URGENT RESPONSES FROM THE WINNER OF THE GENERAL ELECTIONS IN BOLIVIA

A close friend who was once an important MIR leader in Cochabamba told me today, Monday, October 20, 2025, that Paz Zamora — as a skilled politician of the past — managed to talk with Evo and with Arce and negotiate the support of the MAS rank-and-file for his son’s victory. He also told me that in MIR culture, the first priority is to win at all costs, and only afterwards explore what to do with and without prebends in order to govern. With the MIR people, everything is step by step. And the main goal is power at any price. In pure Leninist style, many former MIR members still believe today that “except for power, everything is illusion.”

What is certain is that Paz Pereira has much to do and to explain in the coming weeks. For example, when and how will he increase the dignity bonus to Bs. 500 as a first step? Will it be possible to reach Bs. 2000? Did they run the numbers to also deliver on the universal women’s bonus? Or did they act as demagogues?

Paz Pereira also said they will reduce VAT and the Transaction Tax and tariffs on imports, although they did not say when or how. We do not know how he plans to reduce fiscal revenues while at the same time increasing existing subsidies. Will he reduce or not the state apparatus with nearly 600,000 “birdies” who live off the Daddy State and dedicate themselves to being digital warriors when it suits the president?

Furthermore, he has committed to transferring 50% to the regions. Starting in 2026? Paz said he will not request significant support from the IMF and therefore it will be complicated to obtain money from the IDB, World Bank, CAF, and FONPLATA. Is it possible to lower inflation and obtain dollars from other sources?

Will Paz Pereira be able to coordinate effective efforts with Lara to the point of being a coherent ticket? Or will there be back-and-forth disagreements as over the past months, when one excused the other for what he said or meant to say or ultimately did not say?

It is difficult to understand how Paz Pereira will face the challenges Bolivia is confronting to emerge from the crisis. It is not clear how the average citizen can support him. In order to have certainty, there must be a well-defined and well-explained plan that creates confidence not only among the political class, but also among business owners, entrepreneurs, social organizations, market traders, and the rest of the citizens who are tightening our belts.

So far he has been evasive in interviews regarding the fight against drug trafficking and how he will enforce the law instead of continuing with impunity. Paz Pereira also said, during the presidential debate, that there is enough money to avoid gasoline lines. Is that a simplistic version of reality? In a short time we will see whether he is or is not a charlatan and seller of illusions, as the Paz-Lara ticket was labeled.
