It is clear to all citizens that these elections are crucial for two reasons: if the MAS wins, we will have an authoritarian government for many years, and if the MAS wins, the first thing it will do is to radicalize its dictatorial nature and wipe out every vestige of opposition. This does not need much intelligence, it is the product of our experience, not in vain did we see them do what they wanted for 14 years. The situation raises a very clear dilemma: either we beat him or we prepare for the worst.

There are moments in history when “the greater good” prevails despite our disagreements and disagreements, and that is exactly the moment in which we live. Nor is it about voting to vote, we must vote for the candidacy that is capable of containing the darkest forces in the modern history of the country, embodied in the MAS candidate Luis Arce Catacora, who is actually the cover-up of the one who really commands in that party: Evo Morales.

Of all the candidacies, there are three that have a vote contingent equivalent to 68% of the total qualified. The MAS with 30.6%, the Mesa Citizen Community with 24.7% and Creemos from Camacho with 12.7%. The first two cover the entire country, Camacho is basically a local option.

The MAS candidate embodies the forces that pulverized democratic institutions and installed in the country the most immoral and corrupt regime in national republican history. They trampled from the Constitution that they approved in a barracks, to the national banners that appeared on the doors of a brothel. His boss has accusations that in any normal situation would have led to his immediate imprisonment, however, in 14 years they tamed the national conscience and transformed the permeable, flexible, incredulous and to a certain extent submissive citizen morals. That is the option that Luis Arce Catacora represents on behalf of Morales.

It is not only that billions of Bolivians were stolen and all the powers of the State were corrupted; it is that they mortally wounded citizen morale. After Evo Morales, the magnitude of the crimes, femicides, drug addiction and criminality that we see today should not surprise us; we are reaping what the masistas did on a daily basis from the highest seats of the State.

The second option, Carlos Mesa, embodies the figure of a dignitary of State. Doubts and uncertainty can be attributed to him that are easy to believe if the context in which they occurred was not known, but beyond this, the poise of his personality, the experience, the honesty and the civic morality that accompany him would be, by themselves, the best reason to block the onslaught of the corrupt and immoral who want to return to power with Evo behind the scenes and Arce Catacora as the bishop of evil.

When we compare the two dominant figures of the last five years, the masismo and Carlos Mesa, it does not take much science to know why Mesa won the elections last October, despite the fact that the masismo controlled practically the entire state apparatus; the reason was simple. Bolivians get tired of a dictator without morals, without religion, without principles, with no other attribute than pathological egomania. Mesa, on the other hand, is presented as the antithesis of all these evils, to which is added his intellectual capacity and his equanimity of judgment when judging the course of history.

It is not a question of choosing between one discourse and another, it is a question of choosing between the possibility of rebuilding a country devastated by immorality, corruption and hatred, and another that will try to rebuild a country from the bases of its civic morality and the rule of law.

Camacho is presented as a local Santa Cruz option. A brave man who has understood that he is in his quarter of an hour and that with his citizen participation he could easily achieve national leadership in normal times, the downside is that they are not normal times. We are in the greatest and most dangerous national emergency. We must choose between being ruled by an army of immoral corrupt people, or by a man of proven morality and ability.

It is now impossible that Camacho (unless he makes really serious mistakes) can abandon the position of Santa Cruz leader, however, that leadership can be seriously damaged if a wrong reading of the situation, a short-term immediate look, transforms it into the facilitator of the return of the masismo. Camacho has the future ahead of him, if he has not understood that this future is just beginning, he has not understood the privileged position that history gives him. If a wrong vision ends up frustrating the democratic aspirations of 70% of the citizenry, much earlier than expected, it will have reached the same level as the masismo. Far from what Bolivians expect of him.

Está claro para todos los ciudadanos que estas elecciones son cruciales por dos motivos: si gana el MAS tendremos por muchos años un gobierno autoritario, y si gana el MAS, lo primero que hará será radicalizar su naturaleza dictatorial y arrasará con todo vestigio de oposición. Esto no necesita de mucha inteligencia, es el producto de nuestra experiencia, no en vano los vimos hacer lo que les venía en gana durante 14 años. La situación plantea una disyuntiva muy clara: o le ganamos o nos preparamos para lo peor.

Hay momentos en la historia en que “el bien mayor” se impone a pesar de nuestras desavenencias y desacuerdos, y ese es exactamente el momento en que vivimos. Tampoco se trata de votar por votar, debemos votar por aquella candidatura que sea capaz de contener las fuerzas más oscuras de la historia moderna del país, encarnadas en el candidato del MAS Luis Arce Catacora, que es en realidad la pantalla del que en verdad manda en ese partido: Evo Morales.

De todas las candidaturas hay tres que tienen un contingente de votos equivalente al 68% del total habilitado. El MAS con 30,6%, Comunidad Ciudadana de Mesa con 24,7% y Creemos de Camacho con 12,7%. Los dos primeros cubren el país completo, Camacho es una opción básicamente local. 

El candidato del MAS encarna las fuerzas que pulverizaron la institucionalidad democrática e instalaron en el país el régimen más inmoral y corrupto de la historia republicana nacional. Pisotearon desde la Constitución que aprobaron en un cuartel, hasta las enseñas nacionales que aparecieron en puertas de un prostíbulo. Su jefe tiene acusaciones que en cualquier situación normal habrían ocasionado su encarcelamiento inmediato, empero, en 14 años domaron la consciencia nacional y transformaron la moral ciudadana permeable, flexible, incrédula y hasta cierto punto sumisa. Esa es la opción que representa Luis Arce Catacora en nombre de Morales.

No se trata solamente de que se robaron miles de millones de bolivianos y corrompieron todos los poderes del Estado; se trata de que hirieron de muerte la moral ciudadana. No debiera extrañarnos después de Evo Morales la magnitud de los crímenes, feminicidios, drogadicción y criminalidad que hoy vemos; estamos cosechando lo que desde los más altos sitiales del Estado hacinan los masistas cotidianamente.

La segunda opción, Carlos Mesa, encarna la figura de un dignatario de Estado. Se le pueden atribuir dudas y dubitaciones que resultan fáciles de creerse si no se conociera el contexto en que éstas se dieron, pero más allá de esto, el aplomo de su personalidad, la experiencia, la honestidad y la moral ciudadana que lo acompañan sería, por si solas, la mejor razón para cerrarle el paso al embate de los corruptos e inmorales que pretenden volver al poder con Evo detrás de bambalinas y Arce Catacora como alfil del mal.

Cuando comparamos las dos figuras dominantes del último lustro, el masismo y  Carlos Mesa, no se requiere mucha ciencia para saber por qué Mesa le ganó las elecciones en octubre pasado, pese a que el masismo controlaba prácticamente todo el aparato de Estado; la razón era simple, los bolivianos nos cansamos de un dictador sin moral, sin religión, sin principios, sin más atributo que una egomanía patológica. Mesa, en cambio, se presenta como la antítesis de todos estos males, a lo que se suma su capacidad intelectual y su ecuanimidad de juicio a la hora de juzgar el curso de la historia.

No se trata pues de escoger entre un discurso y otro, se trata de escoger entre la posibilidad de reconstruir un país devastado por la inmoralidad, la corrupción y el odio, por otro que intentará reconstruir un país desde las bases de su moral ciudadana y el imperio de la ley.

Camacho se presenta como una opción local cruceña. Un hombre valiente que ha comprendido que está en su cuarto de hora y que con su participación ciudadana podría fácilmente alcanzar un liderazgo nacional en tiempos normales, el inconveniente es que no son tiempos normales. Estamos en la mayor y más peligrosa emergencia nacional. Debemos escoger entre ser gobernados por un ejército de corruptos inmorales, o por un hombre de moral y capacidad probada.

Es ya imposible que Camacho (a no ser que cometa errores realmente graves) pueda abandonar el sitial de líder cruceño, empero, ese liderazgo puede verse gravemente dañado si una lectura equivocada de la coyuntura, una mirada inmediatista de corto plazo, lo transforma en el facilitador del retorno del masismo. Camacho tiene el futuro por delante, si no ha comprendido que ese futuro apenas está empezando, no ha comprendido el privilegiado sitial que le otorga la historia. Si una visión equivocada termina frustrando las aspiraciones democráticas del 70% de la ciudadanía, mucho antes de lo esperado, se habrá puesto a la misma altura del masismo. Muy lejos de lo que los bolivianos esperamos de él.
