El fiscal Juan Lanchipa, de actuación dudosa por su evidente alineamiento con el Movimiento Al Socialismo, decidió dar por cerrado el caso del fraude electoral de 2019 apoyado en un estudio privado que él encargó a tres consultores españoles -dos alumnos y un docente- a quienes entregó la documentación para que le digan que el 20 de octubre de aquel año no hubo fraude.
Es decir, Lanchipa hizo lo mismo que cuando una persona le lleva una tela al sastre y le pide que le tome las medidas para confeccionarle un traje. Naturalmente, el resultado será un traje hecho a medida y del color elegido por el cliente.
Y lo hizo ignorando que el Estado boliviano le pidió formalmente, con la firma del entonces presidente Evo Morales, una auditoría a la Organización de Estados Americanos (OEA) al proceso electoral de 2019, el mismo que la OEA realizó a condición de que sea vinculante, requisito que el Gobierno boliviano aceptó.
Esa auditoría, realizada por expertos internacionales por encargo de una organización internacional de la talla de la OEA y no por particulares estudiantes de informática pagados que entregaron un documento sin ninguna validez legal, constató que el 20 de octubre de 2019 se produjo un fraude electoral que cambió los resultados de la votación en beneficio del candidato Evo Morales.
Por esa misma razón, el candidato-presidente Evo Morales anuló las elecciones, destituyó a los vocales electorales de aquel año y convocó a nuevas elecciones.
Ese es el estudio, el de la OEA, que la Fiscalía debe tomar en cuenta en el proceso, y ningún otro solicitado por encargo.
Entre octubre y noviembre de 2019, en el país se produjo una protesta de millones de personas en todas las ciudades que se rebelaron contra el fraude con tal fuerza, que a Morales no le quedó otra alternativa que renunciar al poder y huir del país. Esos fueron los hechos. No es posible sobrescribir la historia negando lo que ocurrió. Podrá la Fiscalía, alentada por el gobierno del MAS, echar alquitrán sobre la historia, pero no por ello logrará cambiarla.
¿Cuál es el objetivo final de la acción del fiscal Lanchipa al dar por cerrado el caso del fraude electoral? Coincidentemente, el MAS y los vocales electorales procesados en 2019 ven con buenos ojos el estudio de la consultora contratada por la Fiscalía y a la luz de esos resultados anuncian ahora procesos contra los líderes políticos y cívicos que denunciaron y acusaron a personas por el fraude.
Es decir, coincidentemente, todo apunta a que se pretende encarcelar a los líderes políticos de la oposición, como ya lo vienen haciendo con los jefes militares de aquel año, y si según el fiscal no hubo fraude, entonces probablemente darán por válidos los resultados del 20 de octubre de 2019, y con esa nueva “verdad” legalizada, sellada, judicializada, se podría pretender el retorno de Evo Morales al poder, como candidato que según ese juicio habría “ganado” las elecciones en primera vuelta.
En el reino del revés nadie baila con los pies, un ladrón es vigilante y otro es juez, y dos y dos son tres, decía el verso de la poeta argentina María Elena Walsh a mediados del siglo pasado. Muchos años después, Bolivia ha demostrado que aquí también, como en aquella poesía infantil, todo es posible. Así, los que hicieron el fraude pueden aparecer como las víctimas y los que lo denunciaron, como culpables. A su manera, tristemente nuestro país se ha convertido en un reino del revés.
The prosecutor Juan Lanchipa, of doubtful action due to his evident alignment with the Movement Toward Socialism, decided to close the case of the electoral fraud of 2019 supported by a private study that he commissioned three Spanish consultants -two students and a teacher- to whom he handed over the documentation to be told that on October 20 of that year there was no fraud.
That is, Lanchipa did the same as when a person brings a cloth to the tailor and asks him to take the measurements to make a suit for him. Naturally, the result will be a tailor-made suit in the color chosen by the client.
And it did so ignoring that the Bolivian State formally requested, with the signature of then-President Evo Morales, an audit of the Organization of American States (OAS) of the 2019 electoral process, the same that the OAS carried out on condition that it is binding, a requirement that the Bolivian government accepted.
This audit, carried out by international experts commissioned by an international organization of the stature of the OAS and not by paid computer science students who delivered a document without any legal validity, found that on October 20, 2019 there was an electoral fraud that changed the results of the vote to benefit candidate Evo Morales.
For the same reason, the candidate-president Evo Morales annulled the elections, dismissed the electoral members of that year and called new elections.
That is the study, that of the OAS, that the Office of the Prosecutor must take into account in the process, and no other commissioned request.
Between October and November 2019, the country saw a protest by millions of people in all cities who rebelled against fraud with such force that Morales was left with no alternative but to renounce power and flee the country. Those were the facts. History cannot be overwritten by denying what happened. The Prosecutor’s Office, encouraged by the MAS government, may cast tar on history, but it will not be able to change it for that.
What is the ultimate objective of the prosecutor Lanchipa’s action when the electoral fraud case is closed? Coincidentally, the MAS and the electoral officials processed in 2019 welcome the study of the consultant hired by the Prosecutor’s Office and in light of these results they are now announcing processes against political and civic leaders who denounced and accused people of fraud.
That is to say, coincidentally, everything points to the intention to imprison the political leaders of the opposition, as they have already been doing with the military leaders of that year, and if according to the prosecutor there was no fraud, then they will probably consider the results of the October 20, 2019 investigation, valid, and with this new legalized, sealed, prosecuted “truth,” the return of Evo Morales to power could be sought, as a candidate who according to that judgment would have “won” the elections in the first round.
In the upside-down kingdom, no one dances with their feet, one thief is vigilant and another is a judge, and two and two are three, said the verse by the Argentine poet María Elena Walsh in the middle of the last century. Many years later, Bolivia has shown that here too, as in that nursery rhyme, anything is possible. Thus, those who carried out the fraud may appear as the victims and those who denounced it, as the culprits. In its own way, our country has sadly turned into an upside down kingdom.
