The agenda of the people and the government
Bolivia is experiencing the worst of the Covid-19 pandemic. In the last hours, records of deaths and infections have been broken, in the midst of an exasperating shortage of oxygen, collapse of Intensive Care Units (ICU) and speculation of medicines. Therefore, people’s agenda is health.
Despite this, the agenda of the government of Luis Arce and the Movement for Socialism (MAS) continues to be political. The arrest in the US of Arturo Murillo, a former government minister, has fueled the rhetoric of the “coup,” as well as a smokescreen to try to cover up the ravages caused by the pandemic.
After the report of the US Department of Justice, it is clear that Arturo Murillo was corrupt and that, along with his accomplices, he must pay for his misdeeds. Done, matter closed, now let’s get to what really ails people, which is how to get oxygen, how to save loved ones, how to bury them with dignity if they have died, how to get medicine without being assaulted by salespeople.
After dealing with these emergencies, the other issues of great concern have to do with the economic crisis and the deficiencies in the education of children and young people.
Meanwhile, in the parallel country that the ruling party intends to build, there is not a day that the authorities do not take care of persecuting opponents, accusing them of new crimes, conducting raids, presenting new detainees or requesting that such attacks be activated. or what alerts on Interpol. Justice must be done, of course, but without losing sight of the real issue that concerns citizens.
However, that political agenda of the ruling party does not seek to do justice, it is destined to take revenge on the opponents and citizen movements that starred in the popular revolt of 2019 and, of course, erase the electoral fraud detected by the OAS and impose the rhetoric of the “coup.”
If half the time that the Government uses to take revenge on its enemies were used to adequately attend to the pandemic, perhaps we would not be talking today of 115 daily deaths, nor of more than 3,500 cases of Covid-19 for each day. Many lives would be saved if the authorities had taken provisions to provide sufficient oxygen to the country, if a strategy had been developed for the provision of medicines, or if more ICUs had been set up for the patients.
Things would also be different if the warnings that, from these pages and from other areas, were made about the entry of the Brazilian strain had been taken into account. The Government turned a deaf ear in those days in which Brazil was a source of contagion for the region and at our border the temperature was not taken for the entry of people. When the controls were put in place, it was too late.
And, the future would not be so gray if right now the Government would be coordinating actions with mayors and governorships to face this crisis, instead of boycotting the measures taken by the regions. It would be very different if the central level would be committed to the use of chinstraps, not crowding people and preventing infections.
And also things would be different in the future if the Vice Ministry of Communication would be facing a true campaign to promote mass vaccination, as the only hope to overcome this tragedy.
Disinformation about the vaccine, people’s unawareness about biosafety, and the negligence of the authorities are condemning Bolivia to a health catastrophe.
Dying for political issues is extremely serious, as happened in Sacaba and Senkata, where about twenty people perished. But dying due to the negligence of the authorities in the pandemic is also serious and worse if every day we lose more than 100 compatriots, many of them because they did not have access to an oxygen tube, a UTI or did not even manage to reach a hospital. In both cases there must be political responsibilities, although of different kinds.
La agenda de la gente y la del Gobierno
Bolivia está viviendo lo peor de la pandemia de Covid-19. En las últimas horas se han batido récords de muertos y de contagiados, en medio de una desesperante escasez de oxígeno, colapso de Unidades de Terapia Intensiva (UTI) y especulación de medicamentos. Por tanto, la agenda de la gente es la salud.
Pese a eso, la agenda del gobierno de Luis Arce y del Movimiento Al Socialismo (MAS), sigue siendo política. La detención en EEUU de Arturo Murillo, exministro de Gobierno, ha dado gasolina a la retórica del “golpe de Estado”, además de una cortina de humo para tratar de tapar los estragos causados por la pandemia.
Luego del informe del Departamento de Justicia de EEUU, queda claro que Arturo Murillo fue un corrupto y que, junto con sus cómplices, debe pagar por sus fechorías. Listo, asunto cerrado, ahora ocupémonos de lo que verdaderamente le aflige a la gente, que es cómo conseguir oxígeno, cómo salvar a los seres queridos, cómo enterrarlos dignamente si han muerto, cómo conseguir medicamentos sin ser asaltado por los vendedores.
Después de la atención de esas urgencias, los otros temas de gran preocupación tienen que ver con la crisis económica y con las deficiencias en la educación de los niños y los jóvenes.
Entre tanto, en el país paralelo que pretende construir el oficialismo, no hay día en que las autoridades no se ocupen de perseguir a los opositores, de acusarlos de nuevos delitos, de hacer allanamientos, de presentar nuevos detenidos o de pedir que se activen tales o cuales alertas en Interpol. Se debe hacer justicia, claro que sí, pero sin perder de vista cuál es el verdadero tema que preocupa a la ciudadanía.
No obstante, esa agenda política del oficialismo no busca hacer justicia, está destinada a tomar venganza de los opositores y los movimientos ciudadanos que protagonizaron la revuelta popular de 2019 y, por supuesto, borrar el fraude electoral detectado por la OEA e imponer la retórica del “golpe de Estado”.
Si la mitad del tiempo que emplea el Gobierno para vengarse de sus enemigos fuera empleada en atender adecuadamente la pandemia, tal vez no estaríamos hablando hoy de 115 muertos diarios, ni de más de 3.500 casos de Covid-19 por cada jornada. Muchas vidas se estarían salvando si las autoridades hubieran tomado previsiones para proveer de oxígeno suficiente al país, si se hubiera elaborado una estrategia para la dotación de medicamentos, o si se hubieran montado más UTI para los pacientes.
Las cosas también serían diferentes si se hubieran tomando en cuenta las advertencias que, desde estas páginas y desde otros ámbitos, se hicieron sobre el ingreso de la cepa brasileña. El Gobierno hizo oídos sordos en aquellos días en los que Brasil era un foco de contagio para la región y en nuestra frontera no se tomaba ni la temperatura para el ingreso de la gente. Cuando se establecieron los controles, ya era demasiado tarde.
Y, el futuro no sería tan gris si ahora mismo el Gobierno estaría coordinando acciones con alcaldías y gobernaciones para encarar esta crisis, en vez de boicotear las medidas que tomaron las regiones. Muy diferente sería si el nivel central estaría comprometido con el uso de barbijos, con la no aglomeración de personas y con la prevención de los contagios.
Y también las cosas serían diferentes a futuro si el Viceministerio de Comunicación estaría encarando una verdadera campaña para promover la vacunación masiva, como única esperanza para vencer esta tragedia.
La desinformación sobre la vacuna, la inconsciencia de la gente sobre la bioseguridad, y la negligencia de las autoridades están condenando a Bolivia a sufrir una catástrofe sanitaria.
Morir por asuntos políticos es gravísimo, como ocurrió en Sacaba y Senkata, donde perecieron una veintena de personas. Pero, morir por negligencia de las autoridades en la pandemia también es grave y peor si cada día perdemos a más de 100 compatriotas, muchos de ellos porque no tuvieron acceso a un tubo de oxígeno, a una UTI o ni siquiera lograron llegar a un hospital. En ambos casos tiene que haber responsabilidades políticas, aunque de diferente tipo.
