Oil collectors
It will be difficult to forget that, in this electoral campaign, candidate Luis Arce Catacora announced that, from the government, he would collect the used edible oil from the families to recycle it and thus, in five years, prevent Bolivia from importing diesel.
Some state-owned company of instantaneous creation would take care of collecting the oil from the frying, recycling it and then converting it into diesel, which, at this moment, would save about 900 million dollars that represent imports.
The issue is highly topical, because at this time YPFB cannot guarantee the normal supply of diesel, which has provoked protests from farmers and industrialists who use that fuel.
The expert Francesco Zaratti understood that Arce’s proposal was a joke and decided to propose, through a tweet, that, in addition, the Bolivian State, in the Arce government, take care of collecting the vinegar that remains in the families’ salads to make some other fuel.
Many of this caliber of absurdity could be mentioned. But the question remains of how could a character with such poor criteria have remained as minister for thirteen years. The answer may be that it was a government of people with very few enlightenment, so few that he was considered enlightened.
Now it is clear that Mr. Arce Catacora was in the position of Minister of Economy for thirteen years and has serious deficiencies in his ability to imagine projects for the national economy.
It had been easy for him, too easy, to approve from the position of minister that billions of dollars be destined for ill-conceived projects, such as the Bulo Bulo plant, which cost 930 million and cannot function because it is uneconomic, or the separator of Yacuiba, which cost 700 million and is unused because there is no gas, and many other jewels.
Perhaps out of inertia, Arce now comes to propose to the country the absurd idea of solving the diesel shortage and, incidentally, advancing industrialization, recycling the edible oil from Bolivian homes.
If you are going to set up a urea plant, which was supposed to export all its production, in the center of the country, next to the coca leaf plantations of Chapare, far from the borders, what difference does it make to propose the absurdity of recycling used edible oil.
Overall, what this former minister did was to approve such absurd or more projects, thought only with the idea of the commissions that suppliers would pay, and now perhaps his idea is the same, because in some cauldrons the oils must be recycled.
That was the level of the Morales government ministers. To cry.

Será difícil olvidar que, en esta campaña electoral, el candidato Luis Arce Catacora anunció que, desde el gobierno, él haría recolectar el aceite comestible usado de las familias para reciclarlo y de esa manera, en cinco años, evitar que Bolivia importe diesel.
Alguna empresa estatal de creación instantánea se ocuparía de recolectar el aceite de las frituras, reciclarlo y luego convertirlo en diesel, lo que, en este momento permitiría ahorrar unos 900 millones de dólares que representan las importaciones.
El tema es de dramática actualidad, porque en este momento YPFB no puede garantizar la provisión normal de diesel, lo que ha provocado protestas de los agricultores e industriales que usan ese combustible.
El experto Francesco Zaratti entendió que la propuesta de Arce era un chiste y decidió proponer, mediante un tuit, que, además, el Estado boliviano, en el gobierno de Arce, se ocupe de recolectar el vinagre que quedara en las ensaladas de las familias para fabricar algún otro combustible.
De este calibre de absurdos se podría mencionar muchos. Pero queda la pregunta de cómo pudo, un personaje con esa pobreza de criterio, haber permanecido trece años como ministro. La respuesta quizá esté en que se trataba de un gobierno de gente con muy pocas luces, tan pocas que él era considerado un iluminado.
Ahora quedó claro que el señor Arce Catacora estuvo en el cargo de ministro de Economía durante trece años y tiene graves deficiencias en su capacidad de imaginar proyectos para la economía nacional.
Le había resultado fácil, demasiado fácil, aprobar desde el cargo de ministro que sean destinados miles de millones de dólares para proyectos mal concebidos, como la planta de Bulo Bulo, que costó 930 millones y no puede funcionar porque es antieconómica, o la separadora de Yacuiba, que costó 700 millones y está sin uso porque no hay gas, y muchas otras joyas más.
Quizá por inercia, Arce ahora viene a proponer al país la absurda idea de resolver la escasez de diesel y, de paso, avanzar en la industrialización, reciclando el aceite comestible de los hogares de los bolivianos.
Si vas a poner una planta de urea, que debía exportar toda su producción, en el centro del país, junto a los cocales de Chapare, lejos de las fronteras, qué más da proponer el absurdo de reciclar el aceite comestible usado.
Total, lo que hizo este exministro fue aprobar proyectos tan absurdos o más, pensados sólo con la idea de las comisiones que pagarían los proveedores, y ahora quizá su idea sea la misma, porque en algunos calderos se deberá reciclar los aceites.
Ese era el nivel de los ministros del gobierno de Morales. Para llorar.
