A candidacy to defeat MAS in 2025

The obvious goal of an opposition candidacy in Bolivia is to defeat the Movement for Socialism (MAS) in the general election of 2025. I believe that this can be possible if several basic conditions are met, or at least a majority of them.

The first condition of my proposal would be to build a candidacy that captures the imagination, enthusiasm, and hopes of the electorate. Ideally, this should be a fresh candidacy, with clear chances of winning, and also of governing efficiently and honestly.

The second is to represent the majority of the national electorate. A candidacy that can represent both the eastern and western regions of Bolivia and be the natural bridge between the two.

The third condition would be to present the electorate with an electoral platform or proposal that is clearly alternative, viable, realistic, and opposed to the economic and political model of MAS. Indeed, it must be absolutely contrary to moving the country towards Socialism. A proposal based on freedom, equity, and fraternity among Bolivians.

The fourth condition is to break the traditional barrier of exclusive political participation only by “politicians” and parties, and open it to the citizenry. Politics is practiced by all, even those who do not participate or vote, because those are already political choices by default, which have real consequences. This would be “bottom-up openness”.

The fifth condition would be the access and right of every Bolivian citizen to present their candidacy for the Executive or Legislative branch without the need to be a member of any political party or association. This would be “top-down openness”.

The sixth condition would be that the selection of candidates for the Presidency, Senate, and Chamber of Deputies be open and democratic. For this, it is necessary for the different opposition candidacies to be subjected to the election by non-MAS affiliated citizens in “Open Opposition Primaries” (PAO).

This absolutely replaces the traditional practice of closed-door agreements between politicians and parties which lead to the hoarding of public administration, distribution of privileges, and access to murky financing.

The opposition’s electoral platform or program should propose a free market economy, respect for property, and a return to the Rule of Law through judicial reform that eliminates direct voting for magistrates, among others, and an open development model based on free trade that privileges technological innovation and entrepreneurship.

Likewise, this program should guarantee the functioning of a State in which the Government is strong, efficient, honest, and small. As I have said before, the Government is an “agent” that must serve the citizen, its main client, whom it must obey and serve. And not the other way around, as is currently the case.

It is highly necessary for the opposition to present a united front in the 2025 elections, with backing and legitimacy granted by victory in the PAOs to be held in the current term, prior to the restricted primaries, as stipulated by law.

Aspirants to executive and parliamentary positions should be scrutinized and enabled by a kind of “Citizens’ Electoral Council of the Opposition”, and in my opinion, candidates should meet the following minimum requirements, in addition to those required by law, with the exception of those currently in force that violate human rights:

For President:

a) University education degree; minimum of ten years of professional experience; preferably in executive positions in the public, private sectors, or in leadership roles in academic or non-governmental organizations.b) Impeccable personal background free from political defection, proven acts of corruption, or conduct contrary to public morality.c) No political affiliation with MAS, socialist militancy, anti-democratic, autocratic, collectivist, or theocratic tendencies.

For Parliamentarian:

a) High school education degree, preferably university degree; experience in political activism or causes of public interest such as the environment, citizen rights, civil rights, human rights, free expression, libertarianism, and conscientious objection.b) Same as for President.c) Same as for President.
