President, avoid the worst mistake of your government
Mr. President, the country is at a crossroads and you, who have the decision in your hands, cannot afford to make a mistake, which could be the worst of your government. A mistake on his part could lead him to repent when it is too late and could cause much suffering and loss to the Bolivian people.
The country is immersed in an absurd conflict that is about to turn 20 days old only because its leaders are measuring forces, because no one wants to concede, because everyone wants to be victorious.
But, between the Santa Cruz leaders and you, President, they are the ones who are right and the law on their side, because the census must be done every 10 years, for which we are already at the wrong time. What remains, then, is to do it in 2023, as requested by the mobilized sectors.
It is not the technicians of the regions who have not been able to demonstrate that the census can be carried out in 2023, as your ministers affirm; it is the INE officials who have shown inefficiency and negligence for not having fulfilled their tasks on time.
The supposedly technical arguments are unfounded. There is plenty of time to hire a company to print tickets, importing paper is not a problem and outsourcing data capture can be done in just months.
You know that, deep down, the refusal has nothing to do with logistical or technical matters, but with a political decision.
In the midst of this arm wrestling, President, the costs are not for a few Santa Cruz businessmen, but for the country as a whole. The siege ordered by your party was irresponsible because it caused a harmful paralysis in the Santa Cruz economy and affected the rest of the country. The funny thing is that this measure affects you too, because surely the tax collection will fall considerably. The conflict, moreover, will constitute a brake on the economic reactivation of which you boast so much, because there will be capital flight, which will increase the risk at a time when international reserves are at extremely low levels.
An unresolved conflict, furthermore, is the breeding ground for more protests and unsatisfied demands, which does nothing but generate instability and more violence.
Using the census conflict to neutralize the opposition is a very serious mistake on your part because it is achieving the opposite effect. Former Santa Cruz leaders feel empowered and now new leaders are emerging.
As your strategy is obtaining opposite results, you do not want to replicate the recipe of the terrorism case because, as you have seen, the truth always comes out with the procedural risks that this implies. The participation of the MAS and the government in the course of the conflict is evident in the siege of Santa Cruz, which is an internationally reprehensible act; in the blockade of the refinery with a minister as the protagonist; and in the instrumentalization of the Police to protect the sectors of the MAS and repress those who request a census.
A conjunctural victory will carry the conflict for future phases of the census, which will lead you to govern in an environment of constant siege, a situation that your now main political rival, former president Evo Morales, could take advantage of to request the shortening of your mandate or to claim the candidacy of the MAS.
On the other hand, a confrontation with Santa Cruz is a serious strategic error that will be reflected in the medium and long term, because that department is the economic engine of the country and in a decade half of the Bolivian population will live in that region. The conflict that, in the eyes of your ministers, is solely a matter of Camacho and his friends, is in reality of a people who feel despised, harassed and neglected.
Finally, your political strategy team has been postponed because you have lost your image, the government has gained nothing, the economic and social cost is very high and, far from neutralizing the opposition, the opposition is coming out stronger.
Mr. President, it is time to turn the strategy around, accept the census for 2023, end the conflict, give peace to the country to resume economic reactivation and pave the next three years of your government. You are in time to avoid the worst mistake of your management.
Presidente, evite el peor error de su gobierno
Señor Presidente, el país se encuentra ante una encrucijada y usted, que tiene la decisión en sus manos, no puede permitirse el lujo de cometer un error, que puede ser el peor de su gobierno. Una equivocación suya podría llevarlo a arrepentirse cuando sea demasiado tarde y podría causar mucho sufrimiento y pérdidas al pueblo boliviano.
El país está sumido en un absurdo conflicto que está a punto de cumplir 20 días únicamente porque sus líderes están midiendo fuerzas, porque ninguno quiere conceder, porque todos quieren salir victoriosos.
Pero, entre los dirigentes cruceños y usted, Presidente, quienes tienen la razón y la ley de su lado son ellos, porque el censo debe hacerse cada 10 años, para lo que ya estamos a destiempo. Lo que queda, entonces, es realizarlo en 2023, tal como piden los sectores movilizados.
No son los técnicos de las regiones quienes no han podido demostrar que el censo puede realizarse en 2023, como afirman sus ministros; son los funcionarios del INE quienes han mostrado ineficiencia y negligencia por no haber cumplido con sus tareas a tiempo.
Los argumentos supuestamente técnicos son infundados. Hay tiempo de sobra para la contratación de una empresa para la impresión de boletas, la importación de papel no es un problema y la terciarización de la captura de datos puede realizarse en apenas meses.
Usted sabe que, en el fondo, la negativa no tiene que ver con asuntos logísticos o técnicos, sino con una decisión política.
En medio de esta pulseta, Presidente, los costos no son para unos cuantos empresarios cruceños, sino para el país en su conjunto. El cerco ordenado por su partido fue irresponsable porque provocó una parálisis dañina en la economía cruceña y afectó al resto del país. Lo curioso es que esa medida le afecta a usted también, porque seguramente la recaudación tributaria caerá considerablemente. El conflicto, además, se constituirá en un freno a la reactivación económica de la que tanto usted se ufana, porque habrá fuga de capitales, lo cual aumentará el riesgo en momentos en que las reservas internacionales están en niveles bajísimos.
Un conflicto irresuelto, además, es el caldo de cultivo para más protestas y demandas insatisfechas, lo que no hace otra cosa que generar inestabilidad y más violencia.
Utilizar el conflicto del censo para neutralizar a la oposición es un gravísimo error de su parte porque está logrando el efecto contrario. Los antiguos líderes cruceños se sienten empoderados y ahora están surgiendo nuevos dirigentes.
Como su estrategia está obtenido resultados contrarios, no vaya a querer replicar la receta del caso terrorismo porque, como ha visto, la verdad siempre sale a flote con los riesgos procesales que eso implica. La participación del MAS y del gobierno en el curso del conflicto son evidentes en el cerco a Santa Cruz, que es un hecho condenable a nivel internacional; en el bloqueo a la refinería con un ministro como protagonista; y en la instrumentalización de la Policía para proteger a los sectores del MAS y reprimir a los que piden censo.
Una victoria coyuntural acarreará el conflicto para futuras fases del censo, lo que lo llevará a gobernar en un ambiente de constante asedio, situación de la que podría aprovechar su ahora principal rival político, el expresidente Evo Morales, para pedir el acortamiento de su mandato o para reclamar la candidatura del MAS.
Por otro lado, un enfrentamiento con Santa Cruz es un grave error estratégico que se verá reflejado a mediano y largo plazo, porque ese departamento es el motor económico del país y en una década la mitad de la población boliviana vivirá en esa región. El conflicto que, a ojos de sus ministros, es únicamente un asunto de Camacho y sus amigos, es en realidad de un pueblo que se siente despreciado, acosado y desatendido.
Finalmente, su equipo de estrategia política se ha aplazado porque usted ha perdido imagen, el gobierno no ha ganado nada, el costo económico y social es muy alto y, lejos de neutralizar a la oposición, la oposición está saliendo fortalecida.
Señor Presidente, está a tiempo de dar un giro a la estrategia, aceptar el censo para el 2023, acabar con el conflicto, darle paz al país para retomar la reactivación económica y allanar los próximos tres años de su gobierno. Está a tiempo de evitar el peor error de su gestión.
