Once again, and as if it were a ritual at the time of carrying out a census, the debate has resurfaced on the advisability of including the mestizo option or category as an alternative that those who consider that they do not perceive themselves as indigenous in the country, can choose in the self-identification box.

The Minister of Planning, in addition to the authorities organizing the consultation from the National Institute of Statistics (INE), has argued that organizations such as ECLAC have recommended that the categories “mestizo” or “brown” not be included in the census ballot. because they are “little specific or ambiguous”. In a statement in which she has exposed much of what is not said about the census, the Minister has affirmed that “it is not that the Government discards this aspect, but that it represents a setback for society. We would incur discrimination and racism, because that is precisely where the discrimination of the human race comes from, we are original peasant peoples, the majority of the population has an identification”.

As can be seen, the authority refers to the racialized concept of mestizo, which is effectively in disuse, because it is nonsense to refer to race when scientific studies, particularly those of the human genome, have determined that differences are not evident, between human beings but, on the contrary, that there is a common identity between them. Nobody makes reference to a racialized concept of the mestizo category; what those who request that this option be included in the self-identification box allude to have to do with the cultural mestizo or cultural miscegenation or that wonderful mixture of cultural practices that has given rise to the contemporary Bolivian population. This is what has become evident in the last two censuses carried out in Bolivia, when in 2001, a self-perception of more than 60 percent of Bolivians as belonging to indigenous peoples, in 2012 only 40 percent said they were part of these social groups.

For this reason, it is very striking that the Minister affirms that indigenous-native-peasant peoples predominate in Bolivia, which is denied by the figures of the last census. On the contrary, such a statement has exposed the biased intention of ensuring that the population is pigeonholed into one of the self-identification options that the census of November 16 of this year will offer; such forced affiliation does not hide the fact that behind this purpose lies the political project of the MAS of presenting the prefabricated conclusion that Bolivia is an indigenous country and that, consequently, only this group can exercise power.

The right to self-identification is a constitutional right and should be respected and not violated by forcing the population to define itself as indigenous, as the Minister of Planning has suggested. Despite this crude intentionality, it is certain that a large majority will not self-identify as indigenous but rather as a cultural mestizo, even if it hurts the Government.

Nuevamente, y como si se tratara de un ritual en oportunidad de realizarse un censo, ha resurgido el debate sobre la conveniencia de incluir la opción o categoría mestizo como una alternativa que puedan escoger en la casilla de autoidentificación quienes consideren que no se autoperciben como indígenas en el país. 

La Ministra de Planificación, además de las autoridades que organizan la consulta desde el Instituto Nacional de Estadística (INE), ha argumentado que organizaciones como la Cepal han recomendado que no se incluya las categorías “mestizo” o “moreno” en la boleta del censo porque son “poco específicas o ambiguas”. En una declaración en la cual ha dejado al descubierto mucho de lo que no se dice sobre el censo, la Ministra ha afirmado que “no es que el Gobierno descarte este aspecto, sino que representa un retroceso para la sociedad. Incurriríamos en discriminación y racismo, porque es justamente de ahí que viene la discriminación de la raza humana, nosotros somos pueblos originario campesinos, la mayor parte de la población tiene una identificación”. 

Como se puede advertir, la autoridad se refiere al concepto racializado de mestizo que, efectivamente, está en desuso, porque es un despropósito referirse a la raza cuando los estudios científicos, en particular los del genoma humano, han determinado que no son evidentes las diferencias entre los seres humanos sino, por el contrario, que entre ellos hay una identidad común. Nadie hace referencia a un concepto racializado de la categoría mestizo; a lo que aluden quienes solicitan que sea incluida esta opción en la casilla de autoidentificación tiene que ver con el mestizo cultural o el mestizaje cultural o esa maravillosa mezcla de prácticas culturales que ha dado lugar a la población boliviana contemporánea. Es lo que ha quedado en evidencia en los últimos dos censos efectuados en Bolivia, cuando de una autopercepción mayor al 60 por ciento, en 2001, de los bolivianos como pertenecientes a pueblos indígenas, en 2012 sólo un 40 por ciento dijo formar parte de estos grupos sociales.

Por tal razón, llama poderosamente la atención que la Ministra afirme que en Bolivia predominan los pueblos indígena-originario-campesinos, lo cual está desmentido por las cifras del último censo. Por el contrario, tal declaración ha dejado al descubierto la intencionalidad sesgada de lograr que la población se encasille en una de las opciones de autoidentificación que ofrecerá el censo del 16 de noviembre de este año; tal adscripción forzada no oculta que detrás de ese propósito se esconde el proyecto político del MAS de presentar la conclusión prefabricada de que Bolivia es un país indígena y que, en consecuencia, sólo este grupo puede ejercer el poder.

El derecho a la autoidentificación es un derecho constitucional y debería ser respetado y no vulnerado al forzar que la población se autodefina como indígena, como ha sugerido la Ministra de Planificación. Pese a esa burda intencionalidad, es seguro que una gran mayoría no se autoidentificará como indígena sino como mestizo cultural, aunque al Gobierno le duela.
