Interinstitutional Committee: the strike continues, but gives in that the census is no longer technically possible in 2023

The Interinstitutional Committee for the Promotion of the Census gave a press conference to indicate that the national survey can no longer be carried out in 2023, after the technical analysis this afternoon. On the other hand, they hope that tomorrow the census law will be approved and they urge the population to stand firm on the strike while waiting for it.
Starting at 4:00 p.m., the members of the Interinstitutional Committee met at the Uagrm rectorate to evaluate the pressure measure and reach new determinations. Later, around 7:30 p.m., both the rector Vicente Cuéllar and the governor Luis Fernando Camacho arrived at the home of Rómulo Calvo, president of the Civic Committee.
At the end of the meeting and at a press conference, Cuéllar pointed out: “technically it is difficult to hold a census for the year 2023.”
“Unfortunately, the Government has delayed this situation for seven months, which makes it impossible to carry it out in 2023,” Camacho said, regarding the statistical query. “We have not lost, we have changed the political scene,” he said later.
On the other hand, he recalled that there is work with professionals from the department to determine the relationship that Santa Cruz will have with the State.
In recent days, violent acts have been recorded, attitudes that were rejected by the Civic Committee, which earlier issued a statement asking the population to remain at their blockade points “peacefully and courageously.” The Church had also manifested itself, so its representatives held a meeting with those of the Interinstitutional Committee on Wednesday morning.
Meanwhile, at the seat of government, the day passed between verbal aggressions from the ruling and opposition parliamentarians. The Constitution Commission of the Chamber of Deputies, which analyzes the census bills, went back into the intermediate room, without a date or time to reinstate it. The ruling party argues that “there are no guarantees” for this, while the opponents question whether the president of the commission “had fled” from the room.
On the other hand, the president of the Chamber of Deputies, Jerges Mercado, called a session for this Thursday at 6:00 p.m. The call includes reports from the Constitution Commission on the census bills.
“I want to see the will of the Movement Towards Socialism and that we can see if we deepen the differences or we are fixing them,” said Camacho, about the approval of the census law. But he also questioned the attitude of the MAS.
“We have grown tired of abuses, we have grown tired of our people being kicked, of our people being imprisoned, and to this day people are still detained for fighting,” he said.
“We don’t want to be begging and going on strike for another law. That has become clear to us,” said the governor and again made reference to the political and economic relationship that Santa Cruz will have with the Bolivian State, which is already being analyzed by a commission of personalities.
“We have achieved a lot in these 33 days thanks to the Bolivian people; what the politicians could not achieve in so many years, the Bolivian people did,” he indicated in reference to the constituencies according to the population, the fiscal pact and the redistribution of seats.
For his part, Stello Cochamanidis, second vice president of the Committee for Santa Cruz, confirmed that the strike continues.
“We still have our parliamentarians who are going to be fighting on totally adverse terrain, but they have the full support of this people and this commission, so that they do the job,” he said, in relation to the approval of the census law (in 2024).
Cochamanidis recalled: “We are Bolivians and we are going to benefit, absolutely all of us, with that law.” “Know that we have made extreme efforts, it has not been an easy decision, but we could not be irresponsible and support something that was not technically possible (2023 census)“, was the message for the citizens who thanked them for their sacrifice in streets. El Comité Interinstitucional Impulsor del Censo dio una conferencia de prensa para indicar que la encuesta nacional ya no puede realizarse en 2023, después del análisis técnico de esta tarde. Por otro lado, esperan que mañana se apruebe la ley del censo e instan a que la población se mantenga firme en el paro a la espera de esta.
Desde las 16:00, los miembros del Comité Interinstitucional se reunieron en el rectorado de la Uagrm para evaluar la medida de presión y llegar a nuevas determinaciones. Posteriormente, alrededor de las 19:30, tanto el rector Vicente Cuéllar, como el gobernador Luis Fernando Camacho, llegaron al domicilio de Rómulo Calvo, presidente del Comité Cívico.
Al finalizar la reunión y en conferencia de prensa, Cuéllar señaló: “técnicamente es difícil sostener un censo para el año 2023“.
“Lamentablemente el Gobierno ha dilatado por siete meses esa situación, que lo hace imposible realizar en 2023″, manifestó Camacho, sobre la consulta estadística. “No hemos perdido, hemos cambiado el escenario político”, expresó luego.
Por otro lado, recordó que existe un trabajo con profesionales del departamento para determinar la relación que Santa Cruz tendrá con el Estado.
En los últimos días se registraron hechos violentos, actitudes que fueron rechazadas desde el Comité Cívico, que más temprano emitió un comunicado para pedir a la población mantenerse en sus puntos de bloqueo “de manera pacífica y con valentía”. También la Iglesia se había manifestado, por lo que sus representantes mantuvieron una reunión con los del Comité Interinstitucional, la mañana del miércoles.
Entre tanto, en la sede de Gobierno la jornada transcurrió entre agresiones verbales de los parlamentarios oficialistas y opositores. La comisión de Constitución de la Cámara de Diputados, que analiza los proyectos de ley del censo, volvió a entrar en cuarto intermedio, sin fecha ni hora para reinstalarla. Los oficialistas aducen que “no existen garantías” para ello, mientras que los opositores cuestionan que el presidente de la comisión “hubiera huido” de la sala.
Por otro lado, el presidente de la Cámara de Diputados, Jerges Mercado, convocó a sesión para este jueves a las 18:00. La convocatoria incluye informes de la Comisión de Constitución sobre los proyectos de ley del censo.
“Quiero ver la voluntad del Movimiento Al Socialismo y que podamos ver si ahondamos las diferencias o vamos arreglando las mismas”, indicó Camacho, sobre la aprobación de la ley del censo. Pero también cuestionó la actitud del MAS.
“Nos hemos cansado de atropellos, nos hemos cansado de que pateen a nuestra gente, de que metan presa a nuestra gente y hasta el día de hoy siguen detenidas personas por luchar”, manifestó.
“No queremos estar rogando y parando por otra ley. Eso nos ha quedado claro”, señaló el gobernador y nuevamente hizo referencia a la relación política y económica que tendrá Santa Cruz con el Estado boliviano, lo que ya está siendo analizado por una comisión de notables.
“Hemos logrado muchísimo en estos 33 días gracias al pueblo boliviano; lo que no pudieron lograr los políticos en tantos años, lo hizo el pueblo boliviano”, indicó en referencia a las circunscripciones de acuerdo con la población, el pacto fiscal y la redistribución de escaños
Por su lado, Stello Cochamanidis, segundo vicepresidente del Comité pro Santa Cruz ratificó que el paro continúa.
“Todavía tenemos a nuestros parlamentarios que van a estar peleando en un terreno totalmente adverso, pero tienen todo el respaldo de este pueblo y de esta comisión, para que hagan el trabajo”, expresó, en relación con la aprobación de la ley del censo (en 2024).
Cochamanidis recordó: “Somos bolivianos y nos vamos a beneficiar, absolutamente todos, con esa ley”. “Sepan que nosotros hemos extremado esfuerzos, no ha sido una decisión fácil, pero tampoco podíamos ser irresponsables y sostener algo que, en lo técnico no era posible (censo 2023)”, fue el mensaje para la ciudadanía a la que agradeció su sacrificio en las calles. En referencia a que el Gobierno dilató tanto la situación que ya no se puede lograr que la encuesta nacional se ejecute con éxito en 2023.
