The call made by President Luis Arce to bring together mayors, governors, rectors and all their allied social movements in Cochabamba on Friday the 28th has the appearance of a mockery on the mobilized region, it reveals that his Government feels comfortable with the indefinite strike of Santa Cruz, who has no interest in listening to their demand, and who is not interested in the damage to which he has so many times put figures per day unemployed: a gesture that can cost him dearly because it shows contempt for the most populous and economically well off of the country, which today is fighting for a timely census that, although it is difficult for them to recognize, will benefit the entire country and not just this region.
In what rational logic fits the idea of resisting the realization of an early collection of statistics to govern better? Arce’s and his stubbornness to carry out the census in 2024 is a bet on obscurantism, which politically will not even benefit him but his boss, Evo Morales, who is in a hurry to return to the Presidency by running in the elections of 2025.
They want to go to elections with the same distribution of parliamentary representation established more than 20 years ago, they want to go to the polls with an old polluted voter registry that smacks of fraud; they want to reach 2025 with a rigged date that guarantees them to remain in power by force and with Evo Morales at the helm. That is what the refusal to do the census a year after the deadline that they themselves had set for November 16, 2022 is about.
Calling a meeting for three days in a city that is not currently the epicenter of the conflict can only be understood as a political move to delay the issue, to say that he is not concerned about indefinite unemployment and to isolate Santa Cruz in a calculation of relative majorities where the role of the allied social movements results in a certain way an imposition because they are not part of the formal structure of the State, and their presence will manifest itself as an element of pressure and threat.
It is painful to see the leaders of these movements repeat the Government’s arguments almost verbatim, such as that vile lie that there is a month difference between the Government’s proposal and that of Santa Cruz, irresponsibly created by Minister María Nela Prada, cartoonish and manipulative.
It is these same peoples, associations or indigenous and peasant communities that will also benefit from a timely and early census, because the results will be able to make explicit the conditions of poverty and needs that they have, and therefore they will be able to demand better arguments for the attention of a State that is dedicated to making politics of confrontation and violence instead of management.
That’s not the way, President Arce. It is not through the route of violence, of provocation with a mobilized people that makes sacrifices for the good of the region, it is true, but deep down also for the good of all the regions. The National Committee for the Defense of Democracy has said that “the excessive contempt for Santa Cruz is undeniable” by his government and his party, who feel they have the right to outrage, denigrate and insult the people of Santa Cruz. As president of all Bolivians, show them that this is not true.
You personally should be a person grateful to Santa Cruz, because thanks to his fight in October and November 2019 you became president. Had it not been for the fact that this town did not allow fraud, at this moment the president would be Evo Morales and not you. Thanks to this struggle, Bolivia preserves democracy; otherwise, who knows if the head of his party would not be a dictator by now. Santa Cruz is not the enemy, the enemy is poverty that we haven’t finished dimensioning because we don’t have a Census.
La convocatoria que hizo el presidente Luis Arce para reunir a alcaldes, gobernadores, rectores y todos sus movimientos sociales aliados en Cochabamba el viernes 28 tiene la apariencia de una burla hacia la región movilizada, revela que su Gobierno se siente cómodo con el paro indefinido cruceño, que no tiene ningún interés en escuchar su demanda, y que tampoco le interesa el perjuicio al que tantas veces le ha puesto cifras por jornada en paro: un gesto que le puede costar caro porque manifiesta un desprecio a la región más poblada y económicamente más relevante del país, que hoy está luchando por un censo oportuno que aunque les cueste reconocer será en beneficio de todo el país y no solo de esta región.
¿En qué lógica racional cabe la idea de resistir la realización de un recojo pronto de estadísticas para gobernar mejor? La de Arce y su tozudez para hacer el censo el 2024 es una apuesta por el oscurantismo, que en lo político ni siquiera le beneficiará a él sino a su jefe, Evo Morales, que está apurado en volver a la Presidencia postulándose en las elecciones de 2025.
Quieren ir a unas elecciones con la misma repartición de la representación parlamentaria establecida hace más de 20 años, quieren ir a las urnas con un viejo padrón electoral contaminado y que huele a fraude; quieren llegar al 2025 con una data amañada que les garantice perpetuarse en el poder por la fuerza y con Evo Morales a la cabeza. De eso se trata la negativa a hacer el censo un año después del plazo que ellos mismos habían fijado para el 16 de noviembre de 2022.
Convocar a una reunión para dentro de tres días en una ciudad que no es en este momento el epicentro del conflicto no puede sino ser entendido como una jugada política para dilatar el tema, para decir que no le preocupa el paro indefinido y para aislar a Santa Cruz en un cálculo de mayorías relativas donde el rol de los movimientos sociales aliados resulta en cierto modo una imposición porque no hacen parte de la estructura formal del Estado, y su presencia se manifestará como un elemento de presión y amenaza.
Resulta penoso ver a dirigentes de esos movimientos repetir casi textualmente los argumentos del Gobierno, como aquella vil mentira de que entre la propuesta del Gobierno y la de Santa Cruz hay un mes de diferencia, creada por la ministra María Nela Prada de una manera irresponsable, caricaturesca y manipuladora.
Son esos mismos pueblos, gremios o comunidades indígenas y campesinas los que también se beneficiarán por un censo oportuno y no tardío porque los resultados podrán hacer explícitas las condiciones de pobreza y necesidades que tienen, y por tanto podrán demandar con mejores argumentos la atención de un Estado que se dedica a hacer política de confrontación y violencia en lugar de gestión.
No es por ahí el camino, presidente Arce. No es por la ruta de la violencia, de la provocación con un pueblo movilizado que hace sacrificios por el bien de la región, es verdad, pero en el fondo también por el bien de todas las regiones. El Comité Nacional de Defensa de la Democracia ha dicho que ‘es inocultable el desprecio desmedido hacia Santa Cruz’ por parte de su gobierno y su partido, que se sienten con derecho de ultrajar, denigrar e insultar al pueblo cruceño. Como presidente de todos los bolivianos, demuéstreles que eso no es verdad.
Usted en lo personal debiera ser una persona agradecida con Santa Cruz, porque gracias a su lucha en octubre y noviembre de 2019 llegó a ser presidente. De no haber sido porque este pueblo no permitió el fraude, en este momento el presidente sería Evo Morales y no usted. Gracias a esta lucha Bolivia conserva la democracia; de otra manera, quién sabe si el jefe de su partido no sería dictador a estas alturas. Santa Cruz no es el enemigo, el enemigo es la pobreza que no terminamos de dimensionar porque no tenemos Censo.
