny Llally, and representatives of the Government, in an act held at the Casa de Moneda.
Llally admitted that the Potosí authorities were neglected in the past because they did not register the cultural manifestations of this region and that is allowing appropriations like the one that Peru tries to do with the morenada.
The president of the Association of Folkloric and Native Fraternities of Potosí, Santiago Cruz, said that he will ask his counterpart from Puno to stop stealing Bolivian heritage.
The departmental secretary of tourism and culture, Marcelino Mamani, recalled that, due to the situation, the defense of the morenada must be joint and that includes the authorities of La Paz and Oruro while his counterpart from the Mayor’s Office, Daniel Oropeza, who proposed the pronouncement said that to defend the heritage of Potosí, one must proceed to “record and compile methodical and professional information from anthropology, history, ethnography and musicology, among others.”

La polémica por el origen de la morenada tuvo un efecto positivo: sin distinciones políticas, las autoridades de Potosí decidieron postular la festividad de Ch’utillos, incluyendo sus danzas, a la categoría de Patrimonio Inmaterial de la Humanidad.
“Impulsar la postulación de la festividad de San Bartolomé al registro en la lista del Patrimonio Inmaterial de la Humanidad de acuerdo a las normas de la Convención de París de 2003, para alcanzar el mismo reconocimiento que en su día recibieron el Carnaval de Oruro y la festividad de Jesús del Gran Poder”, dice el punto quinto del “Pronunciamiento de Potosí”, que ayer firmaron el alcalde de Potosí, Jhonny Llally, y representantes de la Gobernación, en acto realizado en la Casa de Moneda.
Llally admitió que las autoridades potosinas se descuidaron en el pasado porque no registraron las manifestaciones culturales de esta región y eso está permitiendo apropiaciones como la que Perú intenta hacer con la morenada.
El presidente de la Asociación de Fraternidades Folklóricas y Autóctonas de Potosí, Santiago Cruz, dijo que le pedirá a su similar de Puno que deje de robar el patrimonio boliviano.
El secretario departamental de turismo y cultura, Marcelino Mamani, recordó que, por la coyuntura, la defensa de la morenada debe ser conjunta y eso incluye a las autoridades de La Paz y Oruro mientras que su similar de la Alcaldía, Daniel Oropeza, que propuso el pronunciamiento, dijo que para defender el patrimonio de Potosí, se debe proceder al “registro y recopilación de información metódica y profesional desde la antropología, historia, etnografía y musicología, entre otras”.
