The US asks the government to dismantle “parastatal groups” that threaten activists
The embassy of that country sent a note to the Vice Minister of the Interior Regime requesting that the GIEI’s recommendations be complied with.
The US Embassy in Bolivia asked the government of Luis Arce to dismantle “parastatal groups” that threaten human rights activists.
“It has come to my knowledge that Ms. Kathryn Ledebur, a human rights activist and director of the Andean Information Network, has been receiving threats to her physical integrity from violent parastatal security groups. Other Americans have also been threatened by their work on human rights,” reads a letter that Washington’s Chargé d’Affaires, Charisse Phillips, sent on October 15 to the Vice Minister of the Interior Regime, Nelson Cox.
In the note, Phillips requested the “dismantling” of the violent groups, in compliance with the recommendations of the Interdisciplinary Group of Independent Experts (GIEI), in its report on the events of 2019.
“I ask the Government to fully implement the recommendations of the GIEI and guarantee the safety of all human rights defenders,” the letter details.
The Andean Information Network retweeted Ledebur’s letter on Monday night, which was released by the American lawyer Thomas Becker through his social networks.
“This is great: in a letter to the Bolivian Government, the US Government has recognized the danger of parastatal groups such as motorcycle riders and has explicitly requested that they be dismantled as suggested by the GIEI and President Arce,” the publication of Becker. On October 5, Ledebur asked to investigate those involved in the Pandora Papers, so that the illicit flows of money that left the country do not go unpunished.
“We see that there are illicit and undue flows of money coming out of Bolivia, bad money or probably badly invested later. They are all key cases that have to be investigated, there has to be new legislation, there has to be transparency and there cannot be impunity for these serious crimes,” she said then in an interview with the state channel.

La Embajada de Estados Unidos en Bolivia pidió al Gobierno de Luis Arce desmantelar los “grupos paraestatales” que amenazan a los activistas de derechos humanos.
“Ha llegado a mi conocimiento que la Sra. Kathryn Ledebur, activista de derechos humanos y directora de la Red Andina de Información, ha estado recibiendo amenazas a su integridad física por parte de grupos de seguridad paraestatales violentos. Otros estadounidenses también han sido amenazados por su trabajo en derechos humanos”, se lee en una carta que la encargada de Negocios de Washington, Charisse Phillips, envió el 15 de octubre al viceministro de Régimen Interior, Nelson Cox.
En la nota, Phillips solicitó el “desmantelamiento” de los grupos violentos, en cumplimiento de las recomendaciones del Grupo Interdisciplinario de Expertos Independientes (GIEI), en su informe sobre los hechos de 2019.
“Le pido al Gobierno que implemente plenamente las recomendaciones del GIEI y garantice la seguridad de todos los defensores de derechos humanos”, detalla la misiva.
La Red Andina de Información retuiteó la noche del lunes la carta de Ledebur, que divulgó el abogado estadounidense Thomas Becker a través de sus redes sociales.
“Esto es grande: en una carta al Gobierno boliviano, el Gobierno de EEUU ha reconocido el peligro de grupos paraestatales como los motoqueros y ha pedido explícitamente que sean desmantelados como han sugerido el GIEI y el presidente Arce”, se lee en la publicación de Becker. El pasado 5 de octubre, Ledebur pidió investigar a los implicados en los Papeles de Pandora, para que los flujos ilícitos de dinero que salieron del país no queden en la impunidad.
“Vemos que hay flujos ilícitos e indebidos de dinero que sale de Bolivia, dinero mal habido o probablemente mal invertido después. Son todos casos clave que tienen que ser investigados, tiene que haber la nueva legislación, tiene que haber transparencia y no puede haber impunidad para estos delitos graves”, manifestó entonces en entrevista con el canal estatal.
