I don’t want dialogue
Citizen Community and Carlos Mesa presented last Monday a proposal “for peace and reconciliation” in the country. In its first point, the proposal asks “without renouncing our interpretation of the facts and in homage to the greater good of the country, to overcome the polarization generated by the antagonistic speeches between electoral fraud and the coup d’état …” Similarly, the Permanent Assembly of Human Rights of Bolivia, chaired by Amparo Carvajal, called last Thursday for the setting up of discussion tables between the MAS, the opposition parties and civil society. To these requests are added several columns in various newspapers warning about the polarization “pititas vs. masistas” and asking for understanding and convergence towards the center.
Well, those who want to talk over a coffee with the government will dislike it, but this humble columnist does not adhere to their requests. I do not want dialogue with the MAS. I prefer polarization. Yes, I prefer polarization a thousand times.
Martin Buber, an Austro-Israeli philosopher who dedicated a good part of his life to studying the philosophical principles of dialogue, said that this is a relationship necessarily based on respect and mutual trust. According to Buber, sitting down to chat with someone in good faith implies recognizing a minimum level of honesty in the other. This builds trust, respect for one’s word and the possibility of reaching effective compromises that solve problems.
But can anyone trust the MAS? Can anyone have respect for his word? Is it conceivable to think that a commitment made by the MAS would be respected? Have they not given us systematic evidence for more than 14 years that they have no interest in protecting democracy and are only interested in the power to fill themselves with money and use justice at will? Is a dialogue with the MAS possible as Buber understood it?
No, a dialogue with the MAS is not possible because the MAS is not a valid interlocutor. And if it is necessary to list again the string of crimes committed during the government of Evo Morales (Chaparina, Hotel Las Américas, the siege instruction so that no food enters, etc.), the judicial persecution and arbitrary arrests (the former president Añez is a emblematic case but the victims of the MAS judicial abuse fill long lists), the scandalous cases of corruption (Indigenous Fund, ENTEL, Banco Unión, YPFB and other public companies just to mention a few), the evident links with drug trafficking and Cuban and Venezuelan dictatorships, and the humongous contempt for democratic rules (constitutional reforms at will, 21F, fraud in the 2019 elections, etc.), as it will have to be done over and over again so that no one will forget it.
Is that I can not, Mr. Mesa, the electoral fraud and the rhetoric of the coup are not “interpretations of the facts” that should be kept in the same bag and put aside. As you know first-hand, the 2019 electoral fraud is not a “speech” but an evidence. It’s the truth. This is what happened and it has been demonstrated ad nauseam. On the other hand, coup rhetoric is not an “interpretation” but a vile lie. If dialogue with the MAS requires putting aside the truth and not denouncing the “interpretations” that this party makes, because the dialogue is not such and the conclusion has already been said before one sits at the table. If we talk with the MAS accepting its legitimacy, the country loses before the initial whistle.
No, there is no dialogue with the MAS, there is no argument with the MAS. The MAS is to be denounced because moving towards the construction of a true country requires the denunciation of what is immoral. MAS is defeated with ideas, with courage, speaking loudly and without fuss. But it is defeated, above all, by delegitimizing it as an interlocutor. And no, that it got 55% of the votes does not validate its abuse, its lies, its racism, its violence and its cowardice. Some of the worst dictatorships in history also won elections by the widest margin.
Nobody is amused by a polarized country. It is not ideal, I know, but in this case it is better than the alternative. This is not a fight for economic ideas or public policy. It is not about talking or not about the participation of the State in the economy, the privatization of companies or the necessary reforms for education and health. This is deeper. It is about not allowing a totalitarian cancer to lead us to a regime like the Venezuelan or Cuban and lose the future.

Yo no quiero diálogo
Comunidad Ciudadana y Carlos Mesa presentaron el lunes pasado una propuesta “para la paz y reconciliación” del país. En su primer punto, la propuesta pide “sin renunciar a nuestra interpretación de los hechos y en homenaje al bien mayor de la patria, superar la polarización que generan los discursos antagónicos entre fraude electoral y golpe de Estado…”. De forma similar, la Asamblea Permanente de Derechos Humanos de Bolivia, presidida por Amparo Carvajal, llamó el jueves pasado a que se instalen mesas de diálogo entre el MAS, los partidos de oposición y la sociedad civil. A estos pedidos se suman varias columnas en diversos periódicos alertando sobre la polarización “pititas vs. masistas” y pidiendo entendimiento y convergencia hacia el centro.
Pues les caerá mal a los que quieran dialogar tomando un cafecito con el gobierno, pero este humilde columnista no se adhiere a sus pedidos. Yo no quiero diálogo con el MAS. Prefiero la polarización. Sí, prefiero mil veces la polarización.
Decía Martin Buber, filósofo austro-israelí que dedicó buena parte de su vida a estudiar los principios filosóficos del diálogo, que éste es una relación necesariamente basada en el respeto y la confianza mutua. De acuerdo a Buber, sentarse a charlar con alguien de buena fe implica reconocer en el otro un nivel mínimo de honestidad. Esto genera confianza, respeto a la palabra empeñada y la posibilidad de llegar a compromisos efectivos que resuelvan problemas.
Pero, ¿puede acaso alguien confiar en el MAS? ¿Puede alguien tenerle respeto a su palabra? ¿Es concebible pensar que un compromiso asumido por el MAS sería respetado? ¿No nos han dado muestras sistemáticas por más de 14 años de que no tienen ningún interés en proteger la democracia y solo les interesa el poder para llenarse de plata y usar la justicia a su antojo? ¿Es posible un diálogo con el MAS como lo entendía Buber?
No, un diálogo con el MAS no es posible porque el MAS no es un interlocutor válido. Y si hay que listar nuevamente la sarta de crímenes cometidos durante el gobierno de Evo Morales (Chaparina, Hotel Las Américas, la instrucción de cerco para que no entre comida, etcétera), la persecución judicial y las detenciones arbitrarias (la expresidenta Añez es un caso emblemático pero las víctimas del abuso judicial del MAS llenan largas listas), los escandalosos casos de corrupción (Fondo Indígena, ENTEL, Banco Unión, YPFB y demás empresas públicas solo por mencionar algunos), los vínculos evidentes con el narcotráfico y con las dictaduras cubana y venezolana, y el desprecio olímpico por las reglas democráticas (reformas constitucionales a su antojo, 21F, fraude en las elecciones de 2019, etcétera), pues habrá que hacerlo una y otra vez para que a nadie se le olvide.
Es que no, señor Mesa, el fraude electoral y la retórica del golpe de Estado no son “interpretaciones de los hechos” que deben guardarse en la misma bolsa y dejarse de lado. Como usted sabe de primera mano, el fraude electoral de 2019 no es un “discurso” sino una evidencia. Es la verdad. Es lo que pasó y ha sido demostrado hasta el cansancio. Por otro lado, la retórica de golpe de Estado no es una “interpretación” sino una vil mentira. Si dialogar con el MAS requiere dejar a un lado la verdad y no denunciar las “interpretaciones” que hace este partido, pues el diálogo no es tal y la conclusión ya está dicha antes de que uno se siente a la mesa. Si conversamos con el MAS aceptando su legitimidad, el país pierde antes del pitazo inicial.
No, con el MAS no se dialoga, con el MAS no se argumenta. Al MAS se lo denuncia porque avanzar hacia la construcción de un verdadero país requiere la denuncia de lo inmoral. Al MAS se lo derrota con ideas, con valentía, hablando fuerte y sin remilgos. Pero se lo derrota, sobre todo, deslegitimándolo como interlocutor. Y no, que haya sacado 55% de los votos no valida su abuso, su mentira, su racismo, su violencia y su cobardía. Algunas de las peores dictaduras de la historia también ganaron elecciones por amplísimo margen.
A nadie le hace gracia un país polarizado. No es lo ideal, lo sé, pero en este caso es mejor que la alternativa. Esta no es una pelea por ideas económicas o de políticas públicas. No se trata de dialogar o no sobre la participación del Estado en la economía, la privatización de empresas o las reformas necesarias para educación y salud. Esto es más profundo. Se trata de no permitir que un cáncer totalitario nos lleve a un régimen como el venezolano o el cubano y perdamos el futuro.
