Democracy or authoritarianism
Since 2016, when the Referendum was held, Bolivia has been facing this dilemma, democracy or authoritarianism, others prefer to say that it is about the opposition between democracy versus dictatorship, on the other hand, there are many who refer to the confrontation between democracy and autocracy. This last pair seems to gain ground in the analytical field of politics, since in a theoretical and descriptive way, it portrays very well the political phenomena that Venezuela, Nicaragua, Bolivia are experiencing and that, at the time, the United States was also beginning to feel during the government. of Trump. The concept of populism that became so popular for many decades has been losing content and explanatory capacity of the political phenomena that exist in the present; that of populisms of the left and of the right fails to unravel the depths of the authoritarian phenomena that Latin America has lived and lives today. To say that Maduro is a populist, and that Bolsonaro is also, does not shed much light on the contents of those regimes.
On the other hand, the right versus left opposition does not seem to shed much light on the political analysis either, since, as is known, before the so-called left defended human rights, at present, does Ortega, Maduro or the masista government do so? It was said that the left sought freedom, that of opinion, of the press, of thought, in the face of the violations of those rights by the dictatorships of the past. In the present, do the self-appointed left defend these rights? No, on the contrary, they strive to violate them, they do not admit ideas that differ from power, they do not support free thought, instead of educating they would like to indoctrinate with dogmas. It was said that the left defended the environment, the irrational exploitation of natural resources. Do the so-called left do that? Of course not, on the contrary, they promote extractivism, the brutal exploitation of natural resources. It was claimed that the left were anti-imperialist. Are they today? It is clear that no, they are striving to deliver natural resources to China or Russia, that is what the MAS has been doing for more than a decade. Those who called themselves the left said that they lived in austerity, that they attacked the waste of public goods, when they governed and, now that they do, are they austere? Evo Morales had his palace built, his own museum, he only traveled by helicopter, he had dozens of bodyguards, drank Johnnie Walker black label. Was that austerity? In general, the left said that they defended and fought for democracy against dictatorships. It gives the impression that those were only empty words, because if something they have done and are still doing in Cuba, Nicaragua, Venezuela or Bolivia is to build authoritarianisms, many of which are undoubtedly dictatorships. Therefore, what is the use to talk analytically about the left and the right?
Without going into analytical depths, it would suffice to describe the autocracies; in regimes of this nature, does the rule of law exist? That is, is there independence of powers between the Executive, Legislative, Judicial and even the Electoral Power; it is clear that no, what is observed is a total submission of the other powers to the Executive. Is there freedom of the press, of opinion and of thought? The independent press is being silenced; in regimes where the friend-enemy logic is imposed, those who think differently are persecuted, there is no respect for the ideas of those who disagree with power. The power tries to eliminate the enemies, since it does not consider them political adversaries, but only enemies. Is there the rule of law? Obviously it does not exist, it was Evo Morales himself and the MAS who violated the results of the 2016 Referendum. They already violated the Political Constitution of the State by admitting an illegal election of Morales. Is there institutionality and respect for institutions? If this type of autocratic regimes do something is to destroy the institutions, the only institution that exists is that of the power of the caudillo, be it Ortega, Maduro or Morales.
Considering the description, what Bolivia experiences is a deep authoritarianism, we are facing an autocracy that is very different from a democratic regime. But the project of Morales and the MAS is to totally destroy democracy and advance to build a dictatorship. Let’s not close our eyes, that is his project.

Desde 2016, momento en que se realizó el Referéndum, Bolivia vive ante este dilema, democracia o autoritarismo, otros prefieren decir que se trata de la oposición entre democracia versus dictadura, en cambio, hay muchos que se remiten al enfrentamiento entre democracia y autocracia. Esta última dupla parece ganar terreno en el campo analítico de la política, pues de manera teórica y descriptiva, retrata muy bien los fenómenos políticos que viven Venezuela, Nicaragua, Bolivia y que, en su momento también comenzaba a sentir los Estados Unidos durante el gobierno de Trump. El concepto de populismo que tomó tanta popularidad durante muchas décadas ha ido perdiendo contenidos y capacidad explicativa de los fenómenos políticos que existen en el presente; eso de populismos de izquierdas y de derechas no logra desentrañar las profundidades de los fenómenos autoritarios que han vivido y vive América Latina hoy en día. Decir que es populista Maduro, y que también lo es Bolsonaro, no nos da muchas luces sobre los contenidos de esos regímenes.
De otra parte, la oposición derecha versus izquierda, tampoco parece alumbrar mucho el análisis político, pues, como se sabe, antes las llamadas izquierdas defendían los derechos humanos, en la actualidad ¿lo hace Ortega, Maduro o el gobierno masista? Se decía que las izquierdas buscaban la libertad, la de opinión, de prensa, de pensamiento, frente a las violaciones de esos derechos por parte de las dictaduras del pasado ¿en el presente las autonombradas izquierdas defienden estos derechos? No, al contrario, se esfuerzan en violarlos, no admiten las ideas que difieren del poder, no son partidarias del libre pensamiento, en lugar de educar quisieran adoctrinar con dogmas. Se decía que las izquierdas defendían el medio ambiente, la explotación irracional de los recursos naturales, ¿Hacen eso las llamadas izquierdas? Claro que no, al contrario, impulsan el extractivismo, la explotación brutal de los recursos naturales. Se afirmaba que las izquierdas eran antiimperialistas ¿Lo son hoy en día? Está claro que no, se esfuerzan en entregar recursos naturales a la China o a Rusia, es eso lo que está haciendo el MAS hace más de una década. Las que se denominaban izquierdas decían que vivían dentro de la austeridad, que atacaban el dispendio de los bienes públicos ¿cuando gobernaron y, ahora que lo hacen, son austeras? Evo Morales hizo construir su palacio, su museo propio, sólo se movilizaba en helicóptero, tenía decenas de guardaespaldas, tomaba Jonnie Walker etiqueta negra. ¿Era eso austeridad? En general, las izquierdas decían que defendían y luchaban por la democracia frente a las dictaduras. Da la impresión que ésas eran sólo palabras huecas, pues, si algo han hecho y hacen aún en Cuba, Nicaragua, Venezuela o Bolivia es construir autoritarismos, muchos de los cuales son indudablemente dictaduras. Por tanto, ¿de qué sirve analíticamente hablar de izquierdas y de derechas?
Sin entrar en profundidades analíticas, bastaría describir a las autocracias; en regímenes de esa naturaleza ¿existe el Estado de Derecho? Es decir, hay independencia de poderes entre Ejecutivo, Legislativo, Judicial y hasta Poder Electoral; está claro que no, lo que se observa es una sumisión total de los demás poderes al Ejecutivo. ¿Existe libertad de prensa, de opinión y de pensamiento? A la prensa independiente se trata de acallarla; en regímenes donde se impone la lógica amigo-enemigo, se persigue al que piensa diferente, no existe respeto por las ideas de los que disienten del poder. El poder trata de eliminar a los enemigos, pues no los considera adversarios políticos, sino solamente enemigos. ¿Existe imperio de la ley? Obviamente no existe, fue el propio Evo Morales y el MAS quienes violaron los resultados del Referéndum de 2016. Ya antes violaron la Constitución Política del Estado al admitir una elección ilegal de Morales. ¿Existe institucionalidad y respeto de las instituciones? Si algo hacen este tipo de regímenes autocráticos es destruir las instituciones, la única institución que existe es la del poder del caudillo, llámese Ortega, Maduro o Morales.
Vista la descripción, lo que vive Bolivia es un profundo autoritarismo, estamos frente una autocracia que es muy diferente a un régimen democrático. Pero el proyecto de Morales y del MAS es destruir totalmente la democracia y avanzar edificar una dictadura. No cerremos los ojos, ése es su proyecto.
