According to Lupo, state payrolls grew disproportionately and some public companies operated as employment agencies, creating pressure on the budget. In his words: “There are surely several ghosts around because all payrolls have grown disproportionately. Public companies were employment agencies, they must be audited, they must go through a reorganization process, or be shut down if necessary.”

He also indicated that the information available in several state institutions is insufficient and poorly structured, making it difficult to accurately assess the fiscal situation. “What I requested were general issues from several institutions, and the common denominator is that the information is insufficient, quite useless, and that the situation looks very, very serious for the country,” he stated.

Lupo also denounced extraordinary expenditures in the last days of Arce’s administration: “Payments of contracts, payments to suppliers… we still cannot have full control. Obviously, all the necessary audits will be requested, but what they cannot do is spend more than what they have.”

The adviser stated that the main goal of the transition team will be to reduce the fiscal deficit through austerity, spending control, and the reorganization of public companies, as well as to ensure fuel supply and promote local and foreign investment to stabilize the economy. According to him: “The rest of the year must be subject to complete and total austerity. Spend only what is strictly necessary and sustain a government focused on urgent matters.”

He also highlighted the importance of establishing a clear budget for the next year: “The budget must reflect the policy objectives, which will remain framed within austerity… That stabilization process is mainly aimed at reducing the deficit.”
