For Luis Fernando Camacho, governor of Santa Cruz, it is clear that in these 17 years the Movement for Socialism (MAS) discovered that hatred and confrontation are methods to seek to divide the country, and for this reason, he considers that currently the Government is with a policy of aggression against Santa Cruz never seen before.
Camacho remarked that this situation is reflected in the political persecutions and the large number of encroachments, kidnappings, and attacks against the owners of the seized properties, including the journalists who cover these events.
The authority specified that since last year more than 50 private properties have been overwhelmed in time to criticize the absence of the Police, the Prosecutor’s Office, the National Institute of Agrarian Reform (INRA) and other State institutions, which have allowed the installation of a scene of fights and conflicts between citizens, before the complicit silence of the national authorities, Camacho stressed.

Gonzalo Colque, former director of Fundación Tierra, indicated that in order to understand this problem, one must take into account the modification of some regulations of the Law of the National Institute of Agrarian Reform (INRA) carried out by the MAS Government on January 24, 2018.
“Through Supreme Decree 3467, the provisional authorization of settlements is created. Thus, since 2018, INRA has endorsed 1,400 temporary settlements, the majority in Santa Cruz. The previous demands that existed for human settlement programs were no longer taken into account,” Colque said.
The specialist pointed out that this situation is currently out of hand for the Government, because it cannot proceed with the eviction, since they themselves created the mechanism for access to land and properties, under the figure of provisional settlements, which ultimately they also have a political component, reflected Colque.

Para Luis Fernando Camacho, gobernador de Santa Cruz, está claro que en estos 17 años el Movimiento al Socialismo (MAS) descubrió que el odio y la confrontación son métodos para buscar cómo dividir al país, y por eso, considera que en la actualidad el Gobierno está con una política de agresión contra Santa Cruz nunca antes vista.
Camacho remarcó que esta situación se refleja con las persecuciones políticas y la gran cantidad de avasallamientos, secuestros y agresiones contra los propietarios de los predios tomados, incluso a los periodistas que cubren estos hechos.
La autoridad precisó que desde el año pasado más de 50 predios privados han sido avasallados a tiempo de criticar la ausencia de la Policía, la Fiscalía, el Instituto Nacional de Reforma Agraria (INRA) y de otras instituciones del Estado, que han permitido instalar un escenario de peleas y conflictos entre ciudadanos, ante el silencio cómplice de las autoridades nacionales, subrayó Camacho.

Gonzalo Colque, exdirector de Fundación Tierra, indicó que para entender este problema, se debe tomar en cuenta la modificación de algunos reglamentos de la Ley del Instituto Nacional de Reforma Agraria (INRA) realizada, por el Gobierno del MAS, el 24 de enero de 2018.
“Mediante el Decreto Supremo 3467 se crea la autorización provisional de asentamientos. Así, desde 2018 el INRA avaló 1.400 asentamientos provisorios, la mayoría en Santa Cruz. Ya no se tomaron en cuenta las anteriores exigencias que había para los programas de asentamientos humanos”, precisó Colque.
El especialista puntualizó que en la actualidad esta situación al Gobierno se le salió de las manos, porque no puede proceder al desalojo, ya que ellos mismo crearon el mecanismo de acceso a tierras y predios, bajo la figura de asentamientos provisionales, que en última instancia también tienen un componente político, reflexionó Colque.
