Order of the day: encroaching

It is well known that in the 14 years of government of Mr. Evo Morales, one of his priority plans was the transfer of indigenous groups from the west to the east, starting with Pando. The objective of the plan was electoral –so it cannot be called public policy– to win the majority of senators for Pando and neutralize the number of the opposition. Ramón Quintana, a strong man from the ruling party and Morales’ trust, was in charge of this type of migration.

Another parallel purpose was to depose Leopoldo Fernández, leader of the region, then Governor of the Pando department. To do this, he plotted a supposed “massacre” of peasants, but the truth is that a confrontation took place. The fact was hanged on him, then, to stop him for a decade and more. For some time history has been repeating itself, this time in Santa Cruz, but through violence and dispossession, continued actions by the government of Luis Arce.

They are groups of “intercultural”, armed, from the west of the country, protected by the silence of the authorities despite complaints, making evident the cover-up and complicity of some organizations and officials. The native indigenous communities of the East, private and business properties are victims of dispossession. Despite the number and incessant repetition of these subjugations, neither the Government nor the Justice pay the slightest attention, championing impunity.

The National Institute of Agrarian Reform (INRA) is in charge of locating lands of supposed disputes to grant them to the encroachers. However, for these there is no property impossible to invade, no matter how authenticated it is. Such dire conditions place the country as “no man’s land”, in which there is no authority or law. Not in vain in Latin America we occupy the last place in foreign investment, due to the absolute lack of legal security, insecurity that strangles our present and future, expanding poverty.

Official sources and predators claim that they are “landless” and they are given land in the fertile Santa Cruz tropics. In the first place, the so-called settlements indiscriminately cut down forest resources, “slash and burn”, etc., to negotiate with the highest bidder, obtaining enormous economic revenue. They are not “settlements” dedicated to agriculture, much less, they only seek profit, even neglecting the sayañas and lands they hold in their places of origin.

We offer some cases of invasion and dispossession in Santa Cruz and Cochabamba: In the first, San José de Chiquitos province, 12 subjugated haciendas, a community of Chiquitania, four private estates, including one of the Catholic church. In almost all of these, the interculturalists entered firing guns; Guarayos, Las Londras, on October 28, 2021, is an emblematic case, 70 armed people kidnapped and tortured journalists, workers, businessmen and police officers for 12 hours. There is only one detainee. In Cochabamba: Angostura and Maicapampa farms, not counting others not reported for death threats. In the city of La Paz, its entire periphery is being “lotted out” by traffickers.

Avasallamientos a la orden del día

Es por demás conocido que en los 14 años de gobierno del señor Evo Morales, uno de sus planes prioritarios fue el traslado de grupos indígenas del occidente al oriente, empezando por Pando. El objetivo del plan era electoral –por lo que no puede ser llamado política pública– para lograr ganar la mayoría de senadores por Pando y neutralizar el número de la oposición. Ramón Quintana, hombre fuerte del partido de gobierno y de la confianza de Morales, tuvo a su cargo esa especie de migración.

Otra finalidad paralela era defenestrar a Leopoldo Fernández, líder de la región, entonces Gobernador del departamento Pando. Para ello, se le urdió una supuesta “masacre” de campesinos, pero la verdad es que tuvo lugar un enfrentamiento. Se le colgó, pues, el hecho para detenerlo durante una década y más. Desde hace algún tiempo se viene repitiendo la historia, esta vez en Santa Cruz, pero a través de la violencia y el despojo, acciones de continuación por el gobierno de Luis Arce.

Son grupos de “interculturales”, armados, del occidente del país, protegidos por el silencio de las autoridades pese a denuncias, haciendo evidente el encubrimiento y complicidad de algunos organismos y funcionarios. Son víctimas de despojo las Comunidades indígenas nativas del Oriente, propiedades privadas y empresariales. A pesar del número y la repetición incesante de estos avasallamientos, ni el Gobierno ni la Justicia prestan la más mínima atención, campeando la impunidad.

El Instituto Nacional de Reforma Agraria (INRA) tiene a su cargo ubicar tierras de supuestas disputas para otorgarlas a los avasalladores. Sin embargo, para estos no hay propiedad imposible de invasión, por saneada que se encuentre. Tan funestas condiciones colocan al país como “tierra de nadie”, en la que no hay autoridad ni ley. No en vano en Latinoamérica ocupamos el último lugar en inversión extranjera, por la absoluta falta de seguridad jurídica, inseguridad que estrangula nuestro presente y futuro, ampliando la pobreza.

Fuentes oficiales y los depredadores pretextan que se trata de los “sin tierra” y se les dota terrenos en el fértil trópico cruceño. En primer lugar, los llamados asentamientos talan indiscriminadamente los recursos forestales, “chaquean”, etc., para negociar al mejor postor, sacando enorme rédito económico. No son “asentamientos” dedicados a la agricultura ni mucho menos, solo buscan el lucro, desatendiendo incluso las sayañas y tierras que detentan en sus lugares de origen.

Ofrecemos algunos casos de invasión y despojo en Santa Cruz y Cochabamba: En el primero, provincia San José de Chiquitos, 12 haciendas avasalladas, una comunidad de la Chiquitania, cuatro predios privados, inclusive uno de la iglesia Católica. En casi todas estas los interculturales ingresaron a bala; Guarayos, Las Londras, el 28 de octubre de 2021, es un caso emblemático, 70 personas armadas secuestraron y torturaron a periodistas, trabajadores, empresarios y policías durante 12 horas. Solo hay un detenido. En Cochabamba: haciendas Angostura y Maicapampa, sin contar otras no denunciadas por amenazas de muerte. En ciudad de La Paz, toda su periferia está siendo “loteada” por traficantes.
