When there is no moral
Bolivia is not only experiencing a crisis of excess patronage and state pre-bendanism, what we are looking at at present is deeper than that, it is about the moral degradation of power due to the absence of ethics, due to the total loss of the values that guide the daily coexistence. The efforts to maintain power, the anguish for it have blinded the rulers, who live not to seek the common good, nor to meet the needs of the people, they live to accumulate, to deify themselves and make believe that they are the predestined of take us to the future, when in reality they have pushed us back. Power is blind, that Evo Morales shows us every day by ordering the presidential delegate Arce Catacora to do whatever is necessary for the Chief to return to power. The reality does not exist for Morales, he only looks at the imaginary of his return to the presidency; his followers, including the President, are responsible for covering the sun with a finger to tell the Supreme Court that everything is on track in this project.
They came to power in 2006 as bearers of new values, of the new man, they spoke about ethics, about caring for mother earth, and valuing indigenous people. In fifteen years, corruption is greater than in the past, respect for mother earth does not exist, extractive developmentalism is imposed; It is important to build roads in national parks to expand the agricultural frontier in favor of the coca growers: the current center of power, with all that that implies. They repressed the indigenous people and the “interculturals”, that is, the coca growers, took away their lands. The Constitutional Court is ordered to say that the government of Jeanine Añez was unconstitutional, when two years ago that same Court ruled that the transitional government was fully constitutional, the tribunes in 2021 have not blushed when they elbowed what they did with hand in deciding that Añez’s government was constitutional. It is that when there are no values, there can be no blush when you lie and falsify reality.
They fill their mouths talking about social inclusion, applauded for international cooperation, when the country has 80% informal employment; They express that the public administration is in the hands of popular sectors, they forget to say that, in the hands of union leaders, MAS leaders, neighborhood leaders with medical records, none of them with the necessary expertise to handle the powers of their positions. These leaderships, including that of the COB, have been co-opted with exorbitant sums, but without having any idea of the public administration. As in the time of the agreed democracy, the public administration is curtailed, some masista leaders or ministers are owners of many divisions, among them those that have to do with the management of the land, which is handed over without embarrassment to the coca growers, dispossessing the indigenous peoples of their territory. Is that defense of mother earth?
The moral degradation clearly shows how with sophistry they wanted us to believe that in the Zapata case there was no influence peddling, that in the Indigenous Fund there was no corruption but sacrifice for the poorest, with sophistry they told us that the Legitimation of Illicit Profits Project It was to put Bolivia at the global forefront of the fight against illicit money laundering, when in reality the MAS governments are the ones who have had a very soft hand to act against the coca-cocaine circuit, the one that begins in the Chapare .
But the most publicized sophism in power is the coup, a self-serving hoax that is used to enable Evo Morales as a future presidential candidate. All of Bolivia saw him cry when he said goodbye to the country, crying accompanied by the tears of García Linera when he accepted that they had resigned from power. The hoax of all the resignations was put together by the MAS to leave the country in a power vacuum in 2019 that incites the request of the “people” for Morales to return to power. His calculations failed; now, they try to correct his mistakes by resorting to the sophistry of the coup d’état. They act that way because they don’t have a millimeter of ethics or shame.
The summary of what we see indicates that we are living in the time of the moral degradation of power.

Cuando no existe moral
Bolivia no sólo vive una crisis del exceso de clientelismo y de prebendalismo estatal, lo que miramos en el presente es más profundo que eso, se trata de la degradación moral del poder por ausencia de ética, por la pérdida total de los valores que guían la convivencia cotidiana. Los esfuerzos por mantener el poder, la angurria por él han cegado a los gobernantes, quienes viven no para buscar el bien común, ni para solventar las necesidades de la gente, ellos viven para acumular, para endiosarse y hacer creer que son los predestinados de llevarnos al futuro, cuando en realidad nos han hecho retroceder. El poder es ciego, eso nos lo demuestra cada día Evo Morales al ordenar al delegado presidencial Arce Catacora que haga todo lo que sea necesario para que el Jefazo vuelva al poder. La realidad no existe para Morales, él sólo mira su imaginario de retorno a la presidencia; sus obsecuentes, incluido el Presidente, se encargan de tapar el sol con un dedo para decir al Supremo que todo marcha sobre carriles en ese proyecto.
Llegaron al poder en 2006 como portadores de nuevos valores, del hombre nuevo, discursaron sobre la ética, sobre el cuidado de la madre tierra, la valorización de los indígenas. En quince años la corrupción es más grande que en el pasado, el respeto a la madre tierra no existe, se impone el desarrollismo extractivista; importa hacer carreteras en parques nacionales para ampliar la frontera agrícola en favor de los cocaleros: centro del poder actual, con todo lo que eso implica. A los indígenas los reprimieron y los “interculturales”, es decir, los cocaleros, les quitan sus tierras. Al Tribunal Constitucional se le ordena que diga que el gobierno de Jeanine Añez fue inconstitucional, cuando hace dos años ese mismo Tribunal dictaminó que el gobierno transitorio era plenamente constitucional, los tribunos en 2021 no se han sonrojado al borrar con el codo lo que hicieron con la mano al decidir que el gobierno de Añez era constitucional. Es que cuando no existen valores, no puede haber sonrojo cuando se miente y se falsea la realidad.
Se llenan la boca hablando de inclusión social, aplaudida por la cooperación internacional, cuando el país tiene 80% de empleo informal; expresan que la administración pública está en manos de sectores populares, olvidan decir que, en manos de dirigentes sindicales, de dirigentes del MAS, de dirigentes vecinales con prontuarios, ninguno de ellos con el expertise necesario para manejar las competencias de sus cargos. Esas dirigencias, incluida la de la COB, han sido cooptadas con sumas exorbitantes, pero sin tener idea alguna de la administración pública. Al igual que en la época de la democracia pactada, la administración pública está cuoteada, algunos dirigentes masistas o ministros son dueños de muchas reparticiones, entre ellas las que tienen que ver con el manejo de la tierra, la cual se entrega sin sonrojo a los cocaleros, despojando de territorio a los indígenas. ¿Eso es defensa de la madre tierra?
La degradación moral muestra claramente cómo con sofismas nos quisieron hacer creer que en el caso Zapata no hubo tráfico de influencias, que en el Fondo Indígena no hubo corrupción sino sacrificio por los más pobres, con sofismas nos dijeron que el Proyecto de Legitimación de Ganancias ilícitas era para poner a Bolivia en la vanguardia mundial de la lucha contra el blanqueo de capitales ilícitos, cuando en realidad los gobiernos del MAS son quienes han tenido una mano muy blanda para actuar contra el circuito coca-cocaína, ése que se inicia en el Chapare.
Pero, el sofisma más publicitado por el poder es el golpe de Estado, patraña interesada que se utiliza para habilitar a Evo Morales como futuro candidato a la presidencia. Toda Bolivia lo vio llorar al despedirse del país, llanto acompañado por las lágrimas de García Linera al aceptar que habían renunciado al poder. La patraña de todas las renuncias las armó el MAS para dejar al país en 2019 en un vacío de poder que incite a la petición del “pueblo” para que Morales vuelva al poder. Fallaron sus cálculos; ahora, tratan de enmendar sus errores acudiendo al sofisma del golpe de Estado. Actúan de esa manera porque no tienen un milímetro de ética ni de vergüenza.
El resumen de lo que vemos indica que vivimos la época de la degradación moral del poder.
