Arce, under masista pressure
Fourteen months after having inaugurated his mandate, the President of the State seems to be in a particularly delicate moment, as he must find the balance between the pressures of his party, the imminent urgencies of a management that is shaping up to be complicated, especially on the economic issue. and the leadership of a government team that until now has shown itself lacking in cohesion.
These pressures, which resemble a kind of opposition from within the MAS itself, raise some questions about what is not evident in the hidden tensions that exist in the ruling party.
But there are evident and revealing tensions in the way in which the masistas understand what the public management of a plurinational State is whose institutionality is only one of form.
This is demonstrated by the protest of an official Santa Cruz legislator who calls some ministers parasites, without naming them, “because they do not accompany the management of brother President.” And he names one who “never answers (…), the Minister of Government.”
He is one of the “five, between female and male ministers, who are being questioned a lot, there are also more than five vice ministers who are being observed,” according to another Masista legislator very close to the absolute head of his party.
And, precisely, the president of the MAS allows himself to recommend to his most prestigious militant, how the government that presides over 55 percent of the voters in the last general elections should manage by mandate.
“Public recommendation from here to brother Lucho: if you have to change ministers, change because it is your responsibility. There must be ministers who defend brother Lucho,” Morales proclaimed last Thursday at the Chapareño coca growers.
Defend him from what? It seems that the answer must be sought among the attitudes of the ruling party themselves, in function of the government or in the leadership of the organizations that make up the MAS.
What else can be deduced from the open rejection exercised until yesterday by the Vice President regarding a State policy -vaccination- imposed to stop the advance of the pandemic?
And he is not the only one. Six social organizations linked to the MAS, all from La Paz, have formed an “interinstitutional agreement” that requires the repeal of the decree that imposes the validity of the anticovid vaccination card, as it is “unconstitutional”, according to them.
Thus, the President begins this year with a balancing act between the suggestion of equipping himself with a “political cabinet”, the urgency of preventing the pandemic from spreading, and the need to find the financing that his budget lacks.
Arce, bajo presión masista
Catorce meses después de haber inaugurado su mandato, el Presidente del Estado parece estar en un momento especialmente delicado, pues debe encontrar el equilibrio entre las presiones de su partido, las urgencias inminentes de una gestión que se perfila complicada, especialmente en el tema económico, y la conducción de un equipo de gobierno que hasta ahora se ha mostrado carente de cohesión.
Esas presiones, que se asemejan a una suerte de oposición desde el interior del mismo MAS, despiertan algunas interrogantes acerca de lo que no es evidente en las tensiones disimuladas que existen en el oficialismo.
Pero existen las tensiones evidentes y reveladoras de la manera cómo los masistas entienden lo que es la gestión pública de un Estado plurinacional cuya institucionalidad es sólo de forma.
Así lo demuestra la protesta de un legislador oficialista cruceño que llama parásitos a algunos ministros, sin nombrarlos, “porque no acompañan la gestión del hermano Presidente”. Y nombra a uno que “nunca contesta (…), el Ministro de Gobierno”.
Él es uno de los “cinco, entre ministras y ministros, que están siendo bastante cuestionados, también hay más de cinco viceministros que son observados”, según otro legislador masista muy próximo al jefe absoluto de su partido.
Y, precisamente, el presidente del MAS se permite recomendar a su militante más prestigioso, cómo debe manejar el Gobierno que preside por mandato del 55 por ciento de los electores de los últimos comicios generales.
“Recomendación pública desde acá al hermano Lucho: si tiene que cambiar ministros, cambie porque es su responsabilidad. Debe haber ministros que defiendan al hermano Lucho”, proclamaba Morales, el jueves pasado en el ampliado de cocaleros chapareños.
¿Defenderlo de qué? Parece que hay que buscar la respuesta entre las actitudes de los mismos oficialistas, en función de gobierno o en la dirigencia de las organizaciones que integran el MAS.
¿Qué otra cosa se puede deducir del abierto rechazo ejercido hasta ayer por el Vicepresidente respecto de una política de Estado —la vacunación— impuesta para frenar el avance de la pandemia?
Y no es el único. Seis organizaciones sociales vinculadas al MAS, todas de La Paz, han conformado un “acuerdo interinstitucional” que exige la abrogación del decreto que impone la vigencia del carnet de vacunación anticovid, por ser “inconstitucional”, según ellos.
Así, el Presidente inicia este año con un ejercicio de equilibrio entre la sugerencia de dotarse de un “gabinete político”, la urgencia de evitar que la pandemia se dispare y la necesidad de encontrar el financiamiento del que carece su presupuesto.
