More callous procrastination with Santa Cruz
There is a double standard that the national government is now showing by shortening, at least in appearance, the deadlines for delivery of the census results while the ruling party delays and hinders the treatment of the law in the Legislative Assembly.
Yes, we already know the answer by heart: ‘They are independent powers of the State’. In theory yes, but in fact that has been over for many years: When the Government wants, it is capable of promoting the approval of a law from the stage of reception of the project until its promulgation by the Executive in 24 hours. They have done it more than once and they might as well do it now.
So it is not credible that “we complied by sending the project to the Assembly, and now it is in the hands of the Legislature, where we have nothing to do.” If there is real political will to resolve once and for all this conflict that implies an indefinite strike in Santa Cruz that has already lasted 28 days, the Government and its parliamentarians should give a quick treatment, through the expedited route, to guarantee that what is said verbally will be signed into law.
All this procedure should not be necessary, but in this case it is fully justified because it is the Government that has lost the virtue of credibility: they no longer believe it and that is why it is preferred to have the guarantee of a law.
Continuing to delay the solution seems like a provocation to Santa Cruz, knowing that the indefinite strike has already been going on for almost a month. This region needs to get back to normal, to work and produce, and people want to return to that routine, but they can’t do it for nothing, much less after so many days of sacrifice.
The national authorities would have to ask themselves if the long delays that they themselves caused with those unproductive working groups formed to support the government’s idea of carrying out the census in 2024 were not enough. How much longer do they expect to prolong this conflict?
In this context, the erratic strategy of the Minister of Planning, Sergio Cusicanqui, of changing the delivery dates of the results as events unfold, confirm that this issue of the dates was never a technical issue, but rather a political one, and does not contribute, therefore, to find a definitive way out of these days of tension and paralysis.
Just as the unfortunate expressions of the Vice Chancellor of the Gabriel René Moreno University (Uagrm), Reinerio Vargas, of threatening to make public a list with names and surnames of those who are allegedly ‘betraying Santa Cruz and the University’, in a new March that will take place this Friday.
Is the same University that in this conflict has become a reference of depoliticization, good sense and science, the same University that is now going to be a kind of modern inquisitor that will make lists of those they consider traitors?
How different is that communiqué from the Uagrm from the balanced and serene expressions of its rector, Vicente Cuéllar, who in a discreet way and distant from any search for protagonism, has led the Inter-institutional Committee to here with success and without fanfare to promote a timely and transparent census.
Más dilación insensible con Santa Cruz
Hay una doble moral que ahora muestra el Gobierno nacional al acortar, por lo menos en apariencia, los plazos de entrega de los resultados del censo a la vez que el partido gobernante dilata y pone trabas al tratamiento de la ley en la Asamblea Legislativa.
Sí, ya conocemos la respuesta de memoria: ‘Son poderes del Estado independientes’. En teoría sí, pero en los hechos eso se ha acabado hace muchos años: Cuando quiere el Gobierno es capaz de impulsar la aprobación de una ley desde la etapa de recepción del proyecto hasta su promulgación por el Ejecutivo en 24 horas. Lo ha hecho más de una vez y también podría hacerlo ahora.
De manera que no es creíble aquello de que ‘nosotros cumplimos enviando el proyecto a la Asamblea, y ahora está en manos del Legislativo, donde nosotros nada tenemos que hacer’. Si hay auténtica voluntad política por resolver de una vez por todas este conflicto que implica un paro indefinido en Santa Cruz que ya lleva 28 días, el Gobierno y sus parlamentarios debieran dar un tratamiento rápido, por la vía expedita, para dar la garantía de que lo que se dice verbalmente, se firmará en una ley.
No tendría que hacer falta todo ese procedimiento, pero en este caso se justifica plenamente porque es el Gobierno el que ha perdido la virtud de la credibilidad: ya no le creen y por eso se prefiere tener la garantía de una ley.
Seguir dilatando la solución parece una provocación a Santa Cruz, a sabiendas de que el paro indefinido ya lleva casi un mes. Esta región necesita volver a su normalidad, a trabajar y producir, y la gente quiere retornar a esa rutina, pero no puede hacerlo a cambio de nada y mucho menos después de tantos días de sacrificio.
Tendrían las autoridades nacionales que preguntarse si no fue suficiente ya con las largas dilaciones que ellos mismos propiciaron con aquellas improductivas mesas de trabajo conformadas para respaldar la idea gubernamental de hacer el censo el 2024. ¿Cuánto más esperan alargar este conflicto?
En ese contexto, la errática estrategia del ministro de Planificación, Sergio Cusicanqui, de cambiar las fechas de entrega de los resultados según se van produciendo los acontecimientos, confirman que esto de las fechas nunca fue una cuestión técnica, sino política, y no contribuye, por tanto, a encontrar una salida definitiva a estos días de tensión y paralización.
Así como tampoco contribuyen las desafortunadas expresiones del vicerrector de la Universidad Gabriel René Moreno (Uagrm), Reinerio Vargas, de amenazar con hacer pública una lista con nombres y apellidos de quienes estarían supuestamente ‘traicionando a Santa Cruz y a la Universidad’, en una nueva marcha que se efectuará este viernes.
¿La misma Universidad que en este conflicto se ha convertido en una referencia de despolitización, sensatez y ciencia, es esa misma Universidad la que ahora va a ser una especie de inquisidora moderna que hará listas de quienes ellos consideran traidores?
Qué distinto ese comunicado de la Uagrm de las expresiones equilibradas y serenas de su rector, Vicente Cuéllar, quien de una manera discreta y distante de cualquier búsqueda de protagonismo, ha conducido hasta aquí con acierto y sin estridencias el Comité Interinstitucional para impulsar un censo oportuno y transparente.
