La Razon: Vice-chancellor of the Foreign Affairs Ministry, Juan Carlos Alurralde has reported that the terms of the document to restore diplomaric relations with the USA is long done. Alurralde, after three years of back and forth drafts, said it is because of the American bureaucracy. Bolivian Chancellor, David Choquehuanca back in August 27th said the bilateral document was done.
