Later, when speaking with some of his colleagues in the forum, that hope was strengthened. They told me that you were a well-trained professional, that you collaborated with the Catholic Church, of which I am a part, and above all that you supported an extraordinary bishop and friend, Eugenio Scarpellini, apart from mentioning that you would be close to Opus Dei.

With this background, when he announced the formation of a plural team of lawyers to prepare a proposal to reform the judicial system, I thought that Eugenio’s hand would be helping you to take good initiatives. But, at the same time, and remembering the 14 years of management of the MAS and more specifically, that of its MAS predecessor in office, I felt as a journalist who has had to snoop throughout his professional life in the meanders of power, that something did not add up and that it was little less than impossible for the leaders of the MAS and many of the authorities of his government to proceed with the initiative.

Indeed, he had to take a step back and that’s when my hope began to decline because, instead of clearly denouncing the cause of the failure of that proposal, he looked for some scapegoat to explain it, trying to save responsibilities and whitewash his government and party.

Then, from one day to the next, he pompously announced that he would resume the demand to enact a law on access to public information. I remember that José Luis Aliaga, from Radio Erbol, summoned you, Lupe Cajías and me to speak on the subject. With Lupe we suggest that you take care of your proposal because it could be disrupted by your party, an extreme that you denied and promised that in a couple of months the project would be debated in the Legislative Assembly… more than 15 months have passed since that offer, and there is nothing…

Next, you got into the story that there was no fraud but a coup d’état and your office and yourself became the executors of a dishonest, irresponsible campaign that violated human rights, blatantly lying, forcing norms and justifications , denying, in short, the professional and religious training he has. Everything, in favor of its constituents, particularly the escaped former president and those around him, who need to change history to cover up their cowardly flight in November 2019.

Surely to try to find some support and cushion the claims that part of his own conscience makes him, he promoted the visit to the country of the United Nations Special Rapporteur on the independence of magistrates and lawyers with the official purpose of “examining, in a spirit of cooperation and dialogue, the situation of the administration of justice”.

To your bad luck, but to the benefit of the country, the rapporteur, Diego García-Sayán, fulfilled his role adequately, he showed with diplomatic language but forcefully the judicial crisis that we are going through and, what you really did not expect, the open interference of power government politician and the MAS in it. Worse yet, he made statements denouncing the manipulated and illegal trial against former president Jeanine Añez.

As happened with the binding audit of the 2019 elections requested from the OAS by the then government in a letter and agreement signed by the then Minister of Justice? Héctor Arce, as they did not like the conclusion that there was fraud in those elections, now rejects and accuses the Rapporteur of interfering, because in his report he does not say what the authorities wanted him to say. And you, Minister Iván Lima, are orchestrating this campaign this time.

With this background, can you sleep peacefully, citizen Iván Lima?

Su primera declaración luego de ser posesionado como ministro de Justicia y Transparencia, el 9 de noviembre de 2020, me despertó la esperanza en que por lo menos había una nueva autoridad que parecía entender el mensaje de las elecciones de octubre de ese año y que estaba decidido a liderar un proceso de reconciliación.

Luego, al hablar con algunos de sus colegas del foro esa esperanza cobró más fuerza. Me contaron que usted era un profesional con buena formación, que colaboraba a la Iglesia católica, de la que soy parte, y sobre todo que prestaba apoyo a un extraordinario obispo y amigo, Eugenio Scarpellini, mención aparte de que usted sería cercano al Opus Dei.

Con esos antecedentes, cuando anunció la conformación de un equipo plural de abogados para preparar una propuesta de reforma el sistema judicial pensé que la mano de Eugenio estaría ayudando a que usted tome buenas iniciativas. Pero, al mismo tiempo, y recordando los 14 años de gestión del MAS y más concretamente, la de su predecesor masista en el cargo, sentí como periodista que ha tenido que husmear a lo largo de su vida profesional en los meandros del poder, que algo no cuadraba y que era poco menos que imposible que los dirigentes del MAS y muchas de las autoridades de su gobierno dieran curso a la iniciativa.

Efectivamente, tuvo que dar un paso atrás y ahí comenzó a declinar mi esperanza porque, en vez de denunciar claramente la causa del fracaso de esa propuesta, buscó algún chivo expiatorio para explicarla, tratando de salvar responsabilidades y lavar la cara de su gobierno y partido.

Luego, de un día para otro anunció pomposamente que retomaría la demanda de promulgar una ley de acceso a la información pública. Recuerdo que José Luis Aliaga, de Radio Erbol, nos convocó a usted, a Lupe Cajías y a mí para hablar sobre el tema. Con Lupe le sugerimos que cuide su propuesta porque podía ser desbaratada por su partido, extremo que usted negó y se comprometió a que máximo en un par de meses el proyecto se estaría debatiendo en la Asamblea Legislativa… ya pasan más de 15 meses de esa oferta, y no hay nada…

A continuación, usted se metió en el relato de que no hubo fraude sino golpe de Estado y su despacho y usted mismo se convirtieron en los ejecutores de una campaña deshonesta, irresponsable y violatoria de los derechos humanos, mintiendo con descaro, forzando normas y justificaciones, negando, en fin, la formación profesional y religiosa que tiene. Todo, en favor de sus mandantes, particularmente del expresidente fugado y su entorno, que necesitan cambiar la historia para maquillar su cobarde huida en noviembre de 2019.

Seguramente para tratar de encontrar algún respaldo y amortiguar los reclamos que parte de su propia conciencia le hace, promovió la visita al país del Relator Especial de las Naciones Unidas sobre la independencia de los magistrados y abogados con el propósito oficial de “examinar, en un espíritu de cooperación y diálogo, la situación de la administración de justicia”.

Para su mala suerte, pero en beneficio del país, el relator, Diego García-Sayán, cumplió su papel adecuadamente, mostró con lenguaje diplomático pero contundentemente la crisis judicial que atravesamos y, lo que en verdad usted no esperaba, la abierta injerencia del poder político del gobierno y el MAS en ella. Peor aún, realizó declaraciones denunciando el manipulado e ilegal juicio en contra de la expresidenta Jeanine Añez.

Como sucedió con la auditoría vinculante de las elecciones de 2019 pedida a la OEA por el gobierno de entonces en carta y convenio suscritos por el entonces ministro de ¿Justicia? Héctor Arce, como no les gustó la conclusión de que hubo fraude en esos comicios, ahora se rechaza y acusa de injerencista al del Relator, porque en su informe no dice lo que las autoridades querían que dijese. Y usted, ministro Iván Lima, está orquestando, esta vez, esta campaña.

Con estos antecedentes, ¿puede usted dormir tranquilo, ciudadano Iván Lima?
