“Clearly, this is a budget that is still not geared toward economic recovery,” Chávez said.

Bolivia’s 2027 General State Budget (PGE) is not designed to revive the country’s economy, which is experiencing a prolonged period of contraction, according to economist Gonzalo Chávez.

In an interview with UNITEL, Chávez noted that the budget maintains insufficient public investment, projects a high fiscal deficit, and fails to include key measures agreed upon with the International Monetary Fund (IMF), including the elimination of gasoline subsidies.

“Clearly, this is a budget that is still not geared toward the recovery of the Bolivian economy,” Chávez stated. He also pointed to increased austerity in several areas, alongside optimistic economic projections and a lack of consistency between government revenues, expenditures, and the country’s recovery needs.

One of the figures he questioned was the projected oil price, estimated at between $67 and $68 per barrel, compared with an international market that, according to the economist, is trading at around $100.

The PGE also forecasts inflation of 10.7% and projects that the economy will shrink by 1.5% in 2027. Meanwhile, the fiscal deficit is expected to decline from 9% to 6.7% of Gross Domestic Product (GDP).

For Chávez, one of the main problems is that the budget is not aligned with commitments made to the IMF. In other words, it maintains the resources allocated to fuel subsidies (Bs 11 billion) and does not include an increase in gasoline prices.

Chávez recalled that the IMF committed $1.9 billion in financing, to be disbursed in 11 installments, of which one payment of $211 million has reportedly already been made.

“All of this undermines the reputation, credibility, and confidence in macroeconomic policies. The government says it will do something, signs an agreement, and then fails to follow through for other reasons,” he said.
