The haulage of public servants
Recently, one of the MAS legislators, nothing less than a regional caucus chief, did not even flinch when he was denounced for having asked the Minister of Government for “jobs” by letter -such his self-confidence-, and on the contrary “argued”, very loose of body, that the sine qua non condition to access a public office is to have worked in the campaign, that is, to have pasted party posters and to have praised and cheered, always in party rallies, the caudillo; It would not be surprising if such “reasons” came from a militant of some emaciated political force of the so-called partyocracy, but they were exposed by a leader of the “change process”, which reveals that the ruling party, today, suffers from the same and perhaps worse vices of those partisan stores that they questioned so much and whose practices they swore to bury.
The epitome of these practices of the followers of the “change process”, as the kind reader will remember, was that angry claim of the widow of an unfortunate MAS leader who died in an accident in the middle of the 2020 campaign, who at the gates of the Palacio Quemado She assured whoever wanted to listen to her that the Ministry of Mining and Metallurgy belonged to her family, which leads one to think that the Government has suffered, in addition to subjugation, a fierce subdivision. Before, the traditional parties shared out the “jobs” after an agreement, but now the so-called social movements or corporations that make up the power bloc of the ruling party do so. Consequently, every day the gatopardism of the MAS is exposed, which apparently has applied to advantage the famous theory of Tancredi Falconeri, which emerged after the landing, in 1860, of Garibaldi in Sicily and expressed in the beautiful novel by Giuseppe Tomasi di Lampedusa with these words: “If we want everything to continue as it is, everything needs to change”.
What also confirms that everything has changed so that nothing changes is the transportation of public employees from La Paz and other cities to Santa Cruz, which has been denounced and registered to participate in the announced government council (in reality, an “anti-council ”, if the term is valid) that took place yesterday at the Chiriguano monument. The purpose of the Government, as in other conflicts, is to create a parallel council with its officials that concluded with the decisions to oppose the indefinite strike of Santa Cruz and the decision to ratify that the census be carried out not in 2023, but in 2024, as decreed by the Palacio Quemado.
To that end, the MAS has transferred to the capital of Santa Cruz a good part of the army of half a million public officials that it has created throughout its governments and who are, for the most part, unconditional “job-seekers” and addicts to the ruling party. If they don’t go, they are kicked out without the right to complain. And in any case, they suffer salary discounts, for the amount of the round trip tickets, according to what has transpired in the complaints. They say that many will stay as shock groups, but it will be necessary to see if they resist more than a couple of days.
It is unfortunate that this hauling of bureaucrats is done at the expense of taxpayers’ pockets. Those who shouted partisan slogans yesterday in the curious ruling council are public servants who are carried, not partisans. If there were independent justice, those responsible for this embezzlement should be prosecuted.
El acarreo de funcionarios
Hace poco, uno de los legisladores masistas, nada menos que un jefe de bancada regional, ni se inmutó cuando lo denunciaron por haber pedido “pegas” al Ministro de Gobierno, mediante carta -tal su desparpajo-, y por el contrario “argumentó”, muy suelto de cuerpo, que la condición sine qua non para acceder a un cargo público es haber trabajado en la campaña, es decir, haber pegado carteles partidarios y haber loado y vivado, siempre en concentraciones partidarias, al caudillo; no sorprendería si tales “razones” provinieran de un militante de alguna esmirriada fuerza política de la denominada partidocracia, pero fueron expuestas por un dirigente del “proceso de cambio”, lo cual revela que el oficialismo, hoy, adolece de los mismos y acaso peores vicios de aquellas tiendas partidarias a las que tanto cuestionaba y cuyas prácticas juró sepultar.
El epítome de estas prácticas de los seguidores del “proceso de cambio”, como el amable lector recordará, fue aquel airado reclamo de la viuda de un infortunado dirigente masista que murió en un accidente en plena campaña para 2020, quien en puertas del Palacio Quemado aseguraba, a quien quisiera escucharla, que el Ministerio de Minería y Metalurgia pertenecía a su familia, lo que mueve a pensar que el Gobierno ha sufrido, además de un avasallamiento, un feroz loteamiento. Antes, los partidos tradicionales se repartían las “pegas” tras un acuerdo, pero ahora lo hacen los llamados movimientos sociales o corporaciones que conforman el bloque de poder del oficialismo. En consecuencia, cada día queda al descubierto el gatopardismo del MAS, que al parecer ha aplicado con ventaja la famosa teoría de Tancredi Falconeri, surgida tras el desembarco, en 1860, de Garibaldi en Sicilia y expresada en la bella novela de Giuseppe Tomasi di Lampedusa con estas palabras: “Si queremos que todo siga como está, es necesario que todo cambie”.
Lo que también avala que todo ha cambiado para que nada cambie es el acarreo de empleados públicos desde La Paz y de otras ciudades hasta Santa Cruz, que se ha denunciado y registrado para que participen en el anunciado cabildo oficialista (en realidad, un “anticabildo”, si vale el término) que tuvo lugar ayer en el monumento al Chiriguano. El propósito del Gobierno, como en otros conflictos, es crear un cabildo paralelo con sus funcionarios que concluyó con las decisiones de oponerse al paro indefinido cruceño y la decisión de ratificar que el censo se realice no en 2023, sino en 2024, como decretó el Palacio Quemado.
Para ese fin, el MAS ha trasladado a la capital cruceña a una buena parte del ejército de medio millón de funcionarios públicos que ha creado a lo largo de sus gobiernos y que son, en su mayoría, “peguistas” incondicionales y adictos al oficialismo. Si no van, los echan sin derecho al pataleo. Y de cualquier modo sufren descuentos por planilla, por el monto de los pasajes de ida y vuelta, según ha trascendido en las denuncias. Dicen que muchos se quedarán como grupos de choque, pero habrá que ver si resisten más de un par de días.
Es lamentable que este acarreo de burócratas se efectúe a costa de los bolsillos de los contribuyentes. Quienes ayer gritaban consignas partidarias en el curioso cabildo oficialista son servidores públicos acarreados, no partidarios. Si hubiera justicia independiente, deberían ser procesados los responsables de esta malversación.
