The spokesman for the Inter-institutional Committee and Secretary for International Relations, Manfredo Bravo, stated that it is expected that the draft of the Census Law will be worked on in time and material so that until tonight or early Friday morning it will be approved and sent to the Senate Chamber. However, a deadlock appears to have arisen in the Constitution committee over a disagreement over the redistribution of seats.
He indicated that the expectation of the Santa Cruz authorities is that the legislative initiative does not get bogged down in Deputies, since it is not optimal for the Movement Towards Socialism (MAS) to continue delaying the project, since in the opposition there is a consensus framework to make viable the law.
Earlier, the president of the Constitution Commission, Juan José Jáuregui, reported that there is 95% progress in the project prepared by the three political forces: We Believe, the Citizen Community and the MAS.
However, the disagreement in the treatment caused the session to be delayed, the sticking point would be the redistribution of seats.
“We are all waiting for what may happen,” Bravo said Thursday night.
According to the spokesman, it is expected that the Constitution commission concludes with shaping the drafting of the project, which consists of a single article and two paragraphs. He explained that in the second paragraph there is a lack of clarity in the term of when the redistribution of seats and the electoral system would be applied.
Manfredo said that once the treatment is reinstated, it will be approved in the next few hours so that by the end of the week there will be a law from both chambers and that it be sent to the Executive.

El portavoz del Comité Interinstitucional y secretario de Relaciones Internacionales, Manfredo Bravo, manifestó que se espera que el proyecto de Ley del censo sea trabajado en tiempo y material a fin de que hasta esta noche o en la madrugada del viernes sea aprobado y remitido a la Cámara del Senado. Sin embargo, al parecer, ha surgido un empantanamiento en la comisión de Constitución por un desacuerdo en lo que toca a la redistribución de escaños
Indicó que la expectativa de las autoridades cruceñas es que la iniciativa legislativa no se empantane en Diputados, puesto que no es óptimo para el Movimiento Al Socialismo (MAS) continuar dilatando el proyecto, ya que en la oposición existe un marco de consenso para viabilizar la ley.
Más temprano, el presidente de la comisión de Constitución, Juan José Jáuregui, informó que existe un 95% de avance en el proyecto que preparan las tres fuerzas políticas: Creemos, Comunidad Ciudadana y el MAS.
Sin embargo, el desacuerdo en el tratamiento provocó que la sesión se atrase, el punto conflictivo se trataría de la redistribución de escaños.
“Estamos todos a la expectativa de lo que pueda suceder”, dijo Bravo la noche de este jueves.
A decir del portavoz, se espera que la comisión de Constitución concluya con dar forma a la redacción del proyecto, el cual consta de un solo artículo y dos parágrafos. Explicó que en el segundo parágrafo le falta claridad en el término de cuándo se aplicaría la redistribución de escaños y el sistema electoral.
Manfredo dijo que una vez se reinstale el tratamiento, se apruebe en las próximas hora con el fin de que hasta el fin semana se tenga un ley de ambas cámaras y que sea remitida al Ejecutivo.
