Civil society organizations met yesterday in a virtual hearing with the Inter-American Commission on Human Rights (IACHR) to expose human rights violations in the government of President Luis Arce Catacora and at the conclusion of the meeting they requested a visit from experts such as the one that was sent to investigate the political crisis of 2019.
Manuel Morales, representative of the National Committee for Democracy (Conade), was one of the participants of the 23 Bolivian organizations in the virtual audience with Julissa Mantilla, president of the IACHR and reported that the opening of an investigation or a GIEI-II was requested, concentrated in the government of Arce.
The Interdisciplinary Group of Independent Experts (GIEI) for Bolivia investigated violations of human rights and violence during the political crisis in Bolivia in 2019; however, during the current presidential term there have been violations of rights by the State that require direct observation.
“We have requested that a GIEI II investigation be opened to the Arce government, although Rapporteur Joel Hernández maintained that there is monitoring of the GIEI report, we want to disassociate ourselves from the 2019 GIEI, we propose that another investigation process be opened to the government of Arce” he specified in an interview with Brújula Digital.
The request took the president of the IACHR by surprise because the report presented precisely details the attacks on the press, the violation of human rights in the peaceful protests in Santa Cruz, political prisoners, violation of the rights of indigenous peoples and attacks on rights defenders.
Civil society organizations also requested the formation of a truth commission that covers from 2006 to now to establish memory, truth and reparation.
Among the events that remained in impunity are the deaths in Caranavi, Apolo, Hotel Las Américas, Calancha and others.
They also requested an “in loquo” or face-to-face visit from an IACHR commission and that this body ask the Government to report on the deaths of Marco Antonio Aramayo, former director of the former Indigenous Fund and who died in prison harassed by a hundred legal processes; of Erwin Chávez, the citizen who was shot with tear gas during the recent protests in Santa Cruz and that of the San Luis Potosí civic leader Juan Carlos Manuel, who lost his life in hiding and without medical attention.
Among the organizations that participated are Conade, the Permanent Assembly of Human Rights, the National Association of the Press, Organic Conamaq, Observatory of Human Rights and Justice, Association of Relatives of Political Prisoners, Potosi Civic Committee, deputies and others.

Las organizaciones de la sociedad civil se reunieron ayer en una audiencia virtual con la Comisión Interamericana de Derechos Humanos (CIDH) para exponer las violaciones a los derechos humanos en el gobierno del presidente Luis Arce Catacora y a la conclusión del encuentro solicitaron una visita de expertos como la que se envió para investigar la crisis política de 2019.
Manuel Morales, representante del Comité Nacional de la Democracia (Conade), fue uno de los participantes de las 23 organizaciones bolivianas en la audiencia virtual con Julissa Mantilla, presidenta de la CIDH e informó que se pidió la apertura de una investigación o un GIEI-II, concentrado en el gobierno de Arce.
El Grupo Interdisciplinario de Expertos Independientes (GIEI) para Bolivia investigó las vulneraciones a los derechos humanos y violencia durante la crisis política en Bolivia en 2019; sin embargo, durante el actual mandato presidencial se han registrado vulneraciones a los derechos de parte del Estado que requieren una observación directa.
“Hemos solicitado que se abra una investigación de un GIEI II al gobierno de Arce, aunque el Relator Joel Hernández sostuvo que hay un monitoreo al informe del GIEI, queremos desanclarnos del GIEI de 2019, planteamos que se abra otro proceso de investigación al gobierno de Arce” precisó en entrevista con Brújula Digital.
La solicitud tomó de sorpresa a la presidenta de la CIDH porque en el informe presentado se detalla de manera precisa las agresiones a la prensa, la violación de derechos humanos en las protestas pacíficas en Santa Cruz, presos políticos, violación a los derechos de pueblos indígenas y ataque a defensores de derechos.
Las organizaciones de la sociedad civil también solicitaron la conformación de una comisión de la verdad que abarque desde 2006 hasta ahora para establecer memoria, verdad y reparación.
Entre los hechos que quedaron en la impunidad se registran las muertes en Caranavi, Apolo, hotel Las Américas, Calancha y otros.
Asimismo solicitaron una visita “in loquo” o presencial de una comisión de la CIDH y que este organismo pida al Gobierno informe sobre las muertes de Marco Antonio Aramayo, exdirector del exFondo Indígena y que falleció en prisión atosigado de un centenar de procesos legales; de Erwin Chávez, el ciudadano que recibió el disparo de un gas lacrimógeno en las recientes protestas en Santa Cruz y la del dirigente cívico potosino Juan Carlos Manuel, quien perdió la vida en la clandestinidad y sin atención médica.
Entre las organizaciones que participaron están el Conade, la Asamblea Permanente de Derechos Humanos, la Asociación Nacional de la Prensa, Conamaq orgánico, Observatorio de Derechos Humanos y Justicia, Asociación de Familiares de Presos Políticos, Comité Cívico Potosinista, diputados y otros.
