Bolivian government, breaking salary promises?

Is the Bolivian government, breaking promises? that is what the major syndicate of workers of Bolivia (COB) is questioning. Back in April after several days of strikes, the COB accepted a 12% in the salaries for health and education sectors, something that is not happening (only 11% was accepted and there was a compromise to add 1%). A meeting that was scheduled to take place on Monday, August 1, 2011 at 17:00 hours was cancelled. There are also eight pending points that were agreed between COB and the government in April this year. The Assembly (former Bolivian Congress) will review the National Budget around September.

This is an indication that strikes and blockades could come up in the near future. Hopefully, the government will resolve this issue before that.
