According to Lupo, state payrolls grew disproportionately and some public companies operated as employment agencies, creating pressure on the budget. In his words: “There are surely several ghosts around because all payrolls have grown disproportionately. Public companies were employment agencies, they must be audited, they must go through a reorganization process, or be shut down if necessary.”
He also indicated that the information available in several state institutions is insufficient and poorly structured, making it difficult to accurately assess the fiscal situation. “What I requested were general issues from several institutions, and the common denominator is that the information is insufficient, quite useless, and that the situation looks very, very serious for the country,” he stated.
Lupo also denounced extraordinary expenditures in the last days of Arce’s administration: “Payments of contracts, payments to suppliers… we still cannot have full control. Obviously, all the necessary audits will be requested, but what they cannot do is spend more than what they have.”
The adviser stated that the main goal of the transition team will be to reduce the fiscal deficit through austerity, spending control, and the reorganization of public companies, as well as to ensure fuel supply and promote local and foreign investment to stabilize the economy. According to him: “The rest of the year must be subject to complete and total austerity. Spend only what is strictly necessary and sustain a government focused on urgent matters.”
He also highlighted the importance of establishing a clear budget for the next year: “The budget must reflect the policy objectives, which will remain framed within austerity… That stabilization process is mainly aimed at reducing the deficit.”

Según Lupo, las nóminas estatales crecieron desproporcionadamente y algunas empresas públicas operaron como agencias de empleo, generando presión sobre el presupuesto. En sus palabras: “Seguramente hay varios fantasmas por ahí porque todas las nóminas han crecido desproporcionalmente. Las empresas públicas eran agencias de empleo, tienen que ser auditadas, tienen que pasar por un proceso de reordenamiento, en su caso, o cierre”.
Además, indicó que la información disponible en varias instituciones estatales es insuficiente y poco estratégica, complicando la evaluación precisa de la situación fiscal. “Lo que pedí son temas generales de varias instituciones, y el común denominador es que la información es insuficiente, que es bastante inútil y que la situación se anticipa muy, pero muy seria para el país”, afirmó.
Lupo también denunció gastos extraordinarios en los últimos días de la gestión de Arce: “Pagos de contratos, pagos de proveedores… todavía no podemos tener el control total. Obviamente se van a pedir todas las auditorías que correspondan, pero si algo no pueden hacer es gastar más de lo que se tiene”.
El asesor afirmó que el principal objetivo del equipo de transición será reducir el déficit fiscal mediante austeridad, control de gastos y reordenamiento de las empresas públicas, así como garantizar la provisión de combustibles y fomentar la inversión local y extranjera para estabilizar la economía. Según él: “Lo que resta del año debe ser objeto de una completa y total austeridad. Gastar lo mínimo indispensable y sostener un gobierno en los temas urgentes”.
Asimismo, destacó la importancia de establecer un presupuesto claro para el próximo año: “El presupuesto debe expresar los objetivos de la política, que va a seguir enmarcado en la austeridad… Ese proceso de estabilización apunta fundamentalmente a reducir el déficit”.
