From online purchases to payments abroad: restored functions of debit cards

The government enabled the use of cards for international and digital transactions. The measure sets a base amount of $500 and aims to normalize users’ transactions.

With the new government provision, announced Monday morning, debit cards once again become a key tool for making payments both inside and outside the country, after several months of restrictions that limited their use, especially in international transactions.

From now on, users will be able to make purchases in international online stores, acquire products on e-commerce platforms, and pay for digital services such as cloud storage, professional software, educational platforms, or online entertainment services. This includes monthly subscriptions, one-time payments, or app top-ups. Likewise, debit cards are once again valid for making payments abroad, allowing users to cover travel expenses such as hotel reservations, restaurant spending, transportation, retail purchases, and tourism services.

Another aspect is the possibility of making payments related to education and healthcare abroad, such as tuition, courses, training programs, medical consultations, or specialized treatments, which previously faced difficulties due to the restrictions.

The Minister of Economy, Gabriel Espinoza, specified that a base amount of up to $500 per month has been enabled for international transactions with debit cards. However, this limit may be increased depending on the availability of foreign currency and the policies of each banking institution. All transactions will be carried out under the reference exchange rate established by the Central Bank of Bolivia, which is updated daily and will serve as the benchmark for the cost of each operation.

Although the measure significantly expands the use of cards, amounts above the base limit will be subject to bank evaluation, meaning not all users will automatically have access to higher limits.

With this flexibilization, the government seeks to reactivate access to the global digital economy, enabling everything from small online purchases to more complex payments abroad, in a context aimed at restoring normalcy in the financial system.
