President Luis Arce reported to the Cochabamba Prosecutor’s Office for abandoning pregnant woman

Due to lack of financial support, rejection of paternity, and threats, Brenda L. filed a complaint with the Cochabamba Prosecutor’s Office against President Luis Arce, with whom she had a relationship, for abandoning a pregnant woman.

In the complaint form, accessed by ANF, the victim recounts the many times she and her father tried to contact the president after informing him she was carrying his child. She said Arce denied being the father and refused to take a DNA test.

“A week ago, I decided to make my last attempt by personally traveling to La Paz. When I arrived, I sent him a message from a new number telling him I was in La Paz and needed to speak with him. His classic response as the father of my child was to block me again. For all the reasons above, I had no choice but to take legal action. I didn’t do it earlier only to avoid affecting his political career, first as a presidential candidate and later as the first senator for La Paz,” part of the complaint reads.

This outlet contacted the Vice Ministry of Communication on Friday to request a response to the complaint. At first, the official said she would inquire about the request, but later gave no reply. Two more attempts were made, but as of publication, there was no response.

Throughout the week, calls were also made to the victim. On two occasions she answered, saying she would return the call after a meeting, but she never did; she also ignored WhatsApp messages. The prosecutor of Cochabamba, Osvaldo Tejerina, had promised to address the issue but later stopped answering calls as well.

The complaint

The complaint was filed on August 29 of this year, at 4:18 p.m., at the Cochabamba departmental prosecutor’s office, and was registered by Ingrid Ríos García. It includes an account beginning with her relationship with the head of state in 2023. From that relationship, she said, a child was born in November 2024.

On April 6 of last year, she said she underwent testing at a private lab, and the following day informed the president of her pregnancy. He asked if she was sure of the paternity and whether she was certain she wanted to have the child. When she confirmed, he requested she keep the news confidential because an election year was approaching.

“The next day I met with Mr. Luis Arce Catacora in an apartment near Plaza Avaroa. I told him I was expecting his child. His first reaction was to ask if I was sure of the paternity, to which I answered with absolute certainty. Then he asked if I wanted to have the child, and I answered without hesitation that I did. He seemed surprised but calm. His only request was that I keep the news completely confidential, since an election year was coming and he would be campaigning,” she stated.

She explained that her pregnancy was high-risk because in November 2023 she underwent surgery for a precancerous lesion, which required more medical attention and personal care. Shortly after speaking with Arce, she suffered bleeding that endangered the child’s life. She was treated promptly, and her doctor advised strict rest.

In July 2024, she traveled to La Paz to meet with Arce. On July 17, she contacted him to arrange a meeting, which was held a week later. There she revealed the baby’s gender and showed him medical tests. However, Arce denied paternity, claiming he could not father children after a cancer problem six years earlier. The victim offered to have an in-utero DNA test, but Arce rejected the idea, telling her to wait until after the baby’s birth.

“Despite everything, he refused to take responsibility and fulfill his obligations, even telling me verbatim to go to a public hospital, ‘That’s what SUS is for.’ He reinforced his indifference with cruel and dehumanizing words: ‘That’s not my problem,’ ‘That child isn’t mine,’ ‘Go ask the father of your child for help,’ ‘I don’t owe you anything.’ He even used his authority to tell me: ‘As long as I’m president, you won’t work in my government’ and ‘Go look for a job with your little diplomas,’ insulting my undergraduate and postgraduate degrees. With these words, he left us completely abandoned,” the complaint states.

The victim said she was practically alone since her mother had died 10 years ago and her father was hospitalized due to his fragile health. Despite these difficulties, in November last year her son was born in a private clinic because she did not receive proper care through her health insurance.

She recounted that after the birth, from December last year through this year, she sought ways to contact the president for child support, but all attempts failed because he kept blocking her after she sent messages.

“When my son turned one month old, I got another phone number to write again to his father (Luis Arce Catacora). I told him I needed to speak in person and, if he persisted in denying paternity, I asked him to indicate where I could leave a blood sample of our child for a DNA test. But his response was to block me once again,” she said.

Her father also sought out Arce in person at the Casa Grande del Pueblo and traveled to an event in Oruro on May 2 this year, where he approached him saying: ‘I am Brenda’s father, I need to talk to you; may I coordinate a meeting with Fabiola S. (his chief of staff)?’ Arce nodded in agreement (a video is attached),” according to the complaint.

However, the meeting never happened. Later, the victim’s father went to La Paz between July 23 and 26, visiting the Casa Grande del Pueblo to request a meeting, but was also rejected. He even tried to reach Arce through third parties, without success.

Finally, the complaint document also notes protective measures granted to the complainant, including: prohibiting the aggressor from approaching, attending, or entering her home, workplace, or school; prohibiting him from approaching the homes of her relatives; and barring him from frequenting any places she visits regularly.
