What the MAS is risking

Last week there have been new illustrative examples of the way in which the MAS leaders and government authorities act, particularly in the field of justice, democratic institutions, the economy and education. Let’s see some.

Leaving aside the emblematic cases of the trials against the former constitutional president Jeanine Añez and the Indigenous Fund, which has claimed the life of the main whistleblower of corruption, the Public Ministry stands out again, not as the institution created according to the Political Constitution to defend “legality and the interests of society”, but as an instrument of political repression when it comes to cracking down on opponents or to guarantee impunity when it comes to authorities and leaders of the MAS.

Thus, while the investigation of the Governor of Potosí for the complaint made public last January for the irregular purchase of 43 ambulances (for which they have already paid, but do not appear) continues in the Greek calendars of the Public Ministry, in Santa Cruz the same entity has asked to arrest the former governor of Santa Cruz Rubén Costas and three of his collaborators for an alleged case of corruption; instructed the search of the Government of Santa Cruz for the irregular issuance of a provision naming an official who does not correspond as interim governor; He requested the arrest of the president of the Santa Cruz Civic Committee, already prosecuted as an official of the Caja Petrolera, for statements against national symbols, and, in Potosí, illegally keeps former vice-presidential candidate Marco Antonio Pumari imprisoned.

The cherry on top of this way of proceeding is the way in which the parliamentarians of the ruling party are acting in the election of the Ombudsman, despite an agreement promoted by the Vice Presidency of the State to make it a transparent and democratic process. The reality shows that it is not a problem for them to fail to fulfill the commitment they have assumed, confirming that the MAS caucus is not trustworthy. That simple because they apparently have no other objective than to thrive from power, to which they subordinate, if they have it, all moral principles.

But, what the MAS assembly members do not understand is that with this way of acting they are leading the country to a dead end and administrative paralysis. The way things are going (unless the Vice President asserts his authority in something), the Ombudsman cannot be elected, nor can the new applicants to the Judicial Branch and the Constitutional Court be elected, nor the members of the Electoral Body, that require the support of two-thirds of the votes of the assembly members that currently the MAS does not have.

If to this is added the way in which the government has defined the salary increase and the intention to approve a law instructing the immediate reinstatement of workers fired for structural reasons and whose demands are in process, the absence of north in the state leadership is confirmed and the predominance of improvisation in decision making.

To make matters worse, according to the Minister of Education, Bolivia will continue not to participate in the OECD’s Program for International Student Assessment (PISA), which “aims to assess the extent to which students near the end of compulsory education have acquired some of the knowledge and skills necessary for full participation in the knowledge society. The minister’s explanation is that “Bolivia is a sovereign country and from that point of view, we cannot apply (the PISA test) because we have our own multinational educational system, established from Law 070. (This regulation) clearly establishes how should we develop our education” In addition, he maintained that these tests “establish a privatizing line.” “In Bolivia we are within the framework of the Productive Socio-Community Model. That is the line of the country and the mandate of the President (Luis Arce) is to seek educational quality with different actions” (Pagina Siete 29/April/22).

Thus, the only thing that seems to be clear is that we are becoming the kingdom of mediocrity and chaos.

The MAS’s commitment to misrule and confrontation is very strong.

Lo que el MAS se está jugando

La semana pasada se han registrado nuevos ejemplos ilustrativos sobre la manera con la que los dirigentes del MAS y autoridades del gobierno actúan, particularmente en el ámbito de la justicia, la institucionalidad democrática, la economía y la educación. Veamos algunos.

Dejando de lado los emblemáticos casos de los juicios contra la ex presidenta constitucional Jeanine Añez y en el Fondo Indígena, que ha cobrado la vida del principal denunciante de corrupción, nuevamente sobresale el Ministerio Público, no como la institución creada según la Constitución Política para defender la “legalidad y los intereses de la sociedad”, sino como un instrumento de represión política cuando se trata de hacer crujir a opositores o para garantizar impunidad cuando se trata de autoridades y dirigentes del MAS.

Así, mientras sigue en las calendas griegas del Ministerio Público la investigación al Gobernador de Potosí por la denuncia hecha pública en enero pasado por la irregular compra de 43 ambulancias (por las que ya se pagó, pero no aparecen), en Santa Cruz la misma entidad ha pedido apresar al exgobernador de Santa Cruz Rubén Costas y tres de sus colaboradores por un presunto caso de corrupción; instruyó el allanamiento a la Gobernación de Santa Cruz por la emisión irregular de una disposición nombrando gobernador interino a un funcionario que no corresponde; solicitó apresar al presidente del Comité Cívico de Santa Cruz, ya procesado como funcionario de la Caja Petrolera, por declaraciones contra símbolos patrios, y, en Potosí, mantiene ilegalmente preso al ex candidato vicepresidencial Marco Antonio Pumari.

La cereza de esta forma de proceder es la manera en que los parlamentarios del oficialismo están actuando en la elección del Defensor del Pueblo, pese a un acuerdo propiciado por la Vicepresidencia del Estado para que sea un proceso transparente y democrático. La realidad muestra que no les es ningún problema incumplir el compromiso asumido, ratificando que la bancada del MAS no es confiable. Así de simple porque no tienen, al parecer, otro objetivo que medrar del poder, al que subordinan, si lo tienen, todo principio moral.

Pero, lo que no entienden los asambleístas del MAS es que con esa forma de actuar están conduciendo al país a un callejón sin salida y a una parálisis administrativa. Como van las cosas (salvo que el Vicepresidente haga valer en algo su autoridad), no se podrá elegir Defensor del Pueblo, como tampoco se podrá elegir a los nuevos postulantes al Órgano Judicial y al Tribunal Constitucional, ni a los vocales del Órgano Electoral, que requieren del apoyo de dos tercios de votos de los asambleístas que actualmente el MAS no tiene.

Si a eso se suma la forma en que el gobierno ha definido el incremento salarial y la intención de aprobar una ley instruyendo la inmediata reincorporación de trabajadores echados por motivos estructurales y cuyas demandas están en proceso, se constata la ausencia de norte en la conducción estatal y el predominio de la improvisación en la toma de decisiones.

Para peor, según el ministro de Educación Bolivia seguirá sin participar en el Programa para la Evaluación Internacional de Alumnos de la OCDE (PISA), que “tiene por objeto evaluar hasta qué punto los alumnos cercanos al final de la educación obligatoria han adquirido algunos de los conocimientos y habilidades necesarios para la participación plena en la sociedad del saber”. La explicación del ministro es que “Bolivia es un país soberano y desde ese punto de vista, nosotros no podemos aplicar (la prueba PISA) porque tenemos nuestro propio sistema educativo plurinacional, establecido a partir de la Ley 070. (Esta norma) establece claramente cómo debemos desarrollar nuestra educación”. Además, sostuvo que esas pruebas “establecen una línea privatizadora”. “En Bolivia estamos en el marco del Modelo Sociocomunitario Productivo. Ésa es la línea del país y el mandato del Presidente (Luis Arce) es buscar la calidad educativa con diferentes acciones” (Página Siete 29/abril/22).

Así, lo único que parece que queda claro es que nos estamos convirtiendo en el reino de la mediocridad y el caos.

La apuesta del MAS por el desgobierno y la confrontación es muy fuerte.
