Delegaciones de La Paz, Beni, Tarija y Santa Cruz se retiran de las mesas técnicas

The technical delegations of Santa Cruz, La Paz, Tarija and Beni decided to leave the meeting of the technical commission that analyzes the definition of the date of the Population and Housing Census because they were not heard in their proposals, informed the Santa Cruz delegate, Jorge Akamine.
“It’s not just us, there are other delegations that are withdrawing because the proposals are not taken into account,” Akamine said before leaving the meeting. The Government said that the approaches do not reduce the time that the INE has and therefore are insufficient.
Santa Cruz left with all its representatives, that is, the Government, the Gabriel René Moreno Autonomous University and the Mayor’s Office. Technicians from the Mayor’s Office and the Universidad Mayor de San Andrés (Umsa) withdrew from La Paz. From Tarija, the representatives of the Mayor’s Office and the Governor’s Office did the same. While from Beni, those from the Governorate did it too.
“The Inter-institutional Committee, the delegation from La Paz, Tarija and Beni are also withdrawing, the truth is, we have been at the tables for four days, we are enduring all day and we did nothing, it is disrespectful, we feel used because this is not progressing and I don’t think it’s going anywhere either,” said the Santa Cruz delegate Jorge Akamine when leaving the session of the technical commission that had to analyze the proposals of the three tables that met on Monday.
The Deputy Minister of Planning, David Guachalla, said that the proposals made at the recruitment and census ballot tables to reduce deadlines and shorten times have no effect on the final date of the Population Census and therefore were rejected.
In this way, he considered the date of the census ratified, which would be in 2024, given the impossibility of changing times. For the delegates of the departments of La Paz, Tarija and Santa Cruz, there is a political decision of the Government not to change the dates that they have because they did not accept any of the proposals.
Guachalla said that in the case of the Statistical Cartographic Update (ACE), the delegations could not technically support the reduction of deadlines, “so far, according to the analysis carried out in the two tables, whose proposals have no impact on the date of the Population Census, we would state that the INE program would still be in force and would be carried out in 2024,” said Guachalla.
Diego Chávez, a delegate from La Paz, confirmed that this team was also withdrawing because the explanations they gave to the INE technicians were a waste of time, there was no longer an opening to listen to the arguments that they had consolidated, even with field tests.
“Yes, we were heard, but not listened to, there is no predisposition to change, we have proposed alternatives and we are left with a kind of message that we are prisoners of administrative times, but as technicians we know that there are no closed processes,” warned Chávez.
The secretary of planning of the Mayor’s Office of Tarija is the delegate of that department before the technical commission and said that his person left the meeting because they never saw an opening of the Government authorities to modify the deadlines, despite the samples that they took . “Now it is no longer a technical table, it is a political decision that is going to be made about the census,” he said when he agreed to withdraw from the commission.

Las delegaciones técnicas de Santa Cruz, La Paz, Tarija y Beni decidieron abandonar la reunión de la comisión técnica que analiza la definición de la fecha del Censo de Población y Vivienda porque no fueron escuchadas en sus propuestas, informó el delegado cruceño, Jorge Akamine.
“No somos solo nosotros, hay otras delegaciones que se están retirando porque no se toma en cuenta las propuestas”, dijo Akamine antes de abandonar la reunión. El Gobierno dijo que los planteamientos no reducen los tiempos que tiene el INE y por tanto, son insuficientes.
De Santa Cruz abandonaron todos sus representantes, es decir Gobernación, Universidad Autónoma Gabriel René Moreno y la Alcaldía. De La Paz se retiraron los técnicos de la Alcaldía y la Universidad Mayor de San Andrés (Umsa). De Tarija hicieron lo propio los representantes de la Alcaldía y la Gobernación. Mientras que de Beni lo hicieron los de la Gobernación también.
“Se están retirando el Comité Interinstitucional, la delegación de La Paz, Tarija y Beni también, la verdad, estamos cuatro días de mesas, estamos soportando todo el día y no hicimos nada, es una falta de respeto, nos sentimos utilizados porque esto no avanza y tampoco creo que vaya a ningún lado”, dijo el delegado cruceño Jorge Akamine al abandonar la sesión de la comisión técnica que tenía que analizar las propuestas de las tres mesas que se reunieron el lunes.
El viceministro de Planificación, David Guachalla, dijo que los planteamientos en las mesas de reclutamiento y boleta censal de reducir los plazos y acortar tiempos no tienen incidencia en la fecha final del Censo de Población y por tanto fueron desechadas.
De ese modo dio por ratificada la fecha del censo que sería en 2024, ante la imposibilidad de que se puedan cambiar tiempos. Para los delegados de los departamentos de La Paz, Tarija y Santa Cruz, existe una decisión política del Gobierno para no cambiar las fechas que tienen ellos porque no aceptaron ninguna de las propuestas.
Guachalla dijo que para el caso de la Actualización Cartográfica Estadística (ACE), las delegaciones no pudieron sustentar técnicamente la reducción de plazos, “hasta el momento, de acuerdo al análisis realizado en las dos mesas, cuyas propuestas no tienen incidencia en la fecha del Censo de Población, manifestaríamos que todavía el programa del INE estaría vigente y se realizaría en 2024”, dijo Guachalla.
Diego Chávez, delgado de La Paz, confirmó que este equipo también se retiraba porque las explicaciones que dieron a los técnicos del INE fueron una pérdida de tiempo, ya no había apertura para escuchar los argumentos que habían consolidado, incluso con pruebas de campo.
“Sí fuimos oídos, pero no escuchados, no hay predisposición de cambiar, nosotros hemos planteado alternativas y nos quedamos con una especie de mensaje de que estamos presos de tiempos administrativos, pero como técnicos sabemos que no hay procesos cerrados”, alertó Chávez.
El secretario de planificación de la Alcaldía de Tarija es el delegado de ese departamento ante la comisión técnica y dijo que su persona abandonaba la reunión porque nunca vieron una apertura de las autoridades del Gobierno para modificar los plazos, pese a las muestras que llevaron. “Ahora ya no es una mesa técnica, es una decisión política la que se va a tomar sobre el censo”, dijo al plegarse al retiro de la comisión.
