OEA califica las elecciones de 2019 como una “vergüenza hemisférica”
La Organización de Estados Americanos (OEA) ratificó ayer el contenido de su informe de integridad electoral de 2019, en el que denunció irregularidades dolosas y manipulación que no permitían validar el “triunfo” de Evo Morales. Cuestionó también la pericia informática que realizó un grupo de investigación español para la Fiscalía de Bolivia por sus “profundas deficiencias”. Finalmente, el organismo internacional instó al Estado boliviano a cumplir el compromiso de que la auditoría es vinculante, es decir, que sus conclusiones son de cumplimiento obligatorio para las partes.
En un documento de nueve páginas, la OEA resume las irregularidades más graves de las elecciones de 2019 en Bolivia y refuta las conclusiones del grupo español contratado por la Fiscalía.
En menos de una semana, el Gobierno de Luis Arce recibe el segundo revés de un organismo internacional que desmiente las versiones del MAS de que no hubo fraude electoral y sí un “golpe” de Estado.
El pasado jueves la Unión Europea (UE) rechazó las acusaciones del Gobierno de que habría participado del supuesto “golpe” en 2019.
En la nota de la OEA se califica a los comicios de aquel año como una “vergüenza hemisférica” por el cúmulo de irregularidades y “la manipulación flagrante” del proceso electoral.
Y se arremete contra el informe pericial encargado por la Fiscalía General del Estado de Bolivia a un equipo de investigación en España, que concluye que “no hubo manipulación” de los resultados de los comicios de 2019.
La Secretaría General de OEA aseguró este lunes que intentar validar las irregularidades y manipulaciones supuestamente cometidas durante esas elecciones a través de “estudios extemporáneos” constituye una “grave afrenta” a la democracia.
Pese a criticar el informe pedido por la Fiscalía y señalar que tiene “profundas deficiencias”, la Secretaría General de la OEA reconoce que tiene aciertos como confirmar “los graves hallazgos” de los que ella misma ya alertó en su estudio de 2019 en materia informática y de apuntar que hubo “errores imperdonables”.
Entre esos “graves hallazgos” cita la utilización de dos servidores ajenos a la estructura tecnológica establecida para el sistema de Transmisión de Resultados Electorales Preliminares (TREP).
“El propio informe pericial encargado por la Fiscalía da cuenta de las extremas vulnerabilidades del sistema y de las manipulaciones que tuvieron lugar, señalando que se podía añadir, modificar o eliminar datos sin dejar evidencias”, subrayó la Secretaría General de la OEA.
El Gobierno no respeta el pacto de dar por vinculante el resultado de la pericia
La OEA informó mediante una nota que tomó conocimiento del informe que la Fiscalía encargó a tres miembros de un grupo de investigación de la Universidad de Salamanca, España, y recordó que el Análisis de Integridad Electoral de 2019 se realizó mediante un acuerdo entre el Estado boliviano y el organismo internacional.
“Como lo señala el numeral 6 del Acuerdo entre la Secretaría General de la OEA y el Estado Plurinacional de Bolivia Relativo al Análisis de Integridad Electoral de las Elecciones Generales del 20 de octubre de 2019, el resultado del informe es vinculante para las dos partes. Corresponde lamentar, por tanto, los permanentes intentos de buscar informes alternativos que, además, dejan en evidencia de manera cada vez más contundente la seriedad, profesionalidad y certeza de los informes presentados por la OEA. Por estas razones técnicas y de derecho se insta al Estado boliviano a honrar el acuerdo firmado. Las permanentes violaciones al acuerdo dejan en claro la falta de apego a los compromisos adquiridos en el marco del Sistema Interamericano”, señala la nota de la OEA.
Durante el gobierno del expresidente Evo Morales y la OEA firmaron un acuerdo para la realización de la auditoría integral de las elecciones generales realizadas el pasado 20 de octubre de 2019. Sin embargo, tras las nuevas elecciones y la instauración de un nuevo gobierno, la nueva administración puso en entredicho el carácter vinculante del informe, en cambio se impulsa una investigación de un presunto “golpe de Estado”.
Según la OEA, quedó demostrado “una y otra vez que, por más informes que se contraten”, el informe del Análisis de Integridad Electoral de las Elecciones de Generales del 20 de octubre de 2019 será la referencia fundamental por haber sido el único realizado en tiempo y forma y en el lugar de los hechos.
El MAS sólo validará informe que pidió la Fiscalía
Después de que la Secretaría General de la Organización de Estados Americanos (OEA) ratificó su informe de las elecciones de 2019, el Gobierno, mediante la Cancillería, reivindicó la pericia española que encargó la Fiscalía sobre el caso fraude electoral y advirtió a Luis Almagro que no permitirá “acciones desestabilizadoras”.
“Se ratifica la validez e importancia del peritaje requerido por la Fiscalía General del Estado a la Universidad de Salamanca, realizado dentro de un proceso judicial que soberanamente lleva adelante el Estado boliviano en el marco de su legislación, de carácter controversial, abierto a todo medio probatorio, que resguarda los derechos y garantías entre las partes y que no es cuestionable bajo ningún argumento del señor Almagro”, dice el pronunciamiento de la Cancillería.
La Cancillería aseveró que la auditoría de la OEA “fue realizada sin cumplir con el acuerdo suscrito con el Estado boliviano y terminó siendo un proceso unilateral y parcializado con conclusiones erróneas y forzadas”.
“El Estado boliviano firmó de buena fe un acuerdo con la OEA, y lo cumplió a cabalidad hasta que Luis Almagro lo violentó haciendo declaraciones unilaterales sobre los resultados”, afirma el pronunciamiento del Ministerio de Relaciones Exteriores.
Considera que las declaraciones de Almagro constituyen un acto de injerencia en asuntos internos en la administración de justicia de Bolivia, puesto que se cuestiona un proceso de investigación penal que no está concluida.
La Cancillería anunció que denunciará la conducta de Almagro “ante instancias pertinentes de la organización, sin perjuicio de las responsabilidades personales que puedan establecerse por la gravedad de los hechos”.

The OAS General Secretariat assured this Monday that trying to validate the irregularities and manipulations allegedly committed during those elections through “extemporaneous studies” constitutes a “serious affront” to democracy.
Despite criticizing the report requested by the Office of the Prosecutor and pointing out that it has “profound deficiencies,” the OAS General Secretariat recognizes that it has successes such as confirming “the serious findings” of which it itself already warned in its 2019 study on computer science and to point out that there were “unforgivable mistakes.”
Among those “serious findings” he cites the use of two servers outside the technological structure established for the Preliminary Electoral Results Transmission System (TREP).
“The expert report itself commissioned by the Prosecutor’s Office gives an account of the extreme vulnerabilities of the system and the manipulations that took place, pointing out that data could be added, modified or deleted without leaving any evidence,” stressed the OAS General Secretariat.
The Government does not respect the pact to make the result of the expertise binding
The OAS reported through a note that it took note of the report that the Prosecutor’s Office commissioned three members of a research group from the University of Salamanca, Spain, and recalled that the 2019 Electoral Integrity Analysis was carried out through an agreement between the Bolivian State and the international body.

The permanent violations of the agreement make clear the lack of adherence to the commitments acquired within the framework of the Inter-American System,” says the OAS note.
During the government of former President Evo Morales and the OAS signed an agreement to carry out the comprehensive audit of the general elections held on October 20, 2019. The Foreign Ministry announced that it will denounce Almagro’s conduct “before pertinent instances of the organization, without prejudice to the personal responsibilities that may be established due to the seriousness of the events.”
