It is undeniable that the governments of Evo Morales between 2006 and 2019 had led to an economic, political, moral crisis, etc., which required political rectification, before it was too late. In effect, the population entered a revolutionary political situation that led to a popular insurrection in November 2019, which forced the two main rulers to abandon the government and flee abroad.
So, the government recently arrived at the Palacio Quemado had the obligation to face this new situation and adopt the opportune and appropriate measures for the historical moment and rectify the abnormal state of affairs in which the country found itself. However, the new ruling group that took power failed to comply with its obligations –especially convening a constituent assembly– and dedicated itself to attending to minor matters. That innocent empirical policy, instead of resolving the serious inherited issues, allowed them to worsen and return to the previous decadent situation.
Immediately, with the return of the MAS to the Palacio Quemado, the crisis the country was in was elevated much more, it was not resolved and the new government did not apply measures to make improvements and, instead, the new escalation of problems has been getting worse, intensely, until reaching unexpected extremes in the present.
Indeed, the country is in the midst of an overwhelming crisis. The economic issue reached a burning point due to the lack of monetary liquidity of the State, due to the reduction of foreign currency income, due to the rise of the dollar, etc. At the same time, the judicial crisis continues and worsens, to which is added the conflict with the teachers that has reached a dead end. There is also the agrarian crisis, the rise in food prices due to the lack of internal production and difficulties due to the smuggling of products from Peru, Chile and Argentina, as well as the lack of foreign currency to import goods for the family’s basic goods.
The situation has worsened, meaning that the country is in a general crisis. Apparently, all the evils have come together in one and, as is well known, they never come alone, they bring political consequences.
This general crisis of the Plurinational State is present in all spheres of community property, politics, ideology and other structural aspects. However, it must be considered that its origin is found in government decisions that, deliberately or not, created this state of affairs, for which reason they are responsible for finding solutions. Previous governments did not consider that causing a crisis of this nature is easy, but solving it will take decades and great difficulties. And it is observed that in the high official spheres the proximity of a more acute situation has been perceived, for which reason it would have decided to acquire a significant amount of tear gas to defend itself, in case of emergency.
Es innegable que los gobiernos de Evo Morales entre los años 2006 a 2019 habían desembocado en una crisis económica, política, moral, etc., que requería la rectificación política, antes de que fuese demasiado tarde. En efecto, la población entró en una situación política revolucionaria que derivó en insurrección popular en noviembre de 2019, que obligó a los dos principales gobernantes a abandonar el gobierno y ponerse en fuga hacia el exterior.
Entonces, el gobierno recién llegado al Palacio Quemado tenía la obligación de enfrentar esa nueva situación y adoptar las medidas oportunas y adecuadas al momento histórico y rectificar el anormal estado de cosas en que se encontraba el país. Sin embargo, el nuevo grupo gobernante que se hizo del poder no cumplió con sus obligaciones –en especial convocar a una asamblea constituyente– y se dedicó a atender asuntos de mínima cuantía. Esa política empírica a inocente, en vez de resolver los graves asuntos heredados, dejó que empeoren y se vuelva a la situación de decadencia anterior.
Enseguida, con el retorno del MAS al Palacio Quemado, la crisis en que estaba el país fue elevada mucho más, no fue resuelta y el nuevo gobierno no aplicó medidas para hacer mejoras y, en cambio, la nueva escalada de problemas se ha ido agravando, de manera intensa, hasta llegar en el presente a extremos inesperados.
En efecto, el país se encuentra en medio de una crisis abrumadora. El asunto económico llegó a un punto candente por falta de liquidez monetaria del Estado, por la reducción de los ingresos en divisas, por el alza del dólar, etc. A la par, la crisis judicial continúa y se agrava, a la que se suma el conflicto con el magisterio que ha llegado a un punto sin salida. También se observa la crisis agraria, el alza de precios de alimentos por falta de producción interna y dificultades por el contrabando de productos desde Perú, Chile y Argentina, así como la falta de divisas para importar bienes de la canasta familiar.
La situación se ha agravado, es decir que el país se encuentra en una crisis general. Al parecer, todos los males se han juntado en uno solo y, como es sabido, éstos nunca vienen solos, traen consecuencias políticas.
Esta crisis general del Estado Plurinacional, está presente en todas las esferas de la propiedad comunitaria, la política, la ideología y otros aspectos estructurales. Sin embargo, se debe considerar que su origen se encuentra en decisiones gubernamentales que, deliberadamente o no, crearon este estado de cosas, por lo que son responsables de hallar soluciones. Gobiernos anteriores, no consideraron que provocar una crisis de esta naturaleza es sencillo, pero solucionarla demanda decenios y grandes dificultades. Y se observa que en las altas esferas oficialistas se ha percibido la proximidad de una situación más aguda, por lo que habría decidido adquirir una notable cantidad de gases lacrimógenos para defenderse, en caso de emergencia.
