Defense Committee rejects the Chepete-El Bala project
Through a public statement, the Committee for the Defense of Amazonian life in the Madera River Basin rejected the implementation of the Chepete-El Bala hydroelectric project as an ecocidal threat, that is, of destruction of nature.
Denounced that the government of Luis Arce Catacora intends to carry out the project through the Empresa Nacional de Electricidad SA (Ende), which would have awarded a contract to the company SGT Ltda. To carry out georeferencing activities.
“The Committee for the Defense of Amazonian life in the Madera River Basin (OCMA, FEJUVE Central Campesina, Cachuela Esperanza Fishermen’s Association, Women’s Organization) (…) expresses its rejection of the implementation of said project, promoted by commercial interests, that, under the pretexts of a false development and economic reactivation, it intends to achieve it, without the constitutional consent of the affected population, which has repeatedly and with protest actions forcefully denied its execution, for not having complied with the procedure of prior free informed consultation and good faith, mandated by law,” the statement maintains.
It argues that due to the non-viability of the project due to economic, social, environmental and human rights factors, the organizations demonstrate and ratify their alliance in defense of the territories and protected areas that are being defended by the Commonwealth of Indigenous Communities of the Ríos Beni, Tuhichi and Quiquibey (RBTQ).
In August, the RBTQ denounced that the State was modifying the procedures of free and informed prior consultation, taking into account only groups related to the Government for the signing of the agreement for the “start-up” of hydroelectric projects, but that the inhabitants affected were not consulted.
The hydroelectric project is not from now, it dates from 2016, when operations were carried out in the area, on July 27 of that year, Ende and the Italian firm Geodata signed the contract for the design of the technical study and pre-investment of the hydroelectric project El Bala. The company carried out the final design study that was due to be delivered at the end of 2017.
The Committee for the Defense of Amazonian life demanded that the Government cancel the contracts for the construction of the hydroelectric plant and allocate those resources to alternative, clean and renewable energy projects and not spend on purposes that are outdated. (ANF)
Comité Defensor rechaza proyecto Chepete-El Bala
Mediante un pronunciamiento público, el Comité Defensor de la vida Amazónica en la Cuenca del Río Madera rechazó la implementación del proyecto hidroeléctrico Chepete-El Bala por ser una amenaza ecocida, es decir, de destrucción de la naturaleza.
Denunció que el gobierno de Luis Arce Catacora pretende ejecutar el proyecto a través de la Empresa Nacional de Electricidad SA (Ende), quien habría adjudicado un contrato a la empresa SGT Ltda. para ejecutar actividades de georeferenciación.
“El Comité Defensor de la vida Amazónica en la Cuenca Del Rio Madera (OCMA, FEJUVE Central Campesina, Asociación de Pescadores de Cachuela Esperanza, Organización de Mujeres) (…) manifiesta su rechazo a la implementación de dicho proyecto, promovido por intereses mercantilistas, que bajo pretextos de un falso desarrollo y reactivación económica pretende concretarlo, sin el consentimiento constitucional de la población afectada que de manera reiterada y con acciones de protestas ha negado contundentemente su ejecución, por no haberse cumplido el procedimiento de la consulta previa libre informada y de buena fe, mandada por ley”, sostiene el pronunciamiento.
Argumenta que por la inviabilidad del proyecto por factores económicos, sociales, medioambientales y de derechos humanos, las organizaciones se manifiestan y ratifican su alianza en defensa de los territorios y áreas protegidas que están siendo defendidos por la Mancomunidad de Comunidades indígenas de los Ríos Beni, Tuhichi y Quiquibey (RBTQ).
En agosto, la RBTQ denunció que el Estado estaba modificando los procedimientos de la consulta previa libre e informada, tomando en cuenta solo a grupos afines al Gobierno para la firma del convenio de “puesta en marcha” de los proyectos hidroeléctricos, pero que los habitantes afectados no fueron consultados.
El proyecto hidroeléctrico no es de ahora, data de 2016, cuando se realizaban operaciones en la zona, el 27 de julio de ese año, Ende y la firma italiana Geodata suscribieron el contrato para el diseño del estudio técnico y de preinversión del proyecto hidroeléctrico El Bala. La compañía llevó adelante el estudio a diseño final que debía ser entregado a fines del 2017.
El Comité Defensor de la vida Amazónica exigió al Gobierno anular los contratos para la construcción de la hidroeléctrica y destinar esos recursos a proyectos de energía alternativa, limpia y renovable y no gastar en propósitos que son antiguos. (ANF)
