Minister of Economy Proposes “National Agreement” for the Economy

Minister Espinoza believes that the public sector is facing a widespread liquidity crisis. The country has lost technical human capital, eroded regulatory institutions, and allowed strategic projects to age without generating replacements.

Bolivia needs a basic economic pact that everyone respects. An agreement that establishes that no one is above the law—not the State, nor companies, nor politicians. One that fully guarantees private property and the fulfillment of contracts,” stated Minister of Economy José Gabriel Espinoza in an opinion piece published in a digital media outlet.

Along the same lines, according to the minister, the proposal seeks to prohibit arbitrary use of state economic power, ensure fiscal discipline, maintain budgetary transparency, and have an independent Central Bank.

The national authority explained that the diagnosis is harsh and should not be softened. The minister was explicit in stating, “There are no dollars, but there are no bolivianos either. The public sector is facing a widespread liquidity crisis. The country has lost technical human capital, eroded regulatory institutions, and allowed strategic projects to age without generating replacements.”

He added, “there is a distorted price structure that exhausted our resources in the name of false stability, and one figure that should be the center of all concern,” and explained that his reconstruction proposal rests on three main pillars: encouraging international trade integration to attract capital, increasing production, and recovering competitiveness.

Additionally, he emphasizes institutional trust: strengthening legal certainty, ensuring contracts are respected, and maintaining stability in fiscal and monetary rules.
And joint construction: a real pact with entrepreneurs, workers, and the State, based on measurable and lasting commitments.
