Permissiveness towards the armed group
The armed group that operates in San Julián and Guarayos acted violently for the second time in less than a month, this time against police and prosecutors who tried to execute the arrest warrants against the main defendants in the kidnapping of a group of journalists, in uniform and agricultural entrepreneurs on the Las Londras property.
The first violent action occurred on October 28 precisely on that property, in which the irregular group held for seven hours a delegation led by agricultural entrepreneurs who tried to demonstrate the presence of bullies on the property. On that occasion they operated hooded, carrying and firing firearms and terrorizing visitors.
As a result of this fact, there was strong pressure, mainly from the press union, to find those responsible who, incidentally, were identified through the videos that were recorded on the day of the kidnapping and, to make matters worse, appeared in television interviews justified their actions and they hosted the director of the INRA of Santa Cruz in the area.
Almost a month later, the police carried out an operation in the vicinity of San Julián to arrest four defendants, but only managed to apprehend one of them. The main accused, Paulino Camacho, fled in his vehicle firing shots into the air and in his escape he was about to run over the retinue of prosecutors. Later, two policemen were detained by the residents of San Julián and, when they were released, they had no other way than to leave the place.
The defendant, as a sign of his power, then appeared at the San Julián Police, accompanied by a large number of people to demand that his statements be taken there and not in Santa Cruz. The local police, of course, let him go on the grounds that there was no prosecutor to receive his testimony.
Despite these evidences and the statements made by the prosecutor who saw what happened and was a victim of violence, the Minister of Government, Eduardo del Castillo, insists that there are no armed groups in the area, that the police worked normally and that only individual actions were presented that will be dealt with in court. “Of course, there is no group that has tried to exercise violence in San Julián. As the Ministry of Government, we declare that we do not tolerate any type of violence in our country, wherever it comes from, it will be investigated by the force of the pre-constituted order,” he said to national astonishment.
It is not that the minister is naive or uninformed, but rather that, in the events of Las Londras and San Julián, there is a political background in which interests of the so-called intercultural, a powerful organization of the Movement for Socialism (MAS) are at stake. The bases of this organization are those that until recently were known as colonizers, that is, inhabitants of different parts of the country who “colonized” eastern lands to establish their economic activity. That organization, which has grown to the point of co-governing the country with the MAS, continues to advance in its objective and, according to specialists on the land issue, the majority come from the Chapare, where nothing moves without the authorization of the coca growers’ unions, chaired by Evo Morales.
The novelty of this 2021 is that armed groups that defend those interests have begun to operate and that operate from San Julián, the bastion of the MAS in the east. In this context, the permissive attitude of the government towards these irregular groups is understood, to the point of denying their existence and exposing its own police to the violent attitude of its members.
What is happening in that area where land tenure is disputed with the agro-productive power of Santa Cruz is something very serious. A subversive group is in full formation that, in the long run, could plunge the country into an unprecedented security crisis. The Government should act quickly to nip these seeds of violence in the bud because later, when the monster grows, it can become uncontrollable for MAS itself.
Permisividad ante el grupo armado
El grupo armado que opera en San Julián y Guarayos actuó violentamente por segunda vez en menos de un mes, en esta ocasión contra policías y fiscales que intentaron ejecutar las órdenes de aprehensión en contra de los principales acusados del secuestro de un grupo de periodistas, uniformados y empresarios agrícolas en la propiedad Las Londras.
La primera acción violenta ocurrió el 28 de octubre justamente en aquel predio, en el que el grupo irregular retuvo durante siete horas a una comitiva propiciada por los empresarios agrícolas que pretendían demostrar la presencia de avasalladores en la propiedad. En aquella ocasión operaron encapuchados, portando y disparando armas de fuego y aterrorizando a los visitantes.
Producto de ese hecho hubo una fuerte presión, principalmente del gremio de la prensa, para dar con los responsables que, dicho sea de paso, fueron identificados a través de los videos que se grabaron el día del secuestro y, para mayores señas, aparecieron en entrevistas televisivas justificado su accionar y fueron anfitriones del director del INRA de Santa Cruz en la zona.
Casi un mes después, la Policía ejecutó un operativo en las cercanías de San Julián para detener a cuatro acusados, pero sólo logró aprehender a uno de ellos. El principal sindicado, Paulino Camacho, fugó en su vehículo lanzando disparos al aire y en su fuga estuvo a punto de atropellar a la comitiva de fiscales. Luego, dos policías fueron retenidos por los pobladores de San Julián y, cuando fueron liberados, no tuvieron otro camino que retirarse del lugar.
El acusado, como muestra de su poder, se presentó luego en la Policía de San Julián acompañado de una gran cantidad de gente para exigir que le tomen las declaraciones allá y no en Santa Cruz. La policía local, por supuesto, lo dejó marcharse aduciendo que no había fiscal para que recibiera su testimonio.
Pese a estas evidencias y a las declaraciones hechas por el fiscal que vio lo sucedido y fue víctima de la violencia, el ministro de Gobierno, Eduardo del Castillo, insiste que en la zona no hay grupos armados, que los policías trabajaron con normalidad y que solo se presentaron acciones individuales que serán tratadas en la justicia. “Desde luego que no existe un grupo que haya pretendido ejercer violencia en San Julián. Como Ministerio de Gobierno manifestamos que no toleramos ningún tipo de violencia en nuestro país, venga de donde venga será investigado por la fuerza del orden preconstituido”, indicó ante el asombro nacional.
No es que el ministro sea ingenuo o esté desinformado, sino que, en los sucesos de Las Londras y de San Julián, existe un trasfondo político en el que se juegan intereses de los denominados interculturales, una poderosa organización del Movimiento Al Socialismo (MAS). Las bases de esta organización son los que hasta hace poco se conocían como colonizadores, es decir, habitantes de diferentes puntos del país que “colonizaban” tierras del oriente para instalar su actividad económica. Esa organización, que ha crecido al punto de cogobernar el país con el MAS, sigue avanzando en su objetivo y, según especialistas en el tema tierra, provienen en su mayoría del Chapare, donde no se mueve nada sin la autorización de los sindicatos cocaleros, presididos por Evo Morales.
La novedad de este 2021 es que han empezado a operar grupos armados que defienden esos intereses y que operan desde San Julián, el bastión del MAS en el oriente. En ese contexto se entiende la actitud permisiva del gobierno respecto a estos grupos irregulares, al punto de negar su existencia y de exponer a sus propios policías ante la actitud violenta de sus integrantes.
Lo que está ocurriendo en aquella zona donde se disputa la tenencia de la tierra con el poder agroproductor de Santa Cruz es algo muy grave. Está en plena formación un grupo subversivo que, a la larga, puede sumir al país en una crisis de seguridad sin precedentes. El Gobierno debería actuar con rapidez para cortar de raíz estos gérmenes de violentos porque luego puede, cuando el monstruo crezca, ser incontrolable para el propio MAS.
